: UPA II completes two years in office tomorrow : STAR News-Nielsen Survey : New Delhi: The 2G scam and unrelenting price rise seems to be taking its toll on the poll prospects of the Congress party. On completion of two years in office of Dr Manmohan Singh’s UPA II government, STAR News-Nielsen survey shows Congress is dropping its vote share significantly.

The survey, conducted in 28 cities across the country with around 9000 respondents, shows Congress getting 30% votes if elections were to be held tomorrow. This comes against 37% of these respondents saying that they had voted for Congress in the last general elections.

Congress is suffering loss across all regions. In North only 44% said they would vote for Congress while 50% respondents said they had voted for the party in the last elections. In East, 31% had voted for Congress last time and only 22% said they would again vote. In West it is down from 29% to 22% and South is down from 38% to 33%.

Congress still maintains a significant advantage over rivals BJP which is getting only 23%.

Rahul Gandhi Emerges Second Most Popular Leader : Rahul Gandhi emerges as the second best leader in a nation-wide survey done by STAR News-Nielsen on the occasion of Manmohan Singh’s UPA II completing two years in office.

Manmohan Singh remains the best leader with a 21% rating while Rahul closely follows at 19%. Not only second on the list, Rahul has left his mother and Congress president Sonia Gandhi behind at third place with 14%.

The survey throws up Rahul as the most popular leader in North India with a run-away rating of 27% against Manmohan’s 20%.

Gujarat Chief Minister Narendra Modi, who is the fourth most popular overall at 12%, leads the pack with 22% in West followed by Sonia, Rahul and Manmohan.

How has UPA performed in the past two years? : After seven years in power, UPA’s pull now seems to be a bit diminishing. Asked for an overall rating, only 41% felt that the government’s performance was good or very good. A big 38% felt that the performance was only average while 19% responded with poor or very poor. The government is most unpopular in West with only 35% respondent rating it as good and above while in South it comes out as most popular with a rating of 46%.

On key parameters of governance too UPA seems to be failing. On price rise, 66% respondents felt that the situation has deteriorated; On corruption, 50% respondent felt situation had worsened and similar was the case on poverty elevation with 45% responded that the situation was worse.

Despite Rahul’s push for villages, 42% felt that the conditions of our villages had remained that same; 43% felt that the conditions of farmers had remained the same and 51% responded that the land acquisition issue had moved no where. Despite P Chidambaram’s seemingly better performance as Home Minister, 44% respondents felt that situation had deteriorated on terror threat front. Naxul problem, law and order situation, employment situation, economic condition of the people and even Indo-Pak relations majority felt there was no movement.

Manmohan as PM : Dr Manmohan Singh remains high on performance rating. A total of 47% felt that Manmohan’s performance was good or very good. 34% ranked him average where as only 18% felt his showing was either poor or very poor. Manmohan had the highest approval rating in South with 53% supporting his performance.

In comparison between his two terms, 44% of the respondents feel that Dr Singh’s current term as Prime Minister is better than his last term. Again in South he scores a higher rating with 54% liking his current term better than the last time.

Despite attacks by the opposition in the recent months on the issue of corruption, Manmohan Singh’s clean image remains his greatest strength. 32% overall and across all regions as well, this quality of Dr Singh emerged as his greatest strength. Driving economic reforms was second with 27% but UPA’s social initiative Right to Education Bill ranked in the lower half with 14%. There were even few takers for Dr Singh’s cricket diplomacy on Pakistan with only 6% supporting his move.

Inflation is a serious issue with people and a serious challenge for Dr Manmohan Singh. A whopping 39% felt that failure to control the prices of food and other essentials has been the PM’s biggest failure. An equally high 37% felt that the PM had failed to act tough against corrupt ministers in his Cabinet.

2G : The spectrum issue remains dominant with a massive 56% saying that the Prime Minister should be made equally responsible for the scam against 32% who say they do not think so.

Mixed Response – Most Corrupt Govt Since Independence : On the question of most corrupt govt, 45% respondent termed the UPA II as the most corrupt Govt since Independence against 44% who thought otherwise. 11% had no opinion. 61% think Anna Hazare type agitation will help control corruption in the country.

Key Achievement vs Major Failures : All social initiative ranked poorly when it came to key achievements of the UPA II. A low only 8% rated Right to Education as a key achievement and only 4% rated rural development as an achievement.

Against this a whopping 43% rated price rise as a major failure followed by increased corruption level 18%. Price rise seems to have hot North India more with over half 52% considering it as a major failure of the government.

Support for Osama-like Operation : 81% support India should undertake a US Navy Seal like operation against India’s most wanted hiding in Pakistan.

The survey saeems to be half baked. There is corruption galore. It is difficult to find a single Governmental action involving money, which is free from some kind of scandal – be it import of wheat for poors or bullet-proof jackets for our security. Even the Common WealthGames, which involved the nation’s prestige, was not spared from the most heinous type of corruption. Amidst such heinous and gigantic corruptions occurring every where boldly and shamelessly, how the Chief Executive of the nation, who is responsible for the entire administration and fiscal sanctions and who has got full access to all Intelligence Services, can claim to be a saint-like man unaware of and untouched by such most deplorable scandals. Killer Inflation, heinous adulteration, acute scarecity of water, power etc.have made lives of Admi most miserable and not worth living. People are starving. children are mal-nourished, farmers committing suicide, eduction commercialised – our woes are innumerable. How a party responsible for such a horrible governance can hope to get even 30% vote unless their henchmen were involved during the survey?
