These values need to be practiced, and also seen to be practiced.\u201d He is referring to the recent appointment in the center on a post of research Officer where qualifications were lowered to accommodate a candidate close to vice chancellor. Similarly, a recent happening between Vice Chancellor and Dean of Science Faculty in the matter of a non-teaching appointment which is a talk of university where it is reported that the vice chancellor threatened him on phone. The vice chancellor has also no hesitation in appointing his relatives violating norms and advice of experts as it happened recently in the selection process of dental faculty. It is no secret that to appease his closed and caste people, vice chancellor cares for nothing. Most of the experts in the selection process who are called are \u201cmediocre\u201d and invited frequently as they are convenient.<\/p>\n<p style=\"text-align: justify;\">One\u00a0 particular caste person from Sagar University, another from central university in New Delhi and yet another from open learning from Allahabad are example The\u00a0 Sagar Professor\u00a0 who was called even for a merit promotion selection for the post of professors having no publication of his credit of any significance. He is a candidate for appointment in the dept of sociology. Last two \u201cThakur\u201d regimes\u00a0 has changed\u00a0 contour and fabric of teaching and non teaching scenario which consist of unqualified persons from all shades that has created an unprecedented stress in the system. One former vice chancellor and old faculty of varsity comments that result of this will be seen in the performance of the university during next decade.<\/p>\n<p style=\"text-align: justify;\">It is not the university community but also the Allahabad High Court and Central Information Commission comments adversely on state of affairs. The high court observed in the mess created in the matter of post graduate medical entrance examination, \u201cThus, the Vice-Chancellor of the University failed to address himself to the correct issue that was required to be decided. He not only committed an error of fact touching the merit of the decision but also committed an error of law as the decision taken by him is not only arbitrary and unjustified but has been taken without application of mind to any of the relevant consideration. He could not have taken such a drastic action as cancellation of the entire examination and even according to the Five Member Committee this would have meant penalizing the candidates for no fault of theirs.\u201d<\/p>\n<p style=\"text-align: justify;\">The central information commission in its order dated 8 Feb 2010 has indicted university, \u201cit is a very deplorable state of affairs if a university takes over two years on a fact finding mission where allegations of plagiarism are involved. By such actions a university can only be encouraging plagiarism.\u201d The present Rector, Professor BD Singh who was in charge of this fact finding committee, who incidentally is of the same caste as of vice chancellor and chancellor of the university and matter also relates to of his caste people from Dairy Dept ,IAS. Promoted professors shamelessly copied required publications and submitted. When commission commented adversely then report was submitted and regular enquiry was constituted. But there are other serious complaints waiting for decisions but the university administration is complacent.<\/p>\n<p style=\"text-align: justify;\">Prof Rajesh Singh and Prof SK Singh, Dept of Genetics and Plant Breeding ,IAS\u00a0 have been charged that they have questionable merit for selection, which simply can be verified from them. Information obtained under RTI reveals that VC sitting over this since June 2008.Rajesh was appointed within a week of his probationary appointment as chairman of\u00a0 PR unit to harass Brahmin officer of three decade standing. He is under virtual suspension and UGC pays hefty salaries to both of them. Rajesh does not teach and research and devotes most of his time on gaging media for which VC encourage him. He boast of his connection to Ms Shobana Bharatia ,Sri Vineet Jain and Sri Sanjay Gupta etc etc to threaten to city journalists and also his vibrant contacts with underworld. Recently ,he is trying to get Padmashree for VC. He was doing same things for previous VC. Therefore, it is not surprising that information commission has imposed fine on officers of BHU on three occasions including on its registrar of Rs 25000 who was cot for embezzlement of many Lacs and run away from university with help of present VC.<\/p>\n<p style=\"text-align: justify;\">The university administration is rampant with corruption ,nepotism and castism. Recently when vice chairmen of UP Congress Committee, Shree Manishanker Pandey complained to HRD minister Kapli Sibal in Delhi, he promised him to ask the vice chancellor to stop castism. But the recent decisions of the vice chancellor(Few days before,\u00a0 non teaching appointments were\u00a0 made in central library violating norms of short listing and other rules. 22 persons of vc\u2019s caste out of 28 were\u00a0 appointed. Shameless Incharge Librarian, a French professor of vc\u2019s caste appointed his nephew and his wife ,a son of vc\u201ds caste contractor currently also working in central library on a hefty contract, a son of a close person of vc\u2019s wife etc.) are yet to keep the promise of the minister.The VC appointed his closed relative recently in newly organised Dentistry Faculty as MO without any sanctioned post and\u00a0 last meeting of EC refused to appoint son in law of a his caste professor on complaint of dubious merit.<\/p>\n<p style=\"text-align: justify;\">The governance of the university has throttled democratic functioning of the BHU. Amendment carried out in BHU act in 1967, suppressed all the representation in the executive council of the varsity except eight members nominated by the visitor i. e. the President of India. The vice chancellor is already a nominee of visitor appointed by him on the recommendation\u00a0\u00a0 of three members search committee appointed by him. This power has been misused so much that present council constituted in 2008 consist of four members each from brahmin and thakur community. With the VC and Rector being thakurs they have majority in the council. One brahmin member, Sri Girish Karnad from Bangalore have never attended meeting s of the council. The plight of governance may be well understood. It is reportedly said that ignoring customary nominations in the council from member of minority, law expert, scheduled caste representations, the visitor decided to appoint her close relative( father in law of her daughter) and a friend. The chancellor of the university is a well known king and philosopher Dr. Karan Singh who incidentally is also a thakur. It is not surprising therefore that top rung of university hierarchy consist of same caste persons. Singh, Ex-Principal Regional Institute of Education, Ajmer [Thus five members out of nine are thakur\u2019s being in majority for decisions in executive council which is a supreme body.\u00a0 There is no representation of SC\/ST, minority, jurist and internal members which is the norms in all the previous executive council.\u00a0 Instead of academicians this is a committee of VC\u2019s dominated by Thakurs (Rajput).\u00a0 That is how premier institution like BHU being governed by the HRD Ministry when by great Shri Arjun Singh jee who was the champion of minority.]\u00a0 The present VC Prof. D.P. But the union ministry of HRD is also contributing by various nominations of officials like present and former VCs and officers etc in the Executive council and Court which has led to a culture says a former president\u00a0 of the teachers association that only official lines are endorsed and culture of discussion and dissent has disappeared. Recently the academic council has approved a proposal to recommend for creation of a faculty on south campus of university which is a leased land, 80km away from the main campus of the university. The BHU Act clearly debars such action as provisions laid down in the section 15(1)(a&amp;b) which says inter alia, \u201c the university may found and maintain other colleges and institutions including high schools, within a radius of 15 miles from the main temple of the university for the purposes of\u00a0 carrying out instruction and research.\u2019 Though in sub clause (a) it has been permitted to found and maintain \u201cspecial centers and laboratories for research.\u201d<\/p>\n<p style=\"text-align: justify;\">On similar pattern an institute of sustainable development being\u00a0 established but charges of nepotism being already there. Similarly charges of corruption on a coordinator of women\u2019s center and alleged threatening by a chief proctor son to head of department to short list his name for a post of lecturer being also ignored by the vice chancellor on caste considerations. The chief proctor son was caught to sale entrance result in the previous vice chancellors regime for which the enquiry committee report was suppressed. Similarly the negligence of the surgeon resulted into the death of donor and donee of kidney transplant matter in its prestigious institute being hushed up is also worth mentioning.<\/p>\n<p style=\"text-align: justify;\">The university has been severely engulfed in the web of the charges of corruption and nepotism. The atmosphere is tense and sadly the union ministry of HRD is a mute spectator in spite of representations made by various segments .Now vc\u2019s caste people celebrating Sri Singh\u2019s appointment in HRD as Joint Secretary as they will get away from all the sins. This is indeed very sad that a premier institution being allowed to go to ashes. Particularly during 150th birth anniversary year of its great founder Pt Madan Mohan Malaviya.<\/p>\n<p style=\"text-align: justify;\">It is interesting to note\u00a0 that Chancellor and Vice Chancellor loudly clapping and shouting on being declared\u00a0 BHU no 1 university ,though, genuinely, in limited sphere of Arts, Commerce and Pure Sciences by a news magazine, not by any rating\u00a0 institution .But when in the same magazine\u2019s next issue , Technology, Medicine, Law and Management etc slipped to 14 and 15 places they overlooked. Because both have HIGH PITCH moral and ethical preaching rights reserved for them.
