पीएम साहब इस्‍तीफा दे दीजिए, कब तक बंशी बजाते रहेंगे

विदेश में जमा रकम वालों का नाम बताना विदेशी बैंकों के साथ हुये एकरारनामें का उल्लंघन है। विदेशी बैंकों से प्राप्त सूचना का उपयोग सिर्फ़ टैक्स वसूलने के लिये ही किया जा सकता है। यह बयान प्रधानमंत्री मनमोहन सिंह का है। एक दूसरा ब्यान भी दिया है, महंगाई कब कम होगी नहीं बता सकता, मैं ज्योतिषी नहीं हूं। यह पढ़कर लगा कि प्रधानमंत्री गहरी हताशा से गुजर रहे हैं। भ्रष्ट्राचार पर अंकुश लगाने में असमर्थ हैं। मैंने उनके ई-मेल पर एक पत्र लिखकर कुछ सवाल उठाते हुये, बड़े सम्मान के साथ बताया कि विदेशी बैंकों के साथ, काला धन जमाकर्ताओं के नाम न बताने की शर्त अर्थहीन है। कर वसूलने की प्रक्रिया के तहत संबधित विभाग को नोटिस निर्गत करना होगा तथा उसे विभाग के डाक रजिस्टर में दर्ज भी करना होगा, इसके अलावा जिस व्यक्ति से कर वसूलना है उसे स्वंय या अधिवक्ता के माध्यम से, अगर कोई है तो, दर्ज करने की अनुमति भी देनी होगी।

मतलब साफ़ है की किसी न किसी स्तर पर उक्त ब्लैक मनी वाले का नाम सामने आयेगा ही, फ़िर विदेशी बैंक से हुये नाम न खोलने वाली शर्त का तो कोई औचित्य ही नहीं रह जाता। प्रधानमंत्री जी को मैंने यह भी लिखा है कि कोई भी व्यक्ति थोडी संजीदगी के साथ भ्रष्ट साधनों का उपयोग करके टैक्स विभाग या डाक विभाग से जानकारी हासिल कर सकता है। सबसे मजेदार पहलू जो प्रधानमंत्री के बयान का है, वह है विदेशी बैंकों में जमा काले धन पर टैक्स वसूलने की। टैक्स सिर्फ़ ज्ञात सूत्रों से हुई आय पर ही लिया जा सकता है। अगर किसी ने डकैती करके आय अर्जित की है तो वह जब्‍त की जायेगी, न की उसपर टैक्स वसूला जायेगा।

महंगाई पर काबू पाने में असमर्थता प्रकट करना उनकी निराशा को दर्शाता है। मैं पहले भी उन्हें त्यागपत्र देने की सलाह दे चुका हूं, परिस्थितियां भी यही संकेत कर रही हैं। आखिर कब तक देश निरो की बांसुरी सुनेगा।

Black money information can’t be made public: PM

New Delhi, Jan 19 (IANS) Prime Minister Manmohan Singh Wednesday made it clear that information on black money stashed in tax havens abroad can’t be made public as it will entail violations of its treaty obligations.

‘The information will not be made public. It will be a violation of the treaty,’ Manmohan Singh told reporters when asked about the government’s stand on black money stored by Indians in tax havens abroad.

‘There is no instant solution to bring back what is called black money. We have got some information and that has been provided to us for use in the collection of taxes,’ he added.

As per the guidelines of the Organisation of Economic Cooperation and Development (OECD), India has signed independent treaties with a host of countries and territories to share information on illegal transfers, often referred to as black money.

Manmohan Singh’s remarks came on a day the Supreme Court voiced displeasure over the government’s reluctance in providing full information on the black money stashed by Indians in foreign banks, saying it was a theft of national wealth and amounted to ‘plunder’ of the nation.

BJP president Nitin Gadkari Tuesday had alleged that the government’s reluctance to disclose names points the needle of suspicion towards it and dared the Manmohan Singh government to make public the names of Indians who have deposited black money in tax havens.

Mr. Prime minister, merely India has signed a treaty can not be a justified reason for not revealing name of those who has stashed black money in another country. When the same information is being used for collection of tax, mean many of the people have knowledge about those persons. There is a legal procedure in our country for collection of taxes and officers required to serve notice through post after making entry into dispatch register with offer to the person concerned to engage advocate if not satisfied by the demand of taxation department. Now you tell me Prime minister, knowingly or unknowingly, secrets promised under treaty, not to make public, is virtually a secret for the sake of secret otherwise revealed to many peoples. Only a sincere effort with corrupt practice is required to fetch information from staff of taxation or postal department and India too, have wikileaks and Assange. Prime Minister you have lost the charm, reason so many scam. But still people have hope, you should realise blunder you committed and should act to instill faith in people by way of taking appropriate action against culprits. Moreover any treaty cannot change our constitutional provision, if court ask, you have to provide the details . Prime Minister, it is better come clean, inform the countries that it is in the interest of our country to reveal the name and court is putting pressure too, thereafter open the name of those who has siphoned the black money in another countries.
