As part of collective responsibility we have tried to persuade Mr Pramod Goswami to come forward and announce election programme but one or the other pretext he avoided the same. Today many colleagues contacted me and informed me about urgently convened meeting of General body on 16th December 2009 at 4 PM at Media Centre to discuss election modalities. I wrote a letter dated 16 November 2009 to Mr Pramod Goswami urging him to immediately take corrective measures to restore democracy and transparency in our functioning. Despite all decent efforts he failed to respond to our feelings. We should also call Mr Goswami for tomorrow General Body Meeting as a part of democratic approach to enable him to prove his sincerity and every member must be present in the meeting looking upon the seriousness of the situation. UNITEDLY WE WILL WIN TO RESTORE DEMOCRACY IN OUR FUNCTIONING. <\/p>\n

It has come to my notice that a meeting was held by some members of the Uttar Pradesh State Accredited Correspondents Committee (UPSACC) today.<\/p>\n

However, the meeting was unconstitutional and unwarranted, since the UPSACC president, secretary and treasurer and most of the executive members, were not informed of the meeting in advance.<\/p>\n

Under these circumstances, the decision of the so called general body meeting\u00a0 holds no weight or legal sanction.<\/p>\n

This is to reiterate that the UPSACC was already preparing to convene the meeting of the Execute\u00a0 committee followed by General Body Meeting (GBM) to discuss issues related to the election, accreditation and accredited journalists,in the last week of this month.<\/p>\n

What constitutionality you have to continue in office even after expiry of the term of\u00a0 the present executive committee as it had become functous-officio since 07th July 2009. <\/p>\n

As I wrote earlier that no executive committee met after June 2, 2008 or general body despite repeated requests. The correspondence initiated\u00a0 by our Vice President and other seniors members made no actions at your end. \u00a0<\/p>\n

The President of the Committee Mr Pramod Goswami rang me today at 1.06 PM and requested me not to attend today’s GBM he claimed as one of our respected member Mr Sharat Pradhan would not attend the same.\u00a0 Therefore it is not true that you and other office bearers had no information about General Body Meeting being held today at 4PM.\u00a0 I advised Mr Goswami to come and chair the GBM but he declined to attend which makes it abundantly clear that he had no intentions to hold the elections even after cessation of our term on 7th July, 2009. Other members at the meeting also expressed that they called Mr Goswami to come to GBM.<\/p>\n

You know that\u00a0 the General Body is supreme power and possess total command and overall control over the affairs of Uttar Pradesh State Accredited Correspondents Committee (UPSACC). It is fully competent to take decisions of any nature including amending any rule, procedure or expulsion of any office bearer or passage of any no confidence motion against an elected office bearer or committee.\u00a0 Therefore amid overwhelming attendance of our members, it had rightly and validly taken unanimous decision for holding the fresh elections for the next two years by this month end as you fail to take timely action on your part to have fresh elections of Executive Committee. <\/p>\n

It is settled in law that after declaration of elections all powers are vested in the Election Committee till declaration of results and there could not be any interference in the process of election which has been unanimously decided and set in motion soon after the GBM today. Let democracy and transparency must prevail in our functioning as we represent fourth estate.<\/p>\n

It is expected from you to respect the sentiments of our general body members and render all necessary assistance and cooperation to Election Committee for peaceful conduction of elections gracefully and desist yourself to bring further disrepute to our community.<\/p>\n
