Minority coordination committee Gujarat is formed on 18 December 2016 on Minority rights day to advocate issues of minorities. We see that minority in Gujarat is more underprivileged than others.

We see that No any additional classroom between 2013-2016 is allotted in districts with substantial minority population,  under JNNURM Basic Service to the Urban Poor (BSUP) cities/towns having a substantial minority population No any project is sanctioned, Operationalization of anganwadi centres under Integrated Child Development Services (ICDS) in Blocks having a substantial minority population No any target is framed during 2012-2015, Infrastructure Development for Minority Institutions (IDMI) only 6 institutions got around 17.68 lacs, Number of minority beneficiaries assisted for setting up of Individual and Group micro-enterprises under DAY-NULM (erstwhile SJSRY) no data available, Multi-sectoral Development Programme (MsDP) during 2014-2017 no project approved no fund released.

Number of New Primary Schools Opened under SSA in districts with substantial minority population target not been fixed, Ministry of Drinking Water & Sanitation: National Rural Drinking Water Programme (NRDWP) 2012-2015 target not fixed, Placement of skill trained minority beneficiaries under DAY-NULM (erstwhile SJSRY) target was 1384 achievement is 0, Number of minority beneficiaries in SHGs covered in SHGs-Bank Linkages under DAY-NULM (erstwhile SJSRY) target was 330 achievement is 0, Number of minority beneficiaries covered under Self-Help Groups (SHGs) formed under DAY-NULM (erstwhile SJSRY) target was 4424 achievement is 0, Number of minority beneficiaries imparted skill training under DAY-NULM (erstwhile SJSRY) in 2015 target was 5535 achievement is 0, Modernization of Madarsa Education Programme Scheme to Provide Quality Education in Madarsa (SPQEM) 2012-2015 no target no achievement, Number of Posts for Teachers Sanctioned under SSA in districts with substantial minority population 2012-15 No target no achievement.

The population of minorities in Gujarat is 11.5% (as per data of govt 2011) that include Muslims 9.7%, Jain 1.0%, Christian 0.5%, Buddh 0.1%, and others 0.1% . In the state like Gujarat 75% Muslim children take admission at Primary Schools up to 8th standard this percentages decreases and comes up to 45%  further reaching to Matriculation or Standard 10th these percentage further decreases and comes to 26% only. This is very serious situation. Gujarat is witness of internal migration since years. Due to riots and establishment of industries at large scale on the bank of the sea about 2 lac people have migrated and settled in the big cities. They are helpless to live their lives in the lack of minimum basic amenities to live and have to live in the slum areas. The most affected community is Muslim. 

As per Sacchar committee’s report poverty is 800% high in Muslims as compared to High Caste Hindus, it is 50% in comparing with other backward casts. According to Sacchar Committee average of organized and manufacturing sector is 21% and Muslims have average share of 13% only.   However, other communities of the country have share more than the average. In the field of self-employment Muslims share is 54% which is less than average of the country i.e.57%. In the informal occupation Muslims share is 23% while country’s rate is just above 17%. It is clear from these figures that Muslims are becoming victim of discrimination.

After recommendation of Sacchar committee’s Minority Welfare Ministry was established by govt of India in 2006, the main object of it is to bring minorities of the country to main stream, therefore schemes for Scholarships, Talent Development, Wakf development, Prime Ministers 15 points program, assistance for preparation of Administrative Examinations etc. are launched. There is neither separate Minority Welfare ministry nor separate provision for minority made in the budget in Gujarat State.   

In Gujarat formal course for religious rituals for majority community is available but there is no such scheme for minorities this is a glaring example of discrimination. There are commissions established for preparation of strategies for redressal of grievances and development of deprived classes, groups like Women’s Commission, Scheduled Caste Commission, Scheduled Tribe Commission, Commission for Other Backward castes and Commission for children Rights, Minority Commission etc.

In Gujarat we have no separate Ministry for Minority Affairs, no budget allocation for the upliftment of minorities in state budget, nor implementation of schemes by the Government of India. There is no grievances redressal mechanism for minorities in Gujarat in the form of a commission.

Considering all these, we all minority communities will have to unite together. 

From today, we starts state level Campaign under auspices of MCC. One lac post card from the whole state will be written addressed to Hon. Chief Minister, meetings and awareness among minorities in each district and there will be demonstration at each district head quarter, a memorandum mentioning demands addressing the Chief Minister through the Collector will be given. After that a massive rally will be arranged in Ahmedabad for asking our demand.

Main Demands:

Form port-folio/ministry for the welfare of minority in the state.

Separate financial provisions should be made in the state budget for development of minorities.

Open the Government Higher Secondary schools where the minorities are residing in considerable number.

Recognize the Degree of Madarsa equivalent to the Gujarat Board.

Form State Minority Commission and law should be passed in the State Assembly giving it constitutional standing.

Special financial package should be given for development of minorities.

Frame a Policy for rehabilitation of internal displaced persons by Natural disaster and Communal violences.
