पत्रकारों पर सरकारी और प्रशासनिक दमन का कहर यूपी में लगातार ऊफान पकड़ता जा रहा है। शलभमणि त्रिपाठी पर हुए पुलिसिया हमले पर छीछालेदर के बाद भी पुलिसवालों का रवैया मीडियावालों के प्रति लगातार हमलावर बना हुआ है। ताजा घटना इलाहाबाद में हुई जहां डेली न्यूज एक्सप्रेस के प्रबंध सम्पादक डॉ निशीथ राय के घर छह थानों की पुलिस ने दबिश डाली।
गुरूवार की शाम हुई इस घटना के दौरान वहां केवल डॉ राय की बूढ़ी मां ही थीं, जबकि पुलिसवालों के साथ एक भी महिला पुलिसकर्मी नहीं थी। हालांकि बाद में इलाहाबाद के आईजी और डीआईजी ने पुलिसिया कार्रवाई पर खेद व्यक्त करते हुए क्षमा मांग ली। लेकिन इस घटना ने यूपी में सरकारी आतंक की एक नयी इबारत तो दर्ज हो ही गयी है। निशीथ राय इसके पहले भी सरकारी प्रताड़ना झेल चुके हैं जब उनका राजभवन कालोनी के आवास को खाली कराने गये पुलिस व प्रशासनिक अफसरों ने नियम-कानूनों को धता बताते हुए सारा सामान निकाल कर सड़क पर फेंक दिया था।
इलाहाबाद में अल्लापुर में बाघम्बरी गद्दी मठ के निकट डॉ निशीथ राय का मकान है। लखनऊ विश्वविद्यालय में कार्यरत प्रो निशीथ राय डेली न्यूज एक्टिविस्ट के प्रबंध संपादक भी हैं। इलाहाबाद के मकान में 84 साल की उनकी बीमार माता राजकुमारी कुछ नौकरों के साथ ही रहती हैं। प्रो निशीथ राय के छोटे भाई उत्पल राय मऊ में रहते हैं। वे मधुबनी विधानसभा क्षेत्र से चुनाव लड़ने की तैयारी कर रहे हैं।
गुरूवार को देर शाम करीब साढ़े आठ बजे इलाहाबाद के छह थानों के करीब पांच दर्जन पुलिसवालों ने अचानक इस घर को घेर लिया। अंदाज था जैसे किसी आतंकवादी की घेराबंदी की जा रही हो। धड़धड़ाते हुए पुलिसवाले घर के भीतर घुसे और पूरी गुंडई के साथ पहले तो सारे फोन कब्जे में ले लिये और सारे दरवाजे बंद कर लिए। इस पुलिसिया गिरोह के साथ एएसपी और सीओ स्तर के भी अधिकारी मौजूद थे। घर के एक-एक कोने की तलाशी ली गयी, सारा सामान उलट-पुलट दिया गया। इस अभियान में डॉ राय के घर के कई कीमती चीजें भी टूट गयीं।
लेकिन पुलिस को यहां से कुछ भी नहीं मिला। करीब दो घंटे की इस जंगली कार्रवाई के बाद पुलिसवाले वापस लौटे। हालांकि श्रीमती राजकुमारी के अनुसार यह पुलिसवाले उनसे बार बार किन्हीं शातिर शूटरों के छिपे होने की जानकारी मांगते रहे, लेकिन हैरान-परेशान और बीमार-बुजुर्ग महिला उन्हें ऐसी किसी जानकारी से इनकार करती रहीं। हैरत की बात रही कि इस कवायद में पुलिसदल में एक भी महिला पुलिसकर्मी शामिल नहीं थी।
पुलिसवालों के लौटने के बाद ही श्रीमती राजकुमारी अपने बेटों से बात कर पायीं। सूचना मिलते ही उत्पल राय ने सम्बन्धि आईजी और डीआईजी से घटना की कैफियत पूछी। बताते हैं कि इस पर इन अधिकारियों ने उत्पल राय से क्षमा मांगी। हालांकि उन अधिकारियों ने यह कहा कि उन्हें उस मकान में कुछ शातिर शूटरों के छिपे होने की खबर मिली थी। इन सवालों को इन अधिकारियों ने कोई भी सफाई नहीं दी कि बिना महिला पुलिस के वे पुलिसवाले किसकी इजाजत से घर में घुसे। वे बस यही कहते रहे कि इसे अदरवाइज मत लीजिए।
कहने की जरूरत नहीं कि सन 05 में डॉ निशीथ राय के पिता और उद्भट विद्वान प्रो रामकमल राय की मृत्यु होने के बाद से ही श्रीमती राय अकेले ही इस मकान में रहती हैं। गौरतलब है कि प्रो राय के छोटे भाई उत्पल राय पहले बसपा में राज्यमंत्री के पद पर थे, लेकिन बसपा की अंदरूनी चालों से रूष्ट होकर उन्होंने बसपा से इस्तीफा दे दिया था। इसके बाद से ही उनके और उनके परिवारीजनों के खिलाफ बसपा सरकार के इशारे पर साजिशों का कहर टूटना शुरू हो गया था। अभी कुछ साल पहले ही प्रो निशीथ राय को राजभवन कालोनी में आबंटित 31 नम्बर के मकान को आनन-फानन और बिना किसी सूचना के ही खाली करा लिया गया था। बहरहाल, प्रो राय के घर हुई इस पुलिसिया कार्रवाई के बाद से पत्रकारों में जबर्दस्त रोष फैल गया है।

Utpal Rai held on charges of extortion

LUCKNOW: Notorious criminal Utpal Rai, having more than a dozen cases lodged against him, was arrested on Friday from his home in Gomtinagar on charges of extortion. Another person arrested along with Rai was identified as JP Rai of Ghazipur.Police also recovered a .315 bore gun and some cartridges from the two. Rai was arrested after one Vivek Kumar Srivastava, resident of Viramkhand in Gomtinagar area, complained that Rai, along with eight other persons, forcibly entered his house on Monday and demanded Rs 15 lakhs from him at gun point.In his complaint, Srivastava also alleged that Rai had been threatening him over phone for the last four months for the money.
Rai figures regularly in police records. He has been booked under several cases of violent crime including attempt to murder and kidnapping, as well as under the Gangster Act, section 7 of the Criminal Law Amendment Act and also National Security Act (NSA) in Lucknow as well as in his hometown, Allahabad. Rai has fought elections from Azamgarh on the ticket of the Samajwadi party and had also been the vice president of the Allahabad University students union. However, due to his involvement in criminal activities, he had been disowned by several political parties in the past. Interestingly, the complainant, Vivek Srivastava also holds a criminal record and has been booked under Gangster Act and also on charges of cheating. Recently, cases against him were investigated by undertrainee IPS officer Shalabh Mathur.Rai however claimed that he was innocent and was being framed in a conspiracy crafted by those who want to ruin his image in the eyes of chief minister Mayawati.

Gangster Act against notorious criminal, aide [Lucknow]
LUCKNOW: Gomtinagar police on Thursday slapped Gangster Act on notorious criminal, Utpal Rai and his aide, J P Rai who have nearly half a dozen criminal cases lodged against their names in various police stations of the state.
Circle officer (CO) Gomtinagar, Manish Mishra said that the two have cases of murder, kidnapping and extortion lodged against them. The two had threatened one Vivek Kumar of Gomtinagar last year demanding Rs 15 lakh as extortion. According to the police, the two later even kidnapped a man working for Vivek and a case in the connection was also lodged.
The CO taking action against the two and looking at their crime records booked them under the Gangster Act.
