वरिष्ठ पत्रकार संग हादसा, दिल्ली पुलिस नकारा

चोर कार का शीशा तोड़ सब उड़ा ले गए, दिल्ली पुलिस के नकारेपन से नाराज जय प्रकाश पांडेय ने गृहमंत्री को पत्र भेजा : दिल्ली-एनसीआर में मीडियाकर्मियों पर हमले, बदसलूकी और लूट की घटनाएं जारी हैं। ताजा शिकार बने हैं दिल्ली प्रेस पत्रिका समूह के पब्लिशिंग एडिटर, इंडियन लैंग्वेजेज न्यूज पेपर्स एसोसिएशन ‘इलना’ की कार्यकारिणी के सदस्य, प्रेस क्लब आफ इंडिया और दिल्ली जर्नलिस्ट एसोसिएशन के सक्रिय सदस्य जयप्रकाश पांडेय। जयप्रकाश पांडेय की कार का शीशा तोड़कर बदमाश तीन हजार रुपये, दो एटीएम कार्ड, ड्राइविंग लाइसेंस, बैग, पैन कार्ड, बीआईबी कार्ड, प्रेस कार्ड और आफिस के कागजात ले भागे। घटना कल की है। जय प्रकाश दिल्ली के द्वारका के सेक्टर 10 बाजार में अपनी कार पार्क कर 15 मिनट के लिए कहीं गए। जब लौटे तो ड्राइविंग सीट से पीछे वाली विंडो का शीशा टूटा मिला और सारे सामान व कागजात गायब। चोरी तो चोरी, उपर से दिल्ली पुलिस का बेहद धीमा और नकारा रवैया।

जय प्रकाश पांडेय ने चोरी की घटना की सूचना अपने मोबाइल से शाम 7 बजकर 30 मिनट पर 100 नंबर पर दी। पर काल रिसीव की गई पांच मिनट बाद। 7.39 पर पुलिस ने जय प्रकाश से डिटेल लिया। दिल्ली पुलिस इसके बीस मिनट बाद मौके पर पहुंची। तब तक जय प्रकाश ने दूसरे मीडिया संस्थानों के अपने वरिष्ठ साथियों को घटना की सूचना दे दी और उन मीडिया हाउसों के क्राइम रिपोर्टर सक्रिय हो गए। पुलिस मौके पर पहुंचकर बजाय खोजबीन शुरू करने के, जय प्रकाश को समझाने में जुट गई कि यह कोई बड़ी बात नहीं है, थोड़ी परेशानी जरूर होगी पर आपके सारे कार्ड तो बन ही जाएंगे। जय प्रकाश ने जब एफआईआर दर्ज कराने की बात कही तो पुलिस ने समझा दिया कि दिल्ली में 72 घंटे से पहले एफआईआर दर्ज नहीं होती। जय प्रकाश का कहना है कि मौके पर पहुंची पुलिस उन्हें चेकपोस्ट लेकर गई और वहां उनकी लिखी शिकायत लेकर और मुहर लगाकर दे दिया।

चोरी और पुलिस के रवैए से खिन्न जय प्रकाश ने देश के गृह मंत्री को पत्र लिखा है। उसमें उन्होंने पूरे वाकये का विस्तार से बयान किया है और कहा है कि अगर एक सीनियर मीडिया पर्सनाल्टी के साथ पुलिस ऐसा बरताव कर सकती है तो आम आदमी के साथ क्या करती होगी? जय प्रकाश ने बताया कि अगले दिन उनके मोबाइल पर एक फोन आया और उनसे किसी ने बताया कि मदनगीर इलाके की पोस्ट आफिस के लेटरबाक्स में उनका पर्स डाल दिया गया है। पुलिस ने पर्स निकाला तो उसमें जय प्रकाश के सभी कार्ड पड़े हुए थे पर पैसे, पर्स, बैग व दूसरे कागजात का अभी तक पता नहीं चला है।

गृहमंत्री को लिखे पत्र में जय प्रकाश ने कहा है कि यह सूचना आप के साथ देश के गृह सचिव, दिल्ली पुलिस के कमिश्नर व दूसरे मीडियाकर्मियों को केवल इसलिए भेजी जा रही है कि वह ये समझ सकें कि हम किस माहौल व किस तरह की कानून व्यवस्था के बीच रह रहे हैं। जब देश की राजधानी का यह हाल है तो दूसरे हिस्सों का क्या होगा? क्या इसी दम व इसी तरह की सुरक्षा-व्यवस्था के बीच दिल्ली कामनवेल्थ गेम्स के लिए तैयार है?

Subject : Increasing criminalization in Delhi &  lackadaisical attitude of Police.

Dear Sir,

I, Jai Prakash Pandey, Publishing Editor of Delhi Press Group of Magazines, publisher of 31 magazines in 9 different languages; am member of Executive Committee of Indian Language Newspaper Association (ILNA) formed in 1941 and active member of Indian Newspaper Society (INS), am member of Press Club of India and Delhi Journalist Association.

On 6.8.2009, at 7:15 pm, I parked my car  in Sector-10 market of Dwarka, South West district of Delhi and returning back after 10-15 minutes saw that the side window glass of the back seat of my car was broken and smashed and my bag containing my 2 ATM cards, Driving Licence, Pan Card, PIB Card, Press Card and about 3 thousand rupees along with important official document was missing.

Sir, more important than the theft was the attitude of Police in the entire episode. After the theft was discovered at 7:30pm, I informed the Police Control Room at no. 100 from my mobile no. 9818157215. Nobody received my call for about 10 minutes. Then at 7:40 pm, I managed to give them details. Delhi Police that works with the motto of “With You, For You Always” reached the spot after 25-30 minutes when I  informed some senior colleagues of mine working in other media organisations like Mr. Qamar Wahid Naqvi, Director News ‘Aaj Tak’, Mr Rajiv Katara, Sports Editor, Hindustan, Mr Anant Vijay, Senior Producer IBN7 who further asked their crime reporters to look into the matter.

It was utterly surprising for me to see that instead of acting immediately on the crime report the Policemen tried explaining to me that it was not a big issue and not a matter to worry, rather a trivial one. The lost card will be again remade, only after a little trouble taken though. When I asked them to lodge my FIR they said that this is not done before 72 hours. They asked me to accompany them to the police post and took my written complaint that too with media pressure and handed it back to me with a stamp. (copy attached)

The incident that occurred in a crowded market at 7 pm is not only shameful but the police attitude is shocking too. You can well imagine how an ordinary man lives an insecured and helpless life if something like this can happen to a senior media person. I realized that only by pressure from media and acquaintance with senior officers in the administration brought the police into action.

The next day on 7.8.09 I get a call on my mobile from number 29958865 informing me about locating my purse which will be found in the letter box of the post office in Madangir area of Delhi. I informed the concerned Investigating Officer and SHO about the call and message and asked my Crime Reporter Mr Ugrasen Mishra to go to the said place where the envelop was opened on front of the post office staff which had all my cards although my purse, cash, bag and other important papers are still missing. According to the police I will have to receive all my cards from the Police Post by the evening.

This information is being sent to the Home Secretary, Government of India, Commissioner of Delhi Police and other media persons along with you just to put across to you the state of law & order & environment that we are living in. If this is the scene in the capital of the country security in smaller towns can be any ones guess.  Is this the way Delhi is geared up for security with Commonwealth Games which are around the corner?
