There is no daily newspaper in the Union Territory of Andaman and Nicobar. There are a few small weekly newspapers which do not employ any regular employee. One or two persons are employed by them on hourly basis to bring out the weeklies. It has been stated by Mr. Madhu Sudhan Baidya, Labour Commissioner and Director of Employment Training (Andaman and Nicobar Administration) in his affidavit filed before Hon’ble Supreme Court of India.
He says that ‘there is only one Government Newspaper Establishment in the Andaman & Nicobar Islands and all employees employed in the said establishment are being paid as per the pay scales at par with Central Government Employees fixed by the Government of India. Further, the employees in numbers one or two are working in other Private Newspaper Establishments (other than One Man Establishments) on part time basis i.e. hourly basis (one or two hour) in the Union Territory of Andaman and Nicobar Islands.’
The order for filing the status report by the State Governments was passed by the Hon’ble Supreme Court on April 28, 2015. They were asked to appoint Labour Inspectors within a month and send the report within three months thereafter. The time limit for filing the status report by the Governments expired on 27 August 2015 but most of the State Governments have yet to file the report.
The notable defaulters are the Governments of Uttar Pradesh, Bihar, Haryana, West Bengal, Assam, Gujarat, Maharashtra, Karnataka, Kerala, Andhra Pradesh, Telangana and Tamilnadu. Most of the big and medium newspapers are published from these states where the employees have been deprived of the benefits of the Majithia Award. Therefore, the status report from these states will determine the fate of the Contempt Petitions.
The date of hearing of Contempt Petitions is being deferred week after week because the registry deletes the case from the cause list. The reasons being given by the registry are that the reports from important States are still awaited and excess number of listed cases.

जांच की समय सीमा कोर्ट ने तय की थी, तो अब रिपोर्ट की आड़ लेकर रजिस्ट्रार क्यों सुनवाई रोक रहे हैं कायदे से ये तो कोर्ट तय करेगी कि रिपोर्ट पेश नहीं करने वाले राज्यों के मामले में क्या होना चाहिए
