हरियाणा में आईपीएस अफसरों और अखबार में ‘जंग’

हरियाणा के हिंदी दैनिक ‘अभी-अभी’ के मालिक, संपादक, प्रिंटर, पब्लिशर, फाइनेंसर, डिस्ट्रीव्यूटर और रिपोर्टर समेत कुल 10 लोगों के खिलाफ पुलिस में कंप्लेन दर्ज कराई गई है। करनाल के मधुबन स्थित हरियाणा पुलिस एकेडमी की पुलिस अधीक्षक डा. सुमन मंजरी (आईपीएस) ने यह शिकायत दर्ज कराई है। उन्होंने इस अखबार में ‘मधुबन : दो आईपीएस की सैरगाह’ शीर्षक से प्रकाशित खबर के खिलाफ यह कदम उठाया है। शिकायत दर्ज कराने से पहले इस महिला आईपीएस अधिकारी ने ‘अभी-अभी’ अखबार और इससे जुड़े लोगों के बारे में काफी छानबीन कराई है।

कंप्लेन में ‘अभी-अभी’ के मालिक कुलदीप सिंह श्योराण के खिलाफ 9 अक्टूबर को भिवानी के बहल थाने में दर्ज एफआईआर का भी जिक्र किया गया है। कहा गया है कि चुनाव आयोग को भेजी गई एक शिकायत के आधार पर कुलदीप सिंह श्योराण के खिलाफ भिवानी में एक्सटोर्शन, क्रिमिनल कांसपिरेसी, क्रिमिनल इंटीमीडेशन के आरोप में एफआईआर दर्ज है। अखबार के टाइटिल और प्रिंटिंग में फर्जीवाड़ा होने की बात भी आईपीएस अधिकारी की कंप्लेन में है। हरियाणा पुलिस एकेडमी की एसपी द्वारा करनाल के मधुबन थाने में दर्ज कराई गई शिकायत इस तरह है-

Under Sections 465, 469, 471, 500, 501, 502, 120-B, 292 IPC & 15 of The Press and Registration of Books Act-1867, as all these above mentioned persons, in pursuance of criminal conspiracy, have fabricated scandalous and false facts and based on them published false, derogatory and defamatory document (news item) titled ‘मधुबन : दो आईपीएस की सैरगाह’ in daily news paper namely “ABHI-ABHI”, City edition, dated 6 December 2009 and followed it up dated 8, 9 & 10 December 2009.

It is submitted that all the aforesaid persons in pursuance of their criminal conspiracy, have constructed the above titled false, fabricated, scandalous, defamatory and derogatory document in “Abhi Abhi” in respect of Staff and trainees of Haryana Police Academy, Madhuban (HPA) in above editions with the sole aim of tarnishing and defaming the image of HPA and scandalizing its staff and trainees. They first published such a fabricated document on 6th December 2009 under the head ‘मधुबन : दो आईपीएस की सैरगाह’, copy of which is attached with the complaint. This news paper, published from Rohtak, Hisar and Noida, as per its date line is financed, owned, edited, printed, reported, circulated and managed by the above mentioned persons and is circulated in the state of Haryana and adjoining states as well.

The news item/document authored by one Ajay Deep Lather (Sr. No. 2 mentioned above), in pursuance of the said criminal conspiracy, has aimed and lowered the reputation and intellectual character of the Haryana Police Academy, it’s staff and trainees in the estimation of general public and caused them incalculable mental pain and agony and damaged the reputation of Haryana Police Academy, Madhuban, which is a premier Police Training Institution in the country. The Academy is imparting training to the Police officials from the rank of Constable to IPS Officers, and participants belonging to Haryana, Punjab and Assam Judicial Services, Haryana Civil Service (Executive), Haryana Prison Department and Home Guards are also imparted training here. The Academy has also trained Police officers from other states of India and the officers of Central Police Forces as well. Even foreign participants from countries like Afghanistan and Sri Lanka have been trained here. The Academy has been accredited with International Standard Organization (ISO 2001) certificate also.

The above mentioned, Financiers, Managers, Owners, Publishers, Printers, Editors, Reporters & Distributors have also created and published similar defamatory documents in the edition of ‘Abhi-Abhi’ dated 8th – 9th December, 2009 in sequel to their ongoing criminal conspiracy.        

There is no iota of truth in the contents of the news items and the same are false, forged and plotted with the intention to damage the intellectual character of the institution, and aim at harming the reputation of the Staff and Trainees of Haryana Police Academy in the eyes of public at large, as a result of which extreme insult, humiliation and defamation has been caused to them and their reputation has been lowered in the estimation of their relatives, friends and general public. The aforesaid persons hatched the conspiracy and executed it even by way of using disgraceful words involving female trainees and staff and thus they made the imputation with the intention to harass them and harm their reputation and modesty. The aforesaid persons printed, published and circulated the newspaper containing the obscene news items and have made themselves liable under the relevant provisions of existing criminal Laws in this regard.

It is reported that the aforesaid newspaper is being published, edited, printed, circulated, reported and managed by the aforesaid persons without obtaining any valid title, as observed by the office of Registrar of Newspapers (Information & Broadcasting Ministry) West Block-8 Skandh-2, Ramkrishanpuram, New Delhi vide their No. RC-7/77/2008-R dated 9.9.2009 (copy enclosed). So much so that while the news paper is being printed at vibha Publication Private Limited, D-160 B, Sect.-7 Noiada, the print line fraudulently shows the printers as New Dreams Printers, Village Gangwa, Hisar and Kul Devi Printers, Delhi Road Sampla (Rohtak).  

The character of the Newspaper becomes amply clear from the fact that Kuldeep Singh Sheoran, the owner, editor, printer and publisher of the newspaper ‘Abhi-Abhi’ is facing charges of extortion, criminal conspiracy, criminal intimidation, in case FIR No. 89 dated 9.10.2009 u/ss 385, 506 & 120-B IPC, registered against him in Police Station Bahal, Distt. Bhiwani, on the basis of a complaint forwarded by the Election Commission of India.

In view of above suitable action may be taken against the persons involved.
