रेल मंत्री पवन बंसल के रिश्तेदार के घूस कांड के बाद सामाजिक कार्यकर्ता डॉ. नूतन ठाकुर ने यह मांग की है कि सीबीआई रेलवे अधिकारी महेश कुमार के हाल में मेम्बर, स्टाफ के पद पर हुई प्रोन्नति की भी जांच करे. प्रधानमंत्री और कार्मिक सचिव के साथ सीबीआई निदेशक को लिखे अपने पत्र में उन्होंने कहा है कि इस घूस कांड के बाद कुमार की हाल में पश्चिमी रेलवे के महाप्रबंधक से मेम्बर, स्टाफ के पद पर हुई प्रोन्नति भी पूरी तरह शक के घेरे में आ गयी है.
अतः इस पूरे मामले को महाप्रबंधक पश्चिमी रेलवे से मेम्बर, स्टाफ और पुनः वहाँ से मेम्बर, इलेक्ट्रिकल पद पर जाने के में दो अलग-अलग हिस्सों में देखे जाने की बात कहते हुए डॉ ठाकुर ने यह मांग की है कि यदि जांच के बाद पहली प्रक्रिया में नियमों का उल्लंघन और गडबडी पायी जाती है तो उस प्रोन्नति में शामिल रेल मंत्री सहित सभी लोगों के विरुद्ध कार्यवाही की जाए. नीचे सीबीआई को लिखा गया पत्र…

Subject- Promotion of Sri Mahesh Kumar as Member (Staff) in the Railway Board
Sir,
As per the news reports coming through various Media sources, the Central Bureau of Investigation (CBI) has booked Sri Vijay Singla, nephew of Sri Pawan Bansal, Minister of Railways, New Delhi who, along with two others Sri Sandip Goyal of Chandigarh and one Sri Manjunath, reportedly figures in a case registered by the CBI against senior railway official Sri Mahesh Kumar, who took charge as member of the Railway Board only on Thursday (02/05/2013). The CBI has alleged that the trio received a bribe of Rs 90 lakh as part payment for posting Sri Mahesh Kumar as Member (Electrical) in the Railway Board.
But a very serious matter associated with this is the fact that Sri Mahesh Kumar has only recently been promoted to the rank of Member of the Railway Board and had taken over as member (staff) of railway board and ex-officio secretary to the government of India.
The episode of Sri Mahesh Kumar getting caught in this bribe case makes it very pertinent for the CBI to also enquire the promotion process of Sri Kumar from his posting as GM, Western Railways to Member, Railway Board. What this means is that there is an immediate and imminent need to look into the promotion process of Sri Mahesh Kumar from GM to Member, RB. A question has naturally arisen- “Was the promotion of Sri Kumar to Member, RB fair and transparent and was done following the due process of law?” Similarly, the question also arises that-“Was is so that Sri Kumar got promoted from GM to Member by violating the due process, the rules and regulations, by circumventing the law or by doing away with merit?”
All these issues have now to acquire the central stage and not only the attempted change of portfolio from Member, Staff to Member, Electrical important but possibly more important is his promotion to Member, Staff itself.
Hence, I, Dr Nutan Thakur, a social activist working in the field of transparency in governance, make the following prayers-
PRAYERS
1. Kindly treat the entire episode in two distinct stages- promotion from GM to Member, RB and attempted change from Member, Staff to Member, Electrical and accordingly enquire deeply into both the phases simultaneously
2. If it is found that even in the first promotion process there was circumvention of rules and the process was conducted in a non-transparent manner and foul play with merit was done, then kindly act against all those who were involved in the previous decision-making of promoting Sri Kumar from GM to Member, Railway Board.
