प्रधानमंत्री कार्यालय (पीएमओ) द्वारा लखनऊ स्थित एक्टिविस्ट डॉ नूतन ठाकुर को दी गयी सूचना के अनुसार पीएमओ को प्रधानमत्री नरेन्द्र मोदी के कई महत्वकांक्षी योजनाओं के संबंध में कोई जानकारी नहीं है. नूतन ने पीएमओ से नमामि गंगे, स्वच्छ भारत, मेक इन इंडिया, आयुष्मान भारत तथा बेटी बचाओ-बेटी पढाओ योजनाओं के नामकरण तथा उनकी शुरुआत करने संबंधित अभिलेख मांगे थे.
पीएमओ के जन सूचना अधिकारी (सीपीआईओ) प्रवीण कुमार ने जवाब दिया कि पीएमओ के पास इन बिन्दुओं पर कोई सूचना उपलब्ध नहीं है. साथ ही उन्होंने इन आरटीआई प्रार्थनापत्रों को संबंधित मंत्रालयों को अंतरित करने से भी मना कर दिया.
केंद्रीय सूचना आयोग में इस संबंध में हुई सुनवाई के दौरान नूतन ने कहा कि यह संभव नहीं है कि पीएमओ के पास श्री मोदी की इन अत्यंत महत्वकांक्षी योजनाओं के संबंध में कोई जानकारी ही नहीं हो, जबकि सीपीआईओ श्री कुमार ने कहा कि नूतन द्वारा आरटीआई के प्रावधानों का दुरुपयोग किया जा रहा है.
सीपीआईओ के तर्कों को अस्वीकार करते हुए मुख्य सूचना आयुक्त सुधीर भार्गव ने उन्हें भविष्य में इस संबंध में और अधिक सचेत रहने का परामर्श दिया तथा उन्हें आरटीआई प्रार्थनापत्रों को दो सप्ताह में संबंधित मंत्रालयों को अंतरित करने का निर्देश दिया.
PMO says no info on Namami Gange, Make in India etc
As per the information provided by the Prime Minister office (PMO) to Lucknow based activist Dr Nutan Thakur, the PMO has no information at all about various dream projects of PM Narendra Modi.
Nutan had sought information about coining of the words Namami Gange, Swaccha Bharat, Make in India, Ayushman Bharat and Beti Bachao Beti Padhao and the initiation of these projects.
To this, CPIO of PMO Parveeen Kumar replied that the PMO has no information of these matters. He also refused to transfer these RTI applications to concerned Ministries.
When the matter were heard by the Central information Commission, Nutan said that it is not possible for the PMO to have no information on these dream projects of Sri Modi, while the CPIO alleged that Nutan was misusing the provisions of RTI to seek such information.
Rejecting the CPIO’s arguments, Chief Information Commissioner Sudhir Bhargava counselled him to be more careful in future and directed him to transfer the RTI application to the concerned public authority within a period of two weeks.
