अब आपको पढ़ा रहे हैं तीस बरस पहले के उस घोषणापत्र को जो आज ज्यादा प्रासंगिक हो गया है. उस घोषणापत्र की बातों को अगर मीडिया के मालिक, पत्रकार गांठ बांध लें तो समस्याओं का अंत हो जाए. पढ़िए आप भी….
पत्रकारों का आगरा घोषणापत्र
7, 8 फरवरी, 1981
हम, भारत के श्रमजीवी पत्रकार, अपने कार्य को लोकन्यास मानते हुए; समाचारों और टिप्पणियों के मुक्त और न्यायोचित ढंग से प्रकाशन करने के माध्यम से लोकहित का संपादन करने में विश्वास रखते हुए; इस मान्यता के साथ कि प्रेस की स्वतंत्रता और सूचना के अधिकार अकाट्य तथा लोकतांत्रिक प्रक्रिया के अपरिहार्य अंग हैं, इसलिए इन्हें संपोषित और संपुष्ट किया जाना जरूरी है; इस मान्यता के साथ कि प्रेस और समाज तभी पूरी तरह से फल-फूल सकते हैं जब हर व्यक्ति अपने मौलिक मानव अधिकारों का निर्वाध रूप से लाभ उठा सके, अत: हमें हर हालत में इन अधिकारों का समर्थन और रक्षा करनी चाहिए; ये मानते हुए कि पत्रकारों को मिले अधिकार उन पर यह बंधन और दायित्व भी डालते हैं कि वे अपने व्यक्तिगत और व्यावसायिक व्यवहार में प्रामाणिकता और गरिमा के उच्चतम मानदंड बनाए रखें; तथा इस अनुभूति के साथ कि पत्रकार भय और एहसानों के प्रभाव से न सिर्फ दूर रहें बल्कि इस रूप में दिखाई भी दें, उनके लिए सम्मानजनक जीवन-स्तर और कामकाज की समुचित स्थितियाँ सुनिश्चित कराई जाएं- यह शपथ लेते हैं और घोषित करते हैं कि :
1- हम तथ्यों के संकलन और प्रकाशन, तथा समुचित टिप्पणी करने के अधिकार की हर कीमत पर रक्षा करेंगे।
2- हम समाचारों का प्रकाशन और विष्लेषण पूरी ईमानदारी से करने का प्रयास करेंगे; आवश्यक तथ्यों को छिपाएंगे नहीं। हम दवाबों का प्रतिकार करते हुए सब के प्रति समुचित व्यवहार करने के नियम का पालन और उसकी रक्षा करेंगे।
3- हम किसी भी अधिकरण द्वारा किसी भी तरह की सेंसरशिप लगाए जाने को स्वीकार नहीं करेंगे, ना ही सेंसरशिप को उचित ठहराएंगे। हम खुद भी औरों पर किसी तरह की सेंसरशिप लागू नहीं करेंगे।
4- हम जन-जन के मौलिक मानव अधिकारों का सम्मान और बचाव करेंगे, तथा जनहित का संरक्षण करेंगे।
5- हम दूसरों द्वारा अपना शोषण नहीं होने देंगे, न ही हम व्यक्तिगत लाभ के लिए अपने पेशे का इस्तेमाल करेंगे। हम अपने व्यावसायिक व्यवहार को व्यक्तिगत मुद्दों से प्रभावित नहीं होने देंगे। हम पत्रकारिता के व्यवसाय की प्रतिष्ठा और विश्वसनीयता में जन-जन का पूरा विश्वास बनाए रखने का हर संभव प्रयास करेंगे और सिर्फ वही काम करने को प्रस्तुत होंगे जो इसके सम्मान और गरिमा के अनुरूप हों।
6- हम जानबूझ कर किसी के निजी अधिकारों और भावनाओं का तब तक उल्लंघन नहीं करेंगे जब तक कि उसमें सार्वजनिक हित (सार्वजनिक कौतूहल नहीं) सम्मिलित न हो। हम सार्वजनिक व्यक्तियों और अन्य प्रभावी लोगों के मामलों के बारे में समाचार देने और रहस्योदघाटन करने के अपने अधिकार से कोई समझौता नहीं करेंगे। हम मानते हैं कि सार्वजनिक मामले सार्वजनिक रूप में होने चाहिए।
7- हम समाचारों का प्रकाशन करने या प्रकाशन रोकने के लिए रिश्वत स्वीकार करने या उसकी मांग करने अथवा किसी लालच में फसने को सर्वाधिक गंभीर व्यावसायिक अपराध मानते हैं।
8- हम पत्रकारों और समाचार माध्यमों पर, उनके व्यावसायिक काम में रुकावट डालने के लिए, किए जाने वाले किसी भी प्रकार के हमलों और दवाबों का प्रतिरोध करेंगे।
9- हम हर स्थिति में सूत्रों के भरोसे का सम्मान करेंगे और व्यावसायिक गोपनीयता बनाए रखेंगे।
10- हम अपने व्यावसायिक स्तर को ऊंचा उठाने के लिए लगातार कोषिष करेंगे और काम की गुणवत्ता को लगातार सुधारेंगे।
11- हम साम्प्रदायिक आक्रोष और अन्य सामाजिक तनावों के मामलों में, लोगों के जानने के अधिकार से समझौता किए बिना, आत्मसंयम बरतने और सूझबूझपूर्ण व्यवहार करने का प्रयास करेंगे।
12- हम अपने काम, अपनी जिम्मेदारियों और पत्रकारिता के स्तर के अनुरूप बेहतर वेतन और कामकाज की बेहतर स्थितियों के लिए सामूहिक रूप से प्रयास करेंगे। हम साथी पत्रकारों के आर्थिक और व्यावसायिक हितों को हानि नहीं पहुंचाएंगे।

Agra Declaration of Journalists
7, 8 February, 1981
We, the working journalists of India, considering our calling as a trust, believing in serving the public interest by publishing news and comments in free and fair manner, holding that the freedom of the Press and the right to information are inalienable and are inherent to the democratic process and as such need to be cherished and strengthened by all; realizing that the press and the society can flourish fully only when every individual freely enjoys his fundamental human rights and, therefore, we must uphold and defend these rights; recognizing that the rights of journalists also enjoin upon them the obligation and duty to maintain the highest standards of personal and professional integrity and dignity; and feeling that in order not only to eschew fear or favour but also appear to be doing so, journalists must be ensured a reasonably decent living and appropriate working conditions; pledge and declare that –
1. We shall protect and defend at all costs the right to collect and publish facts and to make fair comment and criticise.
2. We shall endeavour to report and interpret the news with scrupulous honesty, shall not suppress essential facts. We shall observe and protect the rule of fair play to all concerned, resisting all pressures.
3. We shall not acquiesce in or justify the imposition of censorship by any authority in any form and we shall not ourselves try to exercise censorship on others.
4. We shall endeavour to uphold and defend the fundamental human rights of the people and safeguard the public interest.
5. We shall not let ourselves be exploited by others, nor shall we exploit our status for personal ends. Personal matters shall not be allowed to influence professional conduct. We shall seek to maintain full public confidence in the integrity and dignity of the profession of journalism and shall ask and accept only such tasks which are compatible with its integrity and dignity.
6. We shall not deliberately invade personal rights and feelings of individuals without sure warrant of public interest as distinguished from public curiosity. But, we shall not compromise our rights to report and expose in public interest the affairs of public men and other influential people. For, public affairs must be conducted publicly.
7. We shall consider the acceptance or demand of a bribe or inducement for publication or suppression of news as one of the most serious professional offences.
8. We shall unitedly and individually resist assaults and pressures from any quarter and in any form on journalists, in particular, and the Press, in general, in the discharge of professional work.
9. We shall always respect confidence and preserve professional secrecy.
10. We shall strive constantly to raise professional standards and improve the quality of work.
11. We shall try to exercise self-restraint and discretion in dealing with incidents of communal frenzy and other social tensions without prejudice to the people’s right to know.
12. We shall collectively endeavour to secure higher levels of wages and better working conditions consistent with our functions, responsibilities and status. We shall not injure the economic or professional interests of fellow journalists by unfair means.
