The Climate Agenda released its Post Diwali Air Quality Report for the fourth consecutive year on Tuesday, 29th October 2019. The Diwali celebrations once again proved all anticipations true where the city air choked with harmful Particulate Matters and the sky turned black. The data measured on 20 locations of the city reveals that Mahmoorganj area was most polluted, Visheswarganj area remained as second most polluted locality while Chawk was found to be the cleanest among all.
The Air Quality was measured by 18 Low Cost Air Quality Measurement Devices which were installed by the NGO in 18 different locations of the city. These devices intended to measure the air quality of prescribed locations from 3 AM to 8 AM on Monday morning.
Giving out the details, Ekta Shekhar, Lead Campaigner of the Climate Agenda said “Amid all hues and cries of Supreme Court’s orders and Varanasi Administration’s tall claims on green Diwali, we are once again failed to control the Diwali impact on city air. The data found by the Climate Agenda proves that hazardous crackers were burnt in the name of Green Crackers which lead the city sky turned black and the localities choked with smog.”
She added “As per the data collected, Mahmoorganj was found to be the most polluted locality in Varanasi with PM 10 levels at 529, five times the prescribed limit, Visheswarganj area was found to be on the 2nd most polluted position with PM 10 levels reaching at 492, Raza Bazar, Nadesar was also close to it where PM 10 levels reached at 481 Microgram Per Cubic Meter. The report claims that Chawk area was found to be the cleanest among all localities of Varanasi having an air quality three times the acceptable limit.”
Mrs Shekhar further added “Data shows that PM 10 was the prominent pollutant in Varanasi during Diwali. That clearly reflects that the bumpy roads of the city have also added to the pollution woes while the alarming levels of PM 2.5 suggests that hazardous crackers were burnt in the name green crackers.”
Speaking about the meager monitoring measures of State Pollution Control Board, Ekta Shekhar also said that the Board must carry out this monitoring activity on a regular basis on at least 5 prominent localities of Varanasi and doing it only in Ardali Bazar does not give a real representative data of ambient air quality of Varanasi. “The standards for ambient air quality monitoring set by CPCB itself says that one Continuous Air Quality Monitoring System can monitor upto a periphery of 5 Kilometers only, but Varanasi still has only one such device installed at one corner of the city, ie in Ardali Bazar area” She asked.

क्लाइमेट एजेंडा की ओर से हर वर्ष की तरह चौथी बार इस वर्ष दिवाली पर वायु प्रदूषण की एक विस्तृत रिपोर्ट आज 29 अक्टूबर 2019 को दिन में 12 बजे जारी की गयी. इस रिपोर्ट में यह बताया गया कि इस दिवाली ने एक बार फिर वायु प्रदूषण के सन्दर्भ में शहर के बच्चों, वरिष्ठ नागरिकों और मरीजों के साथ साथ अन्य नागरिकों के डर को सच साबित किया है. शहर के 18 विभिन्न इलाकों में वायु गुणवत्ता जांच की मशीने लगा कर दिवाली की अगली सुबह 3 बजे से 8 बजे तक एकत्र किये गए आंकड़ों के आधार पर यह पता चलता है कि इस बार भी शहर का वायु प्रदूषण का स्तर सामान्य से 5 गुणा अधिक पाया गया. हवा में कार्बन कणों की भयानक रूप से मौजूदगी ने बच्चों, वरिष्ठ नागरिकों और मरीजों के लिए श्वांस का संकट पैदा किया, जब कि शहर की आबोहवा में पी एम 2.5 की मात्रा सामान्य से तीन गुणा अधिक रही.
संस्था द्वारा तैयार रिपोर्ट के हवाले मुख्य अभियानकर्ता एकता शेखर ने बताया “इन आकड़ों के आधार पर महमूरगंज क्षेत्र सबसे ज्यादा प्रदूषित पाया गया, जहां पी एम 10 की मात्रा 529 माइक्रोग्राम प्रति घन मीटर रही जो कि सामान्य से 5 गुणा अधिक है, विशेस्वरगंज क्षेत्र दूसरे स्थान पर रहा जहां पी एम 10 का स्तर 492 रहा, नदेसर का राजा बाजार क्षेत्र तीसरे स्थान पर रहा जहां पी एम 10 का स्तर 481 रहा. जबकि जांचे गए सभी क्षेत्रों में तुलनात्मक तौर पर चौक क्षेत्र सबसे कम प्रदूषित मिला जहां पी एम 10 की मात्रा 267 यूनिट रही.
एकता ने बताया “माननीय उच्चतम न्यायालय के निर्देशों और प्रशासन के बड़े बड़े दावों के बीच एक बार फिर दिवाली की रात और अगली सुबह शहर के आम जन जीवन के लिए घातक साबित हुई. पटाखों आदि के असर पर नियंत्रण करने की कवायद में हम एक बार फिर असफल साबित हुए हैं, और ग्रीन पटाखों के नाम पर हुई देर रात तक की आतिशबाजी ने शहर में की आबोहवा में जहर घोलने का काम किया है. स्मॉग की वजह से शहर के आसमान में एक काली परत देखी गयी, और हवा में ऑक्सीजन का संतुलन बेहद खतरनाक मात्रा में बिगड़ गया.”
इस रिपोर्ट में प्राप्त आंकड़े यह बताते हैं कि पी एम् 10 कण ही प्रमुख रूप से प्रदूषण के जिम्मेदार बने. इसका अर्थ यह हुआ कि दिवाली के दौरान होने वाली आतिशबाजियों के साथ साथ शहर की खस्ताहाल सडके भी जहरीली आबोहवा के लिए विशेष रूप से जिम्मेदार हैं.
अत्यंत बेपरवाह और खस्ता हाल में चल रही शहर की आबोहवा की निगरानी के बारे में एकता शेखर ने कहा “ स्वयं प्रदूषण नियंत्रण बोर्ड के मानकों के आधार पर यह स्पष्ट है कि अर्दली बाजार इलाके में लगी राज्य प्रदूषण नियंत्रण बोर्ड की मशीन से अधिकतम 5 किलोमीटर के दायरे में ही हवा की गुणवत्ता की निगरानी संभव है. इसका अर्थ यह हुआ कि बोर्ड द्वारा चल रही निगरानी से प्राप्त आंकड़े शहर के एक हिस्से के आंकड़े ही हैं, और इससे पुरे शहर की आबोहवा के प्रतिनिधि आंकड़े नहीं प्राप्त होते हैं. ऐसी स्थिति में, बोर्ड के द्वारा शहर के विभिन्न प्रमुख क्षेत्रों में कम से काम 5 और मशीने लगा कर वायु गुणवता के आंकड़े लेने का काम करना चाहिए. जब तक यह नहीं किया जाएगा, तब तक प्रदूषण के खिलाफ मुक्काम जीत संभव नहीं हो पायेगी.”
