The Protocol Division of the External Affairs Ministry of the Government of India procures gifts for dignitaries like the President, Prime Minister and External Affairs Minister to be given to the foreign dignitaries inside and out of India. S M Krishna, the External Affairs Minister visited Malaysia in May 2011 and when he came back, it came into notice that substandard and poor quality gifts had been procured by the Protocol Division at an inflated rate. From the media reports, it also came to public knowledge that the enquiry into the matter was going on very slowly. This gave a feeling that the Ministry was trying to save the accused in this matter.<\/p>\n
Based on these news report, Dr Nutan Thakur, a social activist associated with the National RTI Forum, a Lucknow based Civil Society working in the field of transparent governance, has today filed a Public Interest Petition in the Allahabad High Court, Lucknow bench. In the Writ Petition she has said that this is certainly a matter that concerns the prestige and honour of the entire Nation. She has requested the High Court to direct the External Affairs Ministry to conduct an enquiry into all such purchases in the last 5 years (2007-11) and to punish those who are found guilty of purchasing substandard gifts at higher prices. Nutan has also requested that the Prime Minister\u2019s office shall also be directed to keep a supervision over the enquiry and the action taken. Finally she has asked for a proper policy to be formulated so that the prestige and honour of the Nation is not compromised in this matter in future.<\/p>\n
