भारतीय प्रेस परिषद के अध्‍यक्ष जस्टिस मार्कंडेय काटजू ने दावा किया कि इलेक्‍ट्रानिक मीडिया जिस 'आत्‍म नियमन' की दलील देता है, वह जवाबदेही से बचने की महज एक चाल है. काटजू बुधवार को आईआईएमसी में एक सम्‍मेलन को संबोधित करते हुए यह बात कही. काटजू जी ने कहा कि आत्‍म नियमन की बजाय एक मीडिया परिषद बनाए जाने की जरूरत है, जिसमें मीडिया के लोगों को शामिल किया जाए तथा परिषद को सजा देने का ज्‍यादा से ज्‍यादा अधिकार हो.

उन्‍होंने कहा कि इस प्रस्तावित मीडिया परिषद को मीडिया के लोगों या माध्यमों के लाइसेंस स्थगित करने का अधिकार होना चाहिए, लेकिन ऐसा केवल मीडिया परिषद में बहुमत के फैसले से ही किया जाना चाहिए. इसी मामले में बिजनेस लाइन में प्रकाशित खबर. काटजू के भाषण के कुछ खास अंश…

“Self regulation” as practised by the electronic media is a “ploy” to escape accountability, Press Council of India (PCI) chairperson Markandey Katju today claimed and favoured bringing them under the ambit of the media watchdog.

“Everybody is accountable to people but media people say we should not be accountable. We will practice self regulation…. Self regulation is no regulation. It is an oxymoron. It is a deliberate ploy so that there is no regulation,” he said. Katju was speaking at a conference organised at the Indian Institute of Mass Communication here.

The PCI chief said that he had proposed that the Press Council should be expanded to include 20 representatives of the electronic media industry and the body be named as Media Council and wondered what objection people had to this suggestion. He said that the media often did not highlight the real issues like poverty and malnutrition that the country is facing.

Katju said that the media created a hype around certain events like the Anna Hazare anti corruption protests which often did not reach any conclusion. Katju said that he was the person who had strongly taken up the cause of freedom of expression on several occasions. He said but he is criticised when he says that freedom is coupled with responsibility. He said that paid news and other evils were widespread yet it was being ignored. Katju said that he wanted regulation and not control.
