आईपीएस अमिताभ ठाकुर को सूचना न देने पर हफ्ते भर में दूसरा अफसर दंडित

आई.पी.एस. अधिकारियों के नॉन-कैडर पोस्ट पर तैनाती के सम्बन्ध में सूचना नहीं प्रदान करने पर मुख्य सूचना आयुक्त रंजीत सिंह पंकज द्वारा गृह पुलिस सेवाए अनुभाग 2 के जन सूचना अधिकारी कमल किशोर श्रीवास्तव पर 25000 रुपए का अर्थ दंड लगाया गया. यह सूचना आई.पी.एस. अधिकारी अमिताभ ठाकुर द्वारा मांगी गयी थी, जिसमें उन्होंने यह जानकारी चाही थी कि कितने ऐसे आई.पी.एस. अधिकारी हैं जो आई.पी.एस. पे रूल्स के नियम 11 के प्रावधानों के विपरीत नॉन-कैडर पदों पर तैनात किए गए हैं.

साथ ही यह भी पूछा गया था कि नॉन-कैडर पद पर तैनात किए जाने से पूर्व केंद्र सरकार से सलाह कर क्या इन पदों को कैडर पोस्ट के समकक्ष घोषित किया गया है. ज्ञात हो कि नियमानुसार आई.पी.एस. अधिकारीयों की तैनाती कैडर पदों पर ही हो सकती है. इस विषय में पिछली सुनवाई 12 मार्च को हुई थी जिसमें सूचना आयुक्त द्वारा सूचना दिए जाने का आदेश दिया गया था और साथ ही सूचना नहीं प्रदान किए जाने पर जुर्माना दिए जाने की चेतावनी दी गई थी. जन सूचना अधिकारी द्वारा दी गयी सूचना को सही नहीं मानते हुए आज उनपर 25000 रुपए का अर्थ दंड लगाया गया. अमिताभ ठाकुर को सूचना न प्रदान करने के मामले में दण्डित होने वाले यह एक हफ्ते में दूसरे जन सूचना अधिकारी हैं.

Kamal Kishore Shrivastava, the Public Information Officer for Home Department, has been fined with Rs 25000 by the Chief Information Commissioner Ranjit Singh Pankaj for not providing information regarding the postings of IPS officers on Non-Cadre posts. IPS officer Amitabh Thakur had asked for this information in which he had asked how many IPS officials had been posted on non-cadre posts as against Rule 11 of the IPS Pay Rules. He had also asked whether advice, to make the non-cadre posts equivalent to cadre posts, had been taken from the Central Government before making these appointments.

It is to be informed that IPS officers can only be placed on cadre postings. The previous hearing on this case was held on 12th March, where the Chief Information Commissioner had directed the Public Information Officer, to provide with the necessary information and in case of non-compliance a warning for action was given. In today’s hearing the information provided by the Public Information Officer was found inadequate and a fine for Rs 25000 was imposed. This is the 2nd case within a week where the Public Information Officer has been fined for not providing information in Amitabh Thakur’s case.
