The notice has been issued to various parties and the next date of hearing is fixed for 21 March 2012. The case pertains to\u00a0 Mr. Kripa Shankar Choubey \u2018s selection in the\u00a0 Mass Media department as Reader. Mr Anil Chamdia of the same department was removed by University\u00a0 in it\u2019s Executive Council meeting from the post of Professor before the final decision by the High Court two years back which was challenged by Dr. Ashutosh Mishra.
Mr. Chaubey\u2019s selection is challenged by one of the candidate Dr. Shobhna who appeared for interview on 8 June 2009. She has submitted before the High Court ( Writ No. 5718\/ 2011) through her counsel Mr. Masood Shareef that the University not only changed the criteria of UGC but also advertised the post with it\u2019s own essential qualification and experience norms.<\/p>\n
According to UGC guidelines issued in 2000 and were applicable at the time of advertisement in December 2008, to become Reader in the subject of Journalism and Mass Communication, one must have Master\u2019s degree and Ph. D in the Journalism and Mass Communication subject. Mr. Chaubey is neither having Master\u2019s nor Ph. D. in Journalism and Mass Communication but he is MA and Ph. D. in Hindi so is not eligible. Apart from educational qualification at least 5 years of teaching experience was also required where as Mr. Chaubey\u00a0 has never served as permanent lecturer.<\/p>\n
On the contrary , Dr. Shobhna claims in her petition that she fulfills all the requirement being Master\u2019s degree holder in Journalism and Mass Communication from Marathwada University Aurangabad and also Ph. D. from the same University in Journalism and Mass Communication in 2001 apart from\u00a0 clearing UGC\/ NET in the media discipline. She has also served Banaras Hindu University\u2019s Mass Communication department for more than 5 years at the time of applying for Reader\u2019s post in Wardha.<\/p>\n
She has alleged in her Writ that Mahatma Gandhi Hindi University, Wardha not only deviated from UGC norms, which they can not, but also her candidature was ignored . She has said that Mr. Chaubey\u00a0 is MA (2001 )and Ph. D. (2005) both in Hindi was selected after giving undue favour by University.<\/p>\n
It is pertinent to mention here that 6 candidates were called for interview for the said post including Mr. Chaubey and Dr. Shobhana. After the selection, Mr. Chaubey served the University for 2 years and now is posted in Kolkata where the University\u2019s regional centre is functioning.<\/p>\n
Earlier in a Writ, Dr. Ashutosh Mishra has challenged Mr. Anil Chamdia\u2019s appointment as Professor ( Mass Media) who was having only\u00a0 B. Com. Degree and was not having 10 years requisite teaching experience and was selected and served the University. Mr. Mishra was having Master\u2019s degree in Journalism and Mass Communication and Ph. D. on Sports Journalism with more than 12 years teaching experience who moved to High Court. The University did not confirm Mr. Chamdia services and discontinued him to save its position in front of court before it\u2019s final out come so case became in fructuous.<\/p>\n","protected":false},"excerpt":{"rendered":"
