पंजाब में किसी भी समाचार पत्र संस्थान द्वारा मजीठिया वेज बेर्ड की सिफारिशों को लागू नहीं किया गया है। पंजाब और चंडीगढ़ की समाचार पत्र और समाचार एजेन्सी कर्मचारी यूनियन के अध्यक्ष केके महेन्द्रू ने इस संबंध में भारत सरकार के श्रम और रोज़गार विभाग के सचिव को पत्र लिख कर शिकायत की है। उन्होने लिखा है कि मजीठिया के संबंध में राज्य सरकार और उसके श्रम विभाग को कई पत्र लिखे गए लेकिन राज्य सरकार समाचार पत्र मालिकों के दवाब में इस मसले को गम्भीरता से नहीं ले रही है।
यूनियन द्वारा मजीठिया लागू कराने के लिए केन्द्र सरकार से प्रभावी कदम उठाने की मांग की गई है। साथ ही जिन समाचार पत्र संस्थानो ने मजीठिया लागू नहीं किया है उनके कानूनी कार्यवाई करने और केन्द्र एवं राज्य सरकारों द्वारा कोई भी सरकारी विज्ञापन न देने की मांग की गई है। पत्र की प्रति भारत के मुख्य न्यायधीश और केन्द्रीय श्रम एवं रोज़गार मंत्री को भी भेजी गई है।

Subject : Non-implementation of Majithia Wage Board Award — Deliberate Violation of the orders of Hon’ble Supreme Court.
Sir,
It is painfully brought to your kind notice that no newspaper establishment has implemented the recommendations of the Majithia Wage Board in the State of Punjab and no arrears to this effect has been paid to the employees so far.
That chain of letters have been written to the state govt. and its Labour Department to intervene in the matter and take effective steps to get the wage board award implemented but they are not taking the matter seriously as is/was the case with the previous wage boards.
It is well known that the record of the Punjab Govt. in respect of getting enforced the wage boards upon the newspaper establishments is the most poor. The govt. is virtually terrified and frightened to direct the newspaper establishments to implement the recommendations of the wage boards now even at least Manisana as well as Majithia Wage Boards. The State Govt. in general and its Labour Department in particular have never bothered to get the awards implemented under the pressure of the press barons as the department is badly scared of them.
That the State Govt. has not dared to get the 30% intrerim relief to newspaper employees which was to be implemented since 08.01.2008. That is why not a single newspaper establishment in the state of Punjab has implemented this recommendations pronounced by the Majithia Wage Board.
That the Hon’ble Supreme Court of India vide its judgment dated 07.02.2014 to implement the recommendations of the Wage Board held as under :-
“THE WAGES AS REVISED/DETERMINED SHALL BE PAYABLE FROM 11.11.2011 WHEN THE GOVT. OF INDIA NOTIFIED THE RECOMMENDATIONS OF THE MAJITHIA WAGE BOARD. ALL THE ARREARS UPTO MARCH, 2014 SHALL BE PAID TO ALL ELIGIBLE PERSONS IN FOUR EQUAL INSTALLMENTS WITHIN A PERIOD OF ONE YEAR FROM TODAY AND CONTINUE TO PAY THE REVISED WAGES FROM APRIL, 2014 ONWARDS.”
But no Newspaper establishment has abide by the order of the Hon’ble Supreme Court and have willfully and deliberately committed the offence of contempt of the apex court by violating its order.
That what to speak of getting the benefits of the recommendations of the wage board award to the employees, the newspaper establishments have increased the price of their newspapers as well as the rate of the advertisements they are publishing on the pretext of implementation of the Wage Board.
That in case the Union Govt.and its Labour Department fails to take effective steps to get the award implemented, it is feared that the Majithia Wage Board would meet the fate what their predecessors have had to meet.
That the present situation demands that the govt. overcome the fear of press barons and should come forward and take effective steps to get the Majithia Wage Board Award implemented. The newspaper employers be directed that the detail regarding implementation of Majithia Wage Board Award be uploaded on their respective websites mentioning clearly as under :-
a) Classification of the respective newspaper establishments.
b) Fitment of the employees as per fitment rules.
c) Arrears have been paid to the employees or not.
d) Majithia Wage Board has so far been implemented or not which ought to be implemented from 01.04.2014.
e) 30% interim relief pronounced by the Majithia Wage Board which was required to be given w.e.f. 08.01.2008 whether given or not.
It is, therefore, requested that the effective steps may kindly be taken to get the award implemented without further loss of time.
It is further prayed that defaulter newspaper establishments be taken to book and not given any govt. advertisement Union or State, until they implement the awards above said.
