राहुल गांधी को खुफिया सूचनाएं लीक करने वाला अफसर सेवा में रहने के योग्य नहीं

राहुल गांधी द्वारा इंदौर में मुज़फ्फरनगर में आईएसआई की कथित भूमिका बताये जाने जाने चुनावी भाषण पर सामाजिक कार्यकर्ता डॉ नूतन ठाकुर ने श्री गाँधी को पत्र तथा ईमेल भेज कर उनसे सम्बंधित ख़ुफ़िया अफसर का नाम सार्वजनिक करने को कहा है. उनके अनुसार यदि श्री गाँधी द्वारा कही गयी बात सत्य है तो उस ख़ुफ़िया अफसर ने एक प्राइवेट अनधिकृत व्यक्ति को गोपनीय सूचनाएँ दे कर निश्चित रूप से अनुचित कार्य किया है जिसके कारण वह अफसर अब आगे ख़ुफ़िया विभाग में रहने योग्य नहीं है.

बहुत संभव है कि कल वह इसी प्रकार किसी अन्य व्यक्ति को भी किसी अन्य कारण से कोई भी सूचना लीक कर दे. अतः यह राष्ट्रहित में उचित है कि श्री गाँधी उस अफसर का नाम सार्वजनिक करें. डॉ ठाकुर ने गृह सचिव, भारत सरकार को भी इस अफसर की जानकारी हासिल कर उसके खिलाफ उचित कानूनी और प्रशासनिक कार्यवाही करने की मांग की है. साथ ही मुख्य चुनाव आयुक्त को भी निर्वाचन कानूनों के तहत आवश्यक कार्यवाही करने का निवेदन किया है क्योंकि यह बात एक चुनावी सभा में कही गयी थी.

Subject-Regarding your speech at Indore about role of ISI

Sir,
                I am Nutan Thakur, a Lucknow based social activist and freelance journalist, working in the field of transparent and accountable governance.

As per the media reports, you stated on 24/10/2013 (Thursday) during an election rally in Indore (Madhya Pradesh) that intelligence agencies in Pakistan were in touch with riot victims in Muzaffarnagar to ensnare them into terrorism.

As per the video recording of your speech, among other things you also said- परसों मेरे कमरे में, ऑफिस में एक पुलिस का अफसर आया, इंटेलिजेंस का. मैंने उससे पूछा कि भैया मुजफ्फरनगर में क्या हो रहा है तो वह कहता है राहुल जी, मैं आपको क्या बताऊँ, मुजफ्फरनगर में जो आग लगी है, ऐसे 10-15 मुसलमान लड़के हैं, जिनके भाई-बहनों को मारा गया है. पाकिस्तान की इंटेलिजेंस एजेंसी के लोग उन लड़कों से बात कर कर रहे हैं. हम उन बच्चों से कह रहे हैं कि इनकी बातों में मत आओ. (that is, Two days ago, an intelligence officer walked into my office and told me that people from Pakistan are talking to the relatives of Muslims killed in Muzaffarnagar. The officer told me that he has been trying to convince victims not to get swayed by Pakistani propaganda,"

The issue of concern to the wider public are three-
1. Whether such a fact as stated by the Intelligence Officer is actually true or not?
2. How and why did an Intelligence officer brief the vice-president of a political party, who is not bound by the oath of secrecy because he has clearly exceeded his brief as an intelligence input can only be shared with a government functionary bound by the oath of secrecy
3. Why did you go public with information that should have ideally prompted a secret intelligence operation to identify the youth contacted and neutralize the ISI agents carrying out sabotage and subversion in the hinterland because it seems to have compromised national security

Since other than being an MP, you are also the Vice President of INC and also claim to be an extremely responsible citizen of an extremely responsible political party who shares the deep burdens of this country and its people, hence, I make the following request through this letter-

1.       As the Intelligence officer has exceeded his brief and has thus committed a legal and administrative impropriety, hence he does not seem to deserve any further continuation in the Intelligence Organization because the way he shared an extremely important and secret intelligence input with you, he can tomorrow share it with any other person, in any other manner, for many of the various reasons. Hence, the name of this Intelligence officer must be made public so that appropriate legal and administrative action is taken against him for this misconduct. I hope that the sense of duty and commitment towards this Nation that you have often proclaimed will guide you in sharing the name of this Intelligence officer and not to shield him so as to be left to propagate the same mistake again and again.
