देश भर के अखबार मालिक अपने मीडियाकर्मियों को जस्टिस मजीठिया वेज बोर्ड का लाभ ना देने के लिए सीए से एक बैलेंसशीट बनवाकर ये साबित करने में लगे हैं कि उनकी अलग-अलग यूनिट है और वे ए ग्रेड अखबार नहीं बल्कि सी ग्रेड के अखबार हैं। ऐसा करके वह अपने कर्मियों की सेलरी कम आंकते हैं और उनका एरियर बकाया आदि भी बेहद कम कर देते हैं. क्लासिफिकेशन के नाम पर माननीय सुप्रीमकोर्ट को गुमराह करने में लगे अखबार मालिकों की ये रणनीती उन पर ही भारी पड़ने वाली है।
सुप्रीमकोर्ट के एक एडवोकेट ने गलत क्लासिफिकेशन बताने वाले अखबार मालिकों को सबक सिखाने के लिए एक फार्मेट जारी किया है। इस फार्मेट को भरकर सभी मीडियाकर्मी डीएवीपी को जल्द से जल्द भेंजे ताकि डीएवीपी में खुद को ए ग्रेड बताने वाले अखबार आगे से इस ए ग्रेड के आधार पर विज्ञापन न पा सकें. इससे इनके सरकारी विज्ञापन के रेट पर लगाम लगेगी. ज्यादा दाम पर लिये गये विज्ञापनों की वसूली भी हो सकती है. इनका सरकारी विज्ञापन रेट भी कम हो जायेगा.
एडवोकेट ने साफ कहा है कि देश भर के मीडियाकर्मी इस फार्मेट को भरें और इसे डीएवीपी को भेजें. साथ ही राज्य सरकार के सूचना निदेशालय को भी इसकी प्रति भेजें ताकि राज्य सरकार भी इस क्लासिफिकेशन का सच समझे और अखबार मालिकों का विज्ञापन रोक कर उनको ज्यादा दर पर दिये गये विज्ञापनों की राशि की वसूली करे.
इस फार्मेट में किसी भी तरह की छेड़छाड़ या टीका टिप्पणी ना करें. इस फार्मेट में थोड़ी-सी भी फेरबदल की गयी तो अर्थ का अर्नथ होने का खतरा बढ़ जायेगा. देश भर के मीडियाकर्मियों को यह फार्मेट निशुल्क उपलब्ध कराया जा रहा है. मजीठिया वेज बोर्ड की लड़ाई लड़ने वालो सभी मीडियाकर्मी इसे भर कर डीएवीपी तथा राज्य सरकार के सूचना निदेशालय को भेजें. ये फार्मेट स्पीड पोस्ट से ही भेजें और इसकी पावती जरुर संभालकर रखें जो आगे सभी मीडियाकर्मियों को काम आयेगा.

Respected Sir,
This is brought to your notice that the newspaper publication named above is indulged in misrepresentation and violating the terms of grant of advertismeant by your Directorate. The aforesaid newspaper has violated the mandate as contemplated under Regulation 5 of the Print Media Advertising and Policy of the Government of India being regulated and enforced by you by misrepresenting about its circulation and has inflated the same by obtaining of fake and bogus certificate from its chartered accountants. In their reply as filed before the labour authorities, they have contended that they are in loss and their circulation figure is very low whereas the certificate filed before your directorate by the said newspaper shows very high figures of cirucaltion falsely. It is clear that the aforesaid publication is indulged in making false claims regarding its circulation hence liable for suspension of the advertised and under Clause 25 of the Print Media Advertising And Policy Of The Government Of India .
You will appreciate that the Majithia Wage Board Award as published by the Central Governmenet for newspaper employees including the journalists as well as non-journalists is based upon the category of the newspaper establishment as per the circulation figures hence the fudging, misprepresentation of the circulation figures is being done by the said newspaper establishmenet for overreaching the said Majithia Award. We are further constrained to report that the said newspaper establishement is even otherwise liable for action under Clause 25 of the Print Media Advertsising Policy of The Government of India as they have failed to honour the aforesaid Majithia Award on the one hand whereas they are claiming benefits of advertisements from your Directorate on the basis of fake circulation figures.
We have also come to know that the Audit Bureau Of Circulation, (ABC) figures as obtained by the aforesaid print media house are also fake , forged and inflated. The aforesaid persons are in fact suppressing the vital information regarding circulation of any newspaper and denying the statutory and legal rights to the employees by claiming that their circulation is very low. We are also contemplating filing of a complaint against the functioning of aforesaid ABC before the International Federation of audit bureau of certification, the parent body regulating the affairs of the ABC.
You are therefore requested to initiate action as contemplated under regulation 25 of the Print Media Advertising And Policy Of The Government Of India and cancel and suspend the advertisements being given by your Directorate to the aforesaid newspaper and to withdraw all the advertisements being given to the said newspaper on the basis of the fake figures of ciruclaiton.
The copy of the reply filed by the aforesaid newspaper before the labour authorities is being filed herewith for your perusal and action at your end.
