राजदीप सरदेसाई को पत्र लिखकर की शिकायत

: सिटिजन जर्नलिस्ट कार्यक्रम का हो रहा दुरुपयोग : अल्पमत के पक्ष को प्रसारित किया गया, बहुमत की बात पर कैंची : वरिष्ठ पत्रकार और एल्डिको रेजीडेन्ट्स वेलफेयर एसोसिएशन के महासचिव संजय कुमार सिंह ने सीएनएन आईबीएन के संपादक राजदीप सरदेसाई को लिखे एक पत्र में चैनल के कार्यक्रम सिटिजन जर्नलिस्ट का दुरुपयोग किए जाने की शिकायत की है।

सेक्टर चार, वैशाली, गाजियाबाद स्थित एल्डिको अपार्टमेंट्स के प्रवेशद्वार पर फव्वारे बनाए जाने को अपव्यय बताने वाली एक रिपोर्ट का प्रसारण सिटिजन जर्नलिस्ट कार्यक्रम में शनिवार को किया गया था। श्री सिंह का कहना है कि पत्रकारिता के तमाम मानदंडों की उपेक्षा कर एक अच्छे और सकारात्मक काम का विरोध किया गया है और जिन लोगों ने यह काम किया, उनका पक्ष लेने की जहमत भी नहीं उठाई गई। श्री सिंह का कहना है कि कोई भी काम किसी एक व्यक्ति की राय में गलत हो तो कई लोगों की राय में सही भी हो सकता है। पर जिस (एक) व्यक्ति को यह खर्च गलत लगा उसकी राय तो प्रसारित कर दी गई पर बाकी ज्यादातर लोगों को यह खर्च अच्छा लगा, उनकी राय को कोई महत्त्व नहीं दिया गया। यहां तक कि एक अधिवासी को रिकॉर्डिंग का विरोध करते भी दिखाया गया है पर उसकी या एसोसिएशन के पदाधिकारियों का न तो पक्ष लिया गया और न दिखाया गया।

तथ्य यह है कि उक्त फव्वारा बनाने और उस पर 25,000 रुपए खर्च होने का बजट सोसाइटी के रेजीडेंट एसोसिएशन की आम सभा में मंजूर हो चुका है और इस बैठक में शिकायतकर्ता या सिटिजन जर्नलिस्ट भी मौजूद थे। इसी बैठक में बिल्डिंग में जहां तहां दिख रखे सीवेज को ठीक करवाकर बिल्डिंग की रंगाई पुताई कराने का प्रस्ताव मंजूर नहीं हुआ। इसलिए, इस पर काम नहीं किया जा सकता है पर सिटिजन जर्नलिस्ट की स्टोरी में कहा गया है कि एसोसिएसन के पदाधिकारी ज्यादा जरूरी काम पर ध्यान नहीं दे रहे। कुल मिलाकर, सिटिजन जर्नलिस्ट यह कहना चाह रहे हैं कि सोसाइटी के काम उनकी इच्छा या प्राथमिकता के आधार पर हों, जनरल बॉडी में जो तय हुआ है उसके आधार पर नहीं। जाहिर है, यह संभव नहीं है।

श्री सिंह ने राजदीप को लिखा है कि पहली दफा सीएनएन-आईबीएन की टीम अधिवासियों के विरोध के कारण रिकॉर्डिंग नहीं कर पाई। सिटिजन जर्नलिस्ट समेत सीएनएन-आईबीएन की टीम लोगों को यह नहीं बता रही थी कि वे किस कार्यक्रम के लिए रिकॉर्डिंग कर रहे हैं या करना चाहते हैं। बल्कि झूठ का सहारा लिया गया कि उक्त सिटिजन जर्नलिस्ट एनवायरमेंट पर कोई स्टोरी कर रहे हैं। अगली बार जब कैमरा टीम अपार्टमेंट के अंदर बगैर किसी अनुमति के रिकॉर्डिंग कर रही थी तो उन्होंने मौके पर जाकर देखा कि सोसाइटी के एक अधिवासी (सिटिजन जर्नलिस्ट) रिकॉर्डिंग करा रहे हैं। उन्होंने उनसे पूछा कि किस लिए रिकॉर्डिंग करा रहे हैं तो उन्होंने वही जवाब दिया कि एनवायरमेंट पर स्टोरी कर रहा हूं। पर सीएनएन-आईबीएन की रिपोर्टर ने कहा कि वे तो सिटिजन जर्नलिस्ट (मयूर पोड़वाल) पर स्टोरी कर रही हैं। इस तरह, सीएनएन-आईबीएन की रिपोर्टर ने भी रिकॉर्डिंग करने के लिए झूठ का सहारा लिया।

श्री सिंह ने कहा है कि सिटिजन जर्नलिस्ट कार्यक्रम में भी पत्रकारिता के नियमों और नैतिकताओं का पालन किया जाना चाहिए और चैनल के वरिष्ठ लोगों को इस बात का ख्याल रखना चाहिए कि इसका दुरुपयोग न हो। श्री सिंह ने ताज्जुब जताया है कि सिटिजन जर्नलिस्ट को अपार्टमेंट और यहां रहने वालों के लिए नुकसानदेह तमाम चीजें नहीं दिखीं और न उन्होंने जानने की कोशिश की। बाजार में अतिक्रमण और गंदगी से बजबजाती नाली नहीं दिखी पर सुंदर से फव्वारे पर तकलीफ हो गई जबकि सिटिजन जर्नलिस्ट का हिस्सा इसमें 200 रुपए भी नहीं है। इसके बावजूद यह सब किया गया तो मुझे लगता है कि जान-पहचान-सिफारिश और जबरन पत्रकार बनने-बनाने की कोशिश में, आधे घंटे के कार्यक्रम में 2 मिनट का यह क्लिप फिट कर दिया गया।

Subject : Telecast of news under programme CJ on Saturday 23.10.2010

This is to bring to your notice that a news item was telecast on the above mentioned date in which CJ Mr. Mayur Podwal, a resident of Eldeco Apartments, Sector IV, Vaishali, Ghaziabad has shown his concern about misuse of residents money by the Managing Committee of the Eldeco RWA.

While we appreciate the program as such which highlights the apathy of various authorities against negligence towards their social responsibility however, in the captioned telecast the standard of journalism and news reporting have been totally ignored considering the following facts:

1. Your camera team has misreported and blatantly lied to the undersigned that the news they are recording is related to environment and Mr. Porwal.

2. Your Camera team did not seek official permission from the RWA for entering the premise for recording the common place which is not only owned by Mr. Porwal, the referred CJ.

3. Your reporter has not asked for any explanation from the Managing Committee regarding the issue highlighted in the news telecast.

4. The fact is the misuse of funds reported is amounting to less than Rs, 20,000/- for making two small fountains at the entry gate of the building which was duly approved in a General Body Meeting, the final authority in such matter. The contribution of the purported CJ Mr. Porwal is less than Rs. 200/- and he was very much present in that GBM.

5. Further, it has been said in that story that the Managing Committee is not taking action on more serious issues like seepage etc. I am to bring to your notice and it is very much known to Mr. Porwal that in same GBM proposal for repairing and painting of the building was not approved. So the question of taking action by Managing Committee against the wishes of General Members does not arise. Further to this, I can claim that ours is one of the best maintained complex in this area. We would request you to see and get vouched for it.

Being a journalist myself, I believe, there are many more burning issues in the area which can / should be taken up which will really give relief and tangible improvement in the living condition of the residents of this area. In light of the above, I will love to co-operate with your team for covering stories in wider public interest.

We believe such type of story without having been carefully examined and cross explanation of the appropriate authority and to give cheap popularity to any individual will defeat the very purpose of your highly acclaimed program.
