कमिश्नरी सिस्टम के 6 माह : नोएडा के सीपी आलोक सिंह को कितना जानते हैं आप?

आलोक सिंह। नोएडा के पहले पुलिस कमिश्नर। छह महीने पूरे हो गए इस पद पर। नोएडा में पुलिसिंग के कमिश्नरी मॉडल को अख्तियार किए हुए भी छह महीने बीत गए। चाय के बहाने साथ बैठने / मुलाकात करने का प्रस्ताव बहुत दिनों से पेंडिंग पड़ा हुआ था। कभी मेरे आलस्य तो कभी आलोक जी की व्यस्तता के चलते प्रस्तावित मीटिंग की तारीख टलती जाती। पर कल संयोग बना। सेक्टर 108 नोएडा के ट्रैफिक ट्रेनिंग स्कूल में स्थापित पुलिस कमिश्नरी ऑफिस को देखने का मौका मिला। ढेर सारे ट्रैफिक सिग्नल, फूल पौधों, पार्क,   से लैस इस ऑफिस का व्यू शानदार है। पहुंचकर एक राउंड ऑफिस की बगिया का चक्कर लगाया। मन हरा भरा हो गया। ऊपर फर्स्ट फ्लोर पर आलोक जी इंतज़ार में बैठे थे क्योंकि 12 बजे चाय पर चर्चा फिक्स थी। दो दफे हाथ मोबाइल सैनिटाइज कराया गया। फिर एंट्री मिली पुलिस कमिश्नर के विशालकाय कक्ष में।

बातों बातों में घर-परिवार, करियर, पुलिसिंग, स्टार, भड़ास आते-जाते रहे। अलीगढ़ के रहने वाले आलोक की शादी यूपी के सुल्तानपुर जिले के एक रसूखदार परिवार में हुई है। ये पहली दफे रेलवे के लिए सेलेक्ट हुए। केपीएस गिल को अपना आदर्श और भारत रत्न का हकदार में मानने वाले आलोक ने तीसरे प्रयास में मनवांछित आईपीएस की जॉब हासिल कर ली। हालांकि रैंक ऐसा था कि आईएएस आईएफएस बन सकते थे लेकिन उन्हें आईपीएस ही बनना था, सो अपनी मंजिल को चूमा।

विनम्र और पढ़ाकू आलोक सिंह पुलिसिंग के कई प्रयोगों की नींव रख चुके हैं। नोएडा की पुलिसिंग इवॉल्व होकर नए दौर में प्रवेश करने को तैयारी में है। आलोक सिंह कहते हैं- “बड़ी समस्या माइंडसेट बदलने की है। एक जनप्रतिनिधि चौकी इंचार्ज व सिपाहियों के तबादले की सूची लेकर आ गए। उनको ये समझाने में  काफी वक्त लगा कि ये सब काम सीपी के नेतृव वाली तीन सदस्यीय कमेटी करती है। चीजें अब संस्थाबद्ध की जा रही हैं। नोएडा में इलाकेवार कई एसएसपी सरीखे पावर वाले पुलिस अफसर तैनात हैं जिन्हें फ्री हैंड दिया गया है और वे ही अपने इलाके के छोटे बड़े सभी मामलों के लिए सर्वोच्च ऑथरिटी हैं। सीधे पुलिस कमिश्नर तक आने की ज़रूरत नहीं। अपने इलाके के इन अफसरों से मिले जो डीसीपी कहे जाते हैं।”

छह महीने प्रयोग को सफल और संतोषजनक मानते हुए आलोक सिंह कहते हैं कि कमियां अब भी हम लोगों में हैं। कमियां खुले दिल से स्वीकार करना ही बदलाव की पहली सीढ़ी होती है। हम बदल रहे हैं। बेहतर हो रहे हैं। जनता का प्यार मिल रहा है। अपराधी सख्ती से अलग-थलग किए जा रहे जिससे अपराध कम हुआ है। पुलिस के पास कई किस्म के बड़े अधिकार आए हैं, जिसमें न्यायिक-अदालती अधिकार भी हैं। इनका इस्तेमाल कानून व्यवस्था को संतोषजनक बनाने के लिए रणनीतिक रूप से किया जा रहा है। लेट-लतीफी और लटकाने वाली प्रवृत्ति खत्म की जा रही है। इसका सकारात्मक असर भी दिख रहा हैं।

आईपीएस अफसरों में आप ईर्ष्या  के विषय भी हैं। पुलिस कमिश्नर जैसे बड़े और ताकतवर पद पर आपकी ताजपोशी वर्दी वाले स्टार के योगदान के साथ साथ ईश्वरीय स्टार का भी कमाल है?

इस बात पर आलोक का चेहरा थोड़ा लाल हो जाता है। रहस्यमयी मुस्कान बिखेरते हुए धीमे से बोले- “थोड़ा थोड़ा अंदाजा तो मुझको भी है!”

हम दोनों ने अचानक एकसाथ ठहाका लगाया।

ये ऑफ दी रिकॉर्ड टाइप बातचीत थी। पर असली रस तो ऑफ दी रिकॉर्ड को ही बतियाने-बताने-सुनाने में है।

अदालतों में 9 से ज्यादा मामलों में पुलिस का पक्ष सुना ही नहीं गया और फैसला सुना दिया गया। ये फैसले अपराधियों के हक़ में गए। इससे जनता हताश निराश होती है। पुलिस का मनोबल भी गिरता है। हर कोई फिर सड़कछाप इंस्टैंट जस्टिस को सपोर्ट करने लगता है। इनकाउंटर को वैधता मिलने लगती है।

आलोक आंख मूंदकर इस या उस पार वाली मानसकिता से बचते हैं। वे हर पहलू पर सोचते विचारते हैं। पुलिस कमिश्नर जैसे पद पर विशुद्ध वर्दीवाला होना भी नहीं चाहिए। पालिसी, सिस्टम इवॉल्व करने के लिए सम्वेदना और समझ ज़रूरी है। एक इंसान होना प्राथमिक है जिसमें दिल धड़कता हो। गुरुर और अहंकार होना आम बात है। इनका न होना आपको खास बनाता है। आलोक इसीलिए थोड़े खास हैं क्योंकि वो सहज हैं।

ग्रीन टी और बिस्कट हाजिर होता है। सबके चेहरे से मास्क सरकता है ताकि मुंह खुले। इसी दरम्यान कुछ पिक क्लिक करता हूँ। तब ये  न दिमाग में था कि इस मुलाकात पर कुछ लिखूंगा। बस इन जीवंत तस्वीरों को देखते हुए ये लगा कि इस जिंदादिल शख्स पर दो चार लाइन लिखना चाहिए ताकि कम से कम नोएडा वाले जान सकें कि उनका सीपी किस हड्डी का बना है।

लखनऊ के गलियारों की सच्च-गप्प कनबतियाँ से लेकर भड़ास4मीडिया डॉट कॉम के उपजने / निर्मित होने की कहानी तक चाय की चुस्कियों के बीच सुनी सुनाई गई।

वक़्त बीतते पता न चला। घण्टों गुजर गए। न बात का सिरा टूटे और न कोई कहानी छूटे।

मुझे एक ज़रूरी काम से आईटी के मेरे एक मित्र से मिलना था। जल्दी से खड़ा हुआ। थैंक्यू प्रणाम बोल चलने को हुआ। आलोक जी खड़े हुए, आते रहने, मिलते रहने, कनेक्ट रहने की बात कह धन्यवाद ज्ञापित किया।

अपन मिलने जुलने के मामले में असामाजिक रहे हैं, सदा से। अफ़सरों से तो ख़ासकर नहीं मिलता। जिन कुछ लोगों से अब तक मिला हूँ उनकी लिस्ट उंगलियों पर गिने जाने लायक है। दलाली, लॉयजनिग, धन संचय, ठेकेदारी, किसी भी किस्म के अपराध से अपना दूर दूर तक नाता नहीं तो अफसरों से मिलना क्या! जितना समय ‘तू मुझे पंत कह मैं तुझे निराला’ टाइप बैठकों में बीतता है, उतने वक़्त तक अपन गंगा के साफ पानी में जल किलोल कर आनंदित होना चाहेंगे। इसलिए आज अपन लोग बुलंदशहर गए, जहांगीराबाद के आगे अवंतिका माता मंदिर के गंगा घाट पर नहाए और देर रात लौट आए।

घुमक्कड़ी से बेहतर कोई नशा नहीं। जीने का मकसद समझ में तभी आता है जब नई जगहों से मोहब्बत करना सीख लिया जाए।

कल आलोक जी से मिलकर उन्हें सुनकर अच्छा लगा। आज एक नए घाट पर बालू देह में लपेटकर गंगा में लेटे रहना अच्छा लगा। अब हफ्ते भर तक विश्राम के बाद फिर कहीं नई जगह प्रस्थान।

Gautambudh Nagar: Even as it is barely six months when the Police Commissionerate system was introduced in Gautambudh Nagar, crime data shows significant improvement in almost all parameters be it loot, dacoity, theft, ransom or women safety. In the last 180 days, the new system has achieved 65 percent success in controlling crime in the district.

Data shows that the new system has managed to reduce dacoity cases to half, loot (109%), vehicle theft (172%), ransom (100%) and rape (157%) significantly. This was possible because the police department led by the Poilce Commissioner Alok Singh brought in efficiency in the system besides active monitoring and creating awareness among the citizens.

The police introduced Gangster Act and seized properties of noted criminals to the tune of Rs 13 crore. Strict action resulted in instilling the fear of law in the minds of criminals such as Sundar Bhati, Satbir Bansal,  Sumit Nagar, Chandrapal Pradhan etc. Simultaneously the police also increased monitoring; patrolling and people connect to build trust of the people in the police. It paid rich dividends.

The police also worked towards changing Gautambudh nagar into a smart city by enhancing monitoring, mounting high definition CCTV cameras, single window complaints re-dressal system, and by increasing foot patrolling in key areas.

Women Safety initiatives

Women safety being a crucial area, separate units were set up in every police station which were manned by women police officers to bring in empathetic approach in dealing with crimes related to women be it domestic violence, molestation, rape etc. Police conducted awareness campaigns – chaupal – in slums, schools, colleges and societies to make women aware of their rights and suggested them to raise their voice against such crimes.

Duty during COVID pandemic

During the pandemic COVID, Gautambudh Nagar police designed a plan to help the needy, the poor, elderly, and others in need. Police personnel with all safety material were doing duty round the clock in the district to ensure that people do not face much problem. From delivering food, essential items, medicines to making ambulances available to expecting mothers, elderly and others. The police created a food bank, while vans were being used to deliver food, essential items, and medicines to the needy. The police distributed 1500 food packets to the needy every day during COVID pandemic.

During these times, there was a rise in domestic violence cases, so the police took support of Sharda University and created a Family Dispute Resolution Clinic where services of psychiatrists, clinical psychologists, and legal counselors were provided to the females. Police also intervened in cases where some females were being blackmailed by uploading their objectionable videos on some porn sites.

The department yesterday started a provision of virtual meetings between complaints and officials to ensure cases are resolved within quick time. There is a provision of online uploading the documents for smooth processing of the case. The police department is taking measures to facilitate easy filing of complaints where a complaint can register her / his case without physically going to the police station.

The department provided PPE kits, gloves, sanitizers, bottled water, food packets, medicines like Vitamic C, hydroxycholorquine to the police personnel on duty. In the police lines, measures were taken to ensure safety of elderly people, while sanitary pad vending machines were installed in police colonies.  

Cyber Cell Activation

The police also activated cyber cell to identify and nab criminals who were cheating people in the name of jobs, fake challans etc. Laptops, mobiles were seized and strict action was taken against such criminals.

Though, six months is a short time, the efficiency that has been brought in the system underscores the intent and potential of the police department in ensuring that the city is safe for its every law abiding citizen.
