बेनी वर्मा की चर्चा आजकल मुंहफट नेता के रूप में ज्यादा है. जब देखो तब सपा और मुलायम के बारे में आग उगलते रहते हैं. मीडिया भी बेनी के इसी रूप को पकड़े उछाले रहता है. कारपोरेट मीडिया को अब न तो करप्शन की चिंता है और न ही कुनीति की क्योंकि कुनीति व करप्शन के रहने और इसमें शामिल हो जाने से कारपोरेट मीडिया का सालाना टर्नओवर बढ़ जाता है. कारपोरेट मीडिया को टर्नओवर के अलावा भला चाहिए भी क्या. पत्रकारिता की चिंता करने का काम इन लोगों ने आजकल सोशल मीडिया वालों और वेब-ब्लाग वालों को सौंप दिया है.
इसी सोशल मीडिया और वेब-ब्लाग के जरिए बेनी की एक बड़ी कहानी पता चली है. इस्पात मंत्री बेनी प्रसाद वर्मा के पास स्टील अथारिटी आफ इंडिया (सेल) के अलावा भी कई पीएसयू यानि सार्वजनिक क्षेत्र के उपक्रम हैं. इन्हीं में से एक है एनएमडीसी. यानि नेशनल मिनरल डेवलपमेंट कारपोरेशन. इसे नवरत्नों में माना जाता है क्योंकि इसके पास अथाह पैसा, काम, संसाधन, कारोबार है. इस नवरत्न पीएसयू का चेयरमैन बनने की अफसरों में होड़ रहती है क्योंकि यह बेहद कमाऊ-उपजाऊ और उर्वर है.
इस पीएसयू के सीएमडी पद पर अपना आदमी बिठाने के चक्कर में बेनी प्रसाद वर्मा तीन साल से किसी को सीएमडी ही नहीं बनने दे रहे. जो आदमी सिस्टमेटिक तरीके से यानि बोर्ड के जरिए सेलेक्शन प्रासेस कंप्लीट करके सीएमडी पद के लिए सेलेक्ट किया गया, उसे बेनी
जनता का पैसा लूटने-लुटाने की दबंगई!!!
बेनी वर्मा का कहना है कि उन्हें सीएमडी पद पर माइनिंग इंजीनियर बैकग्राउंड वाला अधिकारी चाहिए. जिस माइनिंग इंजीनियर बैकग्राउंड वाले अफसर के लिए बेनी वर्मा लाबिंग करते रहे उसका अतीत काफी दागदार रहा है और उसे कमाऊ अफसर माना जाता है. इस अफसर को सीवीसी यानि सतर्कता आयोग ने क्लीयरेंस नहीं दी इसलिए बेनी वर्मा के अरमान पूरे न हो सके. इस कारण एनएमडीसी का चार्ज सेल के चेयरमैन के पास ही रहा.
सेल चेयरमैन बेनी वर्मा के खासमखास हैं, सो सब कुछ मन मुताबिक चलता रहा. बेनी वर्मा ने अपना आदमी लाने की जिद में एक नई चाल चली. सीएमडी सेलेक्ट करने वाले पैनल की जगह अपनी पसंद का पैनल बनवाने का प्रयास शुरू किया. इसके लिए पीएमओ तक जोर लगाया गया. पीएमओ ने बेनी वर्मा का कहा माना लेकिन सब कुछ उनके हिसाब से नहीं किया. यानि नया पैनल बना पर ऐसा बनाया गया ताकि बेनी वर्मा का कहा भी हो जाए और भविष्य में पीएमओ पर कोई आंच भी न आए. नए पैनल ने एनएमडीसी के सीएमडी के लिए दो लोगों का चुनाव किया. इन दो में से किसी एक का रिकमेंडशन होना है. दोनों का नाम सीवीसी के पास भेज दिया गया है पर अभी तक सीवीसी क्लीयरेंस नहीं आया है.
इस देरी को देखते हुए कार्यवाहक सीएमडी के लिए एक ऐसे अफसर का नाम बेनी वर्मा ने पीएमओ को भेजा है जिस पर कई तरह के आरोप हैं, साथ ही वह बी ग्रेड के उपक्रम से जुड़ा रहा है, चेयरमैन के इंटरव्यू के लिए वह दो दो बार बैठा और फेल हो गया. उस एसके त्रिपाठी को एनएमडीसी का कार्यवाहक इंचार्ज बनाने की चिट्ठी बेनी प्रसाद वर्मा ने पीएमओ को लिखा है. बेनी के इस कदम से वरिष्ठ और ठीकठाक अफसरों में नाराजगी है लेकिन नौकरी के भय से कोई खुलकर बोल नहीं रहा. एसके त्रिपाठी के खिलाफ कई तरह की जांचें चल रही हैं. सीबीआई इनक्वायरी भी चल रही है. कई अन्य इनक्वायली के दायरे में है एसके त्रिपाठी. कामर्स मिनिस्ट्री तक ने इस अफसर को दागदार बैकग्राउंड के कारण अपने यहां नहीं लिया था. लेकिन इस अफसर पर बेनी वर्मा कृपालु हैं, लाबिंग कर रहे हैं.
सूत्रों का कहना है कि बेनी वर्मा बहुत जल्दबाजी में हैं. वे दोनों हाथों से हर हर गंगे करना चाहते हैं. इसी कारण स्टील अथारिटी आफ इंडिया के माध्यम से चुनावी कोष बनाने का अभियान चलाए हुए हैं, जिसके बारे में भड़ास पर पहले भी खबर आ चुकी है, और अब दागी अफसर के हवाले बेहद कमाऊ उपक्रम एनएमडीसी को हवाल करके इधर से भी चकाचक दरिया बहाना चाह रहे. एक दागी अफसर को इस कदर संरक्षण देने और सीएमडी बनाने के लिए लाबिंग करने को लेकर दो सांसदों ने विरोध में पीएम को पत्र लिखा है. उस पत्र का कंटेंट यूं है…
Subject: Illegal proposal for entrusting additional Charge of CMD NMDC to CMD MSTC Mr S.K.Tripathi.
You are aware that the post of CMD NMDC is lying vacant since 01/01/12 as the candidate selected by PESB was not acceptable to Mr. Beni Prasad Verma for the obvious reasons. The parliamentary Committee on Coal and Steel has in its 35th Report said that the manner in which the single panel name recommended by the PESB was ignored and subsequently the panel scrapped by the Ministry creates doubts of its being transparent in the whole process.
Since the additional charge of CMD NMDC had to be withdrawn on the orders of ACC in April 2012 due to denial of CVC clearance to Mr. Nanda Director Technical, additional Charge was given to CMD SAIL as a temporary measure by the ACC with the condition that the looking after Charge proposal of CMD NMDC to the next senior most functional Director having CVC clearance may be sent to ACC. Surprisingly this has not been sent by the Steel Ministry for over one year as they did not want any body other than Nanda to look after CMD NMDC.
Now after the Search Committee selection for CMD NMDC has taken place on 30th May 2013 the looking after proposal for CMD NMDC is being sent in favour of CMD MSTC Sh S.K.Tripathi. Surprisingly MSTC is only a Schedule B CPSE where as NMDC is a Navratna schedule A CPSE. Further because of the Income tax and CBI investigation against him in the Ispat Dairies case his name has been rejected by ACC for the post of CMD STC and sealed envelope of the second candidate has been opened.
It has also come to my notice that no CVC clearance has been asked by Ministry of Steel from CVC for the additional Charge of CMD NMDC. The earlier clearance given by CVC for the post of CMD STC to the commerce Ministry is being used to favour Mr Tripathi which is agisnt CVC orders and therefore illegal.
The following questions need answers.
1. Why CVC clearance has not been taken in favour of Sh S.K.Tripathi CMD MSTC for the looking after charge of CMD NMDC.
2. How the earlier CVC clearance for CMD STC given to Commerce Ministry can be used by Ministry of Steel for the post of CMD NMDC when ACC has rejected Mr Tripathi for CMD STC due to ongoing CBI investigation in the famous Ispat Dairies Case.
3. How could Mr Tripathi who is CMD of Schedule B Company be given charge of Schedule A Navratna Company through the back door. For him it is actually a promotion through the back door when he could not even qualify as the standby candidate for the post of CMD NMDC in the two selections done by PESB in July 2011 and by the search Committee on 20th May 2013.
4. Why the proposal of next senior most functional director of NMDC was not sent for the last one year in violation of the ACC Standing orders and in specific orders of ACC of April/May 2012.
5. What are the grounds for the sudden decision to take way charge of CMD NMDC from CMD SAIL when the regular selection has taken place on 30th May 2013.
NMDC is being treated like a personal fiefdom for the lat two years and the performance of the Corporation has deteriorated in the absence of regular CMD.
The answers to the above questions need to be asked by ACC as the proposal is illegal and is based on extraneous considerations. I am sure ACC will not agree to this illegal and unjust proposal on the Steel Ministry on the grounds mentioned above. If at all the additional charge should be given to the senior most functional Director after CVC clearance.
