पूर्व आईएएस प्रोमिला शंकर की पुस्तक आई है. उन्होंने रिटायरमेंट के बाद किताब लिखकर कई गंभीर मुद्दों की तरफ ध्यान खींचा है. ऐसे गंभीर मुद्दों पर ध्यान खींचने के लिए रिटायरमेंट का इंतजार करना और तब तक चुप रहना पाप सदृश है. मैं रिटायर्ड आईएएस अफसर द्वारा कई गंभीर मुद्दों को सेवानिवृत्ति के बाद उठाये जाने को पाप के अलावा सेवा नियमावली का उल्लंघन भी समझता हूँ.
सुश्री शंकर ने अपने ही विभाग में मंत्रियों और वरिष्ठ नौकरशाहों के गंभीर दुराचरण के तथ्यों को अब सामने रखा है जबकि अखिल भारतीय सेवा आचरण नियमावली के अनुसार यह उनका दायित्व था कि वे इन तथ्यों को तत्काल सम्बंधित पत्रावली और सरकार के सामने रखतीं. सुश्री शंकर ने तमाम अन्य अफसरों की तरह शायद सेवा नियमावली का त्रुटिपूर्ण विचारण कर ऐसा नहीं किया. अतः मैं आईएएस और आईपीएस अफसरों से निवेदन करता हूँ कि वे कदाचार और भ्रष्टाचार के गंभीर तथ्यों को सामने लाने के लिए रिटायर होने का इंतज़ार नहीं करें बल्कि सेवा नियमावली के पालन में सेवा में रहते ही इन्हें सामने लायें ताकि इनसे वास्तविक लाभ हो सके.
Ex-IAS Promila Shankar book: Waiting for retirement like a sin
I consider the various startling facts revealed by retired IAS officer Promila Shankar as a service misconduct, other than being a sin. Ms Shankar has presented facts about serious corruptions by ministers and senior bureaucrats in her own department but as per the All India service conduct rules, she was bound to present these facts on the concerned files and to the Government. Like many other officers, Ms Shankar did not do so possibly by wrongfully interpreting the service rules. Hence I urge all IAS and IPS officers not to wait for retirement to reveal facts of corruptions but do it during service period itself, in compliance of the service conduct rules, so that real benefit comes out of these revelations.
