The Journalist welfare fund (JWF) Scheme was formulated in the year 2001-02. The scheme provided for payment of ex-gratia relief of Rs. 1.00 lakh to the journalists or to their families in event of death/permanent disability/cases of extreme hardship on account of death of the journalist.

Back Ground
The conceptual idea for setting up of JWF was mooted in the year 2000 during at the biennial convention of national union of Journalists. Accordingly, on the request of M/o I&B. the then Finance Minister, in his budget speech for the year 2001-02 mentioned about setting up of JWF with a contribution of Rs. 1.00 crore under the grant of this ministry, which was later increased to rs 5.00 crores. It was also stated therein that the I&B minister would announce the details of the scheme.
The scheme has a corpus fund of Rs. 5.00 crore and provided for payment of ex-gratia relief of Rs. 1.00 lakh to the journalists or to their families in event of death/permanent disability/cases of extreme hardship. After constitution of the fund, draft guidelines for operation of the scheme were finalized and approvals were taken.
Justification for Modification of the Scheme :
Now, in wake of the changed scenario and the fact that no review of the scheme has been made even after 8 years of the formulation of the scheme whereas the cost of living has increased substantially since then.
Features of the Modified Scheme :
The scheme has been modified with effect 8th April, 2010. The scheme aims to provide ex-gratia relief on urgent basis to journalists and their families. Earlier, the relief was available to print journalists only. Now, the scope of the scheme has been widened to include journalists from the electronic media also.
The scheme does not include people employed in managerial or administrative capacity.
Th fund constituted under M/o I&B shall be administered by a committee headed by secretary I&B. Other members include AS&FA Pr DG (M&C) & JS (P&A) Union minister for information & Broadcasting and ministers of state in the ministry shall be patrons.
The scheme shall cover accredited journalists attached to PIB Headquarters and Headquarters of state capital and UT’s. Journalists who are not presently accredited either to Government of India or State Governments shall be eligible, if they have been journalists as defined under the guidelines for a period of 5 years. Proposais will be processed by Pr DG (M&C), PIB and forwarded to the committee with specific recommendations.
Assistance available under the scheme
Earlier the Scheme provided for ex-gratia of Rs. 1.00 only. However, the following changes have been made.
(a)Upto Rs. 5 lakhs may be provided to the family under extreme hardship on account of death of journalist of permanent disability.
(b)Upto Rs. 3 lakh towards cost of treatment of major ailments (Cancer, renal failure, be-pass surgery, brain hemorrhage and paralytic attack etc). This would be subject to the medical expenditure not being covered under CGHS, or other insurance/departmental health schemes etc. However, the relief would be restricted to journalists upto 65 years.
(c)Upto 2 lakhs in case of accidents causing serious injuries necessitating hospitalization. This would be subject to the medical expenditure not being covered under CGHS, of any other insurance/departmental health schemes etc
(d)In case of non-accredited journalist, the amount will be limited to Rs. One lakh for journalists who have worked for 5 continuous years. An additional one lakh shall manner subject to the maximum ceiling provided in each of the above cases.
(e)The committee if it feels necessary in very exceptional cases may recommend higher level of assistance or suggest any deviation of the guidelines for approval of Hon’ble MIB

its very gud news…bt i m agree with anil pandy ji , that this scheme must be impliment for all the journalists either they are working in feild or working on desk….all r human being…..
