The International Council of Jurists has urged the Director General of World Health Organisation to release all scientific and medical information regarding Covid 19 in the light of reports that Corona virus had originated from a laboratory in Wuhan and not from the `wet market’ in Wuhan, hitherto believed by all countries.
Dr. Adish C. Aggarwala, President of International Council of Jurists, in a letter to the Director General WHO said there is a great sense of anguish and concern over the situation arising in various countries with the spread of the Novel Corona virus, i.e. Covid-19. Various scientific, medical and journalistic reports on the origin and spread of this dreaded virus from a laboratory lend credibility to such fears and concern.
The letter pointed out that when the Covid-19 originated, as reported, in a market in the Wuhan Province of China, the world was not informed about the same on time. All the authorities who had a duty to caution the world in advance, did not do so thereby causing immense loss of lives, relationships and properties to millions of people throughout the world. We were very much pained by the indifference of various authorities and lack of concern shown by WHO during this period.
Dr. Aggarwala drew the attention of WHO to a recent Australian news report, a document written by Chinese scientists and health officials before the pandemic in 2015 which states that SARS Corona viruses were a “new era of genetic weapons” that could be “artificially manipulated into an emerging human disease virus. The contents of this report, in fact makes it clear that the virus is man-made and released from a laboratory and that the Chinese Government has further plans to weaponize the same.
Dr. Aggarwala noted that the ICJ had already raises the issue on April 3, 2020 with United Nations Human Rights Council, but there is no tangible result so far in arresting the second wave of the pandemic. “It is beyond any question that your sincere research into the rise and spread of Covid-19 has led you to get complete answers and understanding of the same, which is complemented with scientific and methodical knowledge.”
In light of the above factual situation, “I am sure you are aware that it is your duty to share the knowledge obtained by your organization with the common public so that nothing is left to imagination and the general public are aware of the true facts and circumstances regarding spread of the virus that have plunged the world into the present situation of crisis”, he said. The information in this regard which the WHO possesses must be released at once in order to avoid further confusion which is plaguing the efforts of the international fraternity in dealing with the crisis.
“WHO is duty bound to ensure “extension to all people the benefits of medical, psychological and related knowledge as informed opinion and active co-operation on the part of the public are of utmost importance in the improvement of the health of the people” as mandated in the Declaration in the Constitution of WHO which was adopted by the International Health Conference held in New York from 19 June to 22 July 1946 and signed on 22 July 1946.” Dr. Aggarwala said
This information will not only help the countries to formulate their plan of action and devise the method to fight the pandemic but also help them in eradicating this global menace. Countries can formulate data and information on Covid 19 and for this WHO owes moral obligation to release the information in its possession. If WHO does not part with the required information, it will be failing in its duty and future will not condone this lapse. The release of such information should not be hindered on account of any compromising information pertaining to any nation in particular.
At this juncture, it is also required to be noted that the second wave of Covid-19 spread has wreaked havoc in India even though the Government of India has taken all necessary precautions and acted as per your guidelines. In this regard, it is pertinent to know the exact details as to the origins of the virus from China and whether the Chinese Government is deliberately spreading the virus throughout India through unknown means in furtherance of the ongoing political tension between India and China. Dr. Aggarwala called for a White Paper to be released by WHO to dispel doubts from across the globe on the origin and spread of Corona virus. The credibility of WHO will be enhanced if all such information is released along with aWhite Paper.

REQUEST FOR IMMEDIATE FURTHER INVESTIGATION AND RELEASE OF INFORMATION PERTAINING TO COVID-19
Dear Sir,
I am penning this letter being the President of International Council of Jurists, with a great sense of anguish and concern over the situation arising in various countries with the spread of the Novel Corona virus, i.e. Covid-19. Various scientific, medical and journalistic reports on the origin and spread of this dreaded virus lend credibility to my fear and concern.
That when the Covid-19 originated, as reported, in a market in the Wuhan Province of China, the world was not informed about the same in time. All the authorities who had a duty to caution the world in advance, did not do so thereby causing immense loss of lives, relationships and properties to millions of people throughout the world. We were very much pained by the indifference of various authorities and lack of concern shown by WHO during this period. We were, therefore, constrained to raise the issue on April 3, 2020 with United Nations Human Rights Council, but there is no tangible result so far in arresting the second wave of the pandemic.
That in reference and continuation to the complaint filed by International Council of Jurists (ICJ) under my name, with regard to the spread of the Novel Corona virus i.e. Covid-19, I address this letter to you for your prompt involvement and action.
In my earlier complaint, I have brought out the irrefutable facts and circumstances that have led to the worldwide spread of the virus leading to the present scenario of global pandemic and the resultant exorbitant damage to the normal life of people and leading to a worldwide slump in economy and health and safety of millions of people throughout the world.
It is beyond any question that your sincere research into the rise and spread of Covid-19 has led you to get complete answers and understanding of the same, which is complemented with scientific and methodical knowledge. In light of the above factual situation, I am sure you are aware that it is your duty to share the knowledge obtained by your organization with the common public so that nothing is left to imagination and the general public are aware of the true facts and circumstances regarding spread of the virus that have plunged the world into the present situation of crisis.
I am confident that the findings of your organization, in addition to throwing light on the origin and spread of the virus, would also tremendously help and aid the community of science, and medicine the world over. It would provide them with a tool to continue the fight against this virus besides providing a rigid aid to countries actively developing vaccines to tackle the ever-rising deadly variants of Covid-19. That the releasing of information which you possess is your duty and the same must be done in order to avoid further confusion which is plaguing the efforts of the international fraternity in dealing with the crisis.

The paper titled “The Unnatural Origin of SARS and New Species of Man-Made Viruses as Genetic Bio-weapons” suggested that World War-III would be fought with biological weapons. The document revealed that Chinese military scientists were discussing the weaponization of SARS corona viruses five years before the COVID-19 pandemic. The report by Weekend Australian was published in news.com.au. The contents of this report, in fact makes it clear that the virus is man-made and released from a laboratory and that the Chinese Government has further plans to weaponize the same.
The news reports highlight the extent of information that has been withheld by the Chinese Government and also the extent of information that is actually known to the birth and spread of the virus., In order to put to rest the doubts and confusion arising out of news reports of such nature as mentioned above. by the nations in fighting the virus, it is incumbent on you to release the true facts in this regard.
At this critical juncture when Covid 19 is spreading far and wide, it is of particular importance to highlight the role of the Chinese Government in the early days of the virus and the worldwide contamination caused by such callousness, The responsibility for this man-made chaos in its entirety must be laid upon them and the release of information in your possession, from the infancy of the virus up to the present date, will be of great assistance in identifying the exact role played by the Chinese Government.
As you are no doubt aware, it is the role played by your office and the integrity that you show towards the international community that will help restore the faith of the public with regards to your organization as at present, several countries are seriously questioning your credibility and commitment in exposing the truth and assisting the international community in identifying the true perpetrator of the spread of the global pandemic.
It is also of importance to note that owing to certain decisions by prominent countries in the international stage, countries such as India, Vietnam, Philippines, Thailand and other South Asian countries would have benefitted tremendously since there were several talks and discussions amongst such countries with reference to pulling their businesses out of China, Due to the major role played by the Chinese Government in the spread of the virus across the world, release of information your organization possesses on Chinese role would help international fraternity to take appropriate decisions to safeguard and protect themselves from any further inconvenience.
At this juncture, it is also required to be noted that the second wave of Covid-19 spread has wreaked havoc in India even though the Government of India has taken all necessary precautions and acted as per your guidelines. In this regard, it is pertinent to know the exact details as to the origins of the virus from China and whether the Chinese Government is deliberately spreading the virus throughout India through unknown means in furtherance of the ongoing political tension between India and China. As mentioned earlier, the news article published in the international fora raise the suspicion that the virus is developed by China for use in ‘biological warfare’. In order to avoid any confusion and prevent tension in the region, it is crucial that your office release any and all information pertaining to the origin of the virus.
It is alarming that even Dr. Anthony Fauci has opined that a completely transparent process from China is needed to get to the bottom of corona virus origin and that WHO should assist in that matter. The World Health Organization (WHO) plays an essential role in the global governance of health and disease; due to its core global functions of establishing, monitoring and enforcing international norms and standards, and coordinating multiple actors toward common goals. There is a huge responsibility cast on you and therefore it is incumbent upon you to ensure that the issue is properly investigated and the public made aware of it. It will also help generations to come to know the origin and how the pandemic was handled and to learn from the mistakes committed by us to preserve humanity.
It is a matter of great concern that you have not acted as per your duty to the international community by releasing as much information as may be available to your organization. Several nations have now come to the fore and are rightfully questioning your integrity and whether your office is effectively doing everything possible to bring the true facts and events leading to the global pandemic to light. As you are more than aware of the plight of the nations continually fighting wave after wave of the different variants of Covid-19, it especially becomes your duty to play an effective role in disclosing all necessary information relating to the virus as you are duty bound to the international community. It is necessary to find answers to all questions. Else, there is no point in the existence of WHO.
In furtherance of the above, I sincerely request your good office to take all necessary measures and release any and all information pertaining to Covid-19 keeping in mind the overall welfare of the nations actively engaged in the fight against the pandemic and to play a crucial role in the eradication of the virus. If such information is not authoritatively available, I urge you to institute a Commission to investigate into the same so that the world medical community further understands how to tackle this pandemic as well as the other ailments that are an off shoot of this ailment in addition to also making it public in case this is the mischief played by any rogue country for any ulterior motive.
I sign off this letter by hoping that you will act on this immediately as you are wont to as a responsible organization answerable to the world.
