नई दिल्ली। प्रधानमंत्री नरेंद्र मोदी के 18 अप्रैल को दिए गए ‘राष्ट्र के नाम संबोधन’ को लेकर नया विवाद खड़ा हो गया है। देश भर के 700 से अधिक नागरिकों ने चुनाव आयोग (ECI) से शिकायत करते हुए आरोप लगाया है कि इस संबोधन के जरिए आदर्श आचार संहिता (Model Code of Conduct – MCC) का उल्लंघन किया गया है।
शिकायतकर्ताओं में पूर्व नौकरशाह, शिक्षाविद और सामाजिक कार्यकर्ता शामिल हैं। उनका कहना है कि प्रधानमंत्री का यह संबोधन राजनीतिक रूप से पक्षपातपूर्ण था और इसमें विपक्षी दलों पर निशाना साधा गया।
सरकारी मीडिया के इस्तेमाल पर सवाल
शिकायत में कहा गया है कि यह संबोधन दूरदर्शन, ऑल इंडिया रेडियो और संसद टीवी जैसे सरकारी माध्यमों पर प्रसारित किया गया, जिनका खर्च जनता के पैसे से चलता है। ऐसे में इसे चुनावी प्रचार के लिए सरकारी मशीनरी के दुरुपयोग के रूप में देखा जा रहा है।
शिकायतकर्ताओं का आरोप है कि इससे सत्तारूढ़ दल को अनुचित लाभ मिला और चुनावी मैदान में बराबरी के सिद्धांत को नुकसान पहुंचा।
विपक्ष ने भी उठाए सवाल
इस मुद्दे पर कांग्रेस, CPI(M) और CPI जैसे विपक्षी दलों ने भी आपत्ति जताई है और इसे MCC का उल्लंघन बताया है।
क्या कहता है नियम?
शिकायत में चुनाव आयोग के दिशा-निर्देशों का हवाला देते हुए कहा गया है कि सत्ता में बैठी पार्टी सरकारी संसाधनों का इस्तेमाल चुनावी प्रचार के लिए नहीं कर सकती।
नियमों के अनुसार:
- मंत्री अपने आधिकारिक पद का उपयोग चुनावी लाभ के लिए नहीं कर सकते
- सरकारी वाहन, संसाधन और कर्मियों का उपयोग प्रचार में नहीं किया जा सकता
- सरकारी खर्च पर विज्ञापन या मीडिया का इस्तेमाल पक्षपातपूर्ण प्रचार के लिए वर्जित है
- चुनाव आयोग से की गई मांग
शिकायतकर्ताओं ने चुनाव आयोग से कई मांगें की हैं:
- इस पूरे मामले की तत्काल जांच कराई जाए
- संबोधन की सामग्री और प्रसारण की समीक्षा की जाए
- यदि उल्लंघन पाया जाए तो उचित कार्रवाई की जाए
- अगर संबोधन को पूर्व अनुमति मिली थी, तो अन्य दलों को भी समान समय दिया जाए
- और यदि अनुमति नहीं थी, तो इस संबोधन को सरकारी प्लेटफॉर्म्स से हटाया जाए
- आयोग से निष्पक्ष कार्रवाई की उम्मीद
शिकायत में कहा गया है कि चुनाव आयोग संविधान के अनुच्छेद 324 के तहत स्वतंत्र और निष्पक्ष चुनाव सुनिश्चित करने के लिए बाध्य है, इसलिए इस मामले में जल्द और निष्पक्ष कार्रवाई जरूरी है।
यह मामला अब राजनीतिक और कानूनी दोनों स्तरों पर चर्चा का विषय बन गया है और सभी की नजरें चुनाव आयोग के अगले कदम पर टिकी हैं।

Subject: Complaint regarding gross violation of the Model Code of Conduct by the Hon’ble Prime Minister of India in the National Address delivered on 18 April 2026
Sir,
We, the concerned citizens of India, wish to draw your urgent attention to what we believe is a clear and blatant violation of the Model Code of Conduct (MCC) by the Hon’ble Prime Minister of India through the national address delivered on April 18, 2026.
The said address was broadcast live on official government mass media platforms, including Doordarshan, Sansad TV, and All India Radio, which are funded by the public exchequer.
The use of official government machinery and mass media by the Prime Minister, for what effectively amounted to electioneering and partisan messaging during the operation of the Model Code of Conduct, constitutes a serious breach of the MCC.
Such action provides an undue advantage to the party in power and undermines the level playing field essential for free and fair elections.
In this regard, we respectfully draw your attention to the following provisions of the Model Code of Conduct for the Guidance of Political Parties and Candidates, as issued by the Election Commission of India:
(a) The party in power, whether at the Centre or in the State(s), shall ensure that no cause is given for any complaint that it has used its official position for election campaigning purposes, and in particular:
(i) Ministers shall not combine official visits with electioneering work and shall not use official machinery or personnel for such purposes.
(ii) Government transport, including official aircraft, vehicles, machinery, and personnel, shall not be used to further the interests of the ruling party.
(iii) Advertisements at the cost of the public exchequer and misuse of official mass media during the election period for partisan coverage or promotion of achievements aimed at benefiting the ruling party must be strictly avoided.
The national address in question was delivered in the Prime Minister’s official capacity and broadcast using publicly funded media platforms. This, we submit, is in violation of the explicit prohibitions contained in clauses 1(a), 1(b), and 4 of Section VII of the MCC.
We therefore respectfully request the Election Commission of India to:
(a) Take immediate cognizance of this complaint and initiate an inquiry into the content and circumstances of the national address delivered on April 18, 2026;
(b) Examine the transcript and telecast of the address in light of the relevant MCC provisions;
(c) Issue appropriate directions and take necessary action to uphold the integrity of the electoral process and ensure a level playing field for all political parties and candidates;
(d) Inform us of the action taken on this complaint at the earliest;
(e) In addition, if the said national address was delivered with prior approval of the Election Commission, equal time on national media should be provided to other political parties to present their views. If not, and the address is found to be in violation of the MCC, the Commission should order its removal from official records, government websites, and media platforms, along with any other suitable corrective measures.
We trust that the Commission will treat this matter with the urgency and seriousness it deserves, in line with its constitutional mandate under Article 324 of the Constitution of India to ensure free and fair elections.
