सामाजिक कार्यकर्ता डॉ नूतन ठाकुर ने उत्तर प्रदेश सरकार द्वारा लोकायुक्त नियुक्ति प्रक्रिया में बदलाव और शिकायतकर्ता पर अंकुश लगाने के प्रयासों को तत्काल बंद करने की मांग की है.
मुख्यमंत्री अखिलेश यादव को भेजे पत्र में उन्होंने कहा कि वर्तमान में एक्ट की धारा 3 में लोकायुक्त की नियुक्ति मुख्यमंत्री द्वारा हाई कोर्ट के चीफ जस्टिस और नेता विरोधी दल से परामर्श के बाद मुख्यमंत्री द्वारा राज्यपाल को प्रस्तावित नाम के आधार पर किया जाता है. इसमें संशोधन करते हुए अब लोकायुक्त के चयन के लिए मुख्यमंत्री की अध्यक्षता में एक चयन समिति प्रस्तावित है जिसमे चीफ जस्टिस नहीं होंगे बल्कि उनकी जगह विधान सभा अध्यक्ष और मुख्यमंत्री द्वारा नामित रिटायर्ड सुप्रीम कोर्ट या हाई कोर्ट जज होंगे.
इसी प्रकार धारा 13 में बदलाव करते हुए शिकायतकर्ता पर ही एक लाख रुपये का दंड लगाने का प्रस्ताव किया जा रहा है.
डॉ ठाकुर ने कहा कि चीफ जस्टिस की जगह विधान सभा अध्यक्ष और मुख्यमंत्री द्वारा नामित रिटायर्ड जज को लाने से चयन प्रक्रिया किसी प्रकार से भी निष्पक्ष नहीं रह पाएगी. इसी प्रकार शिकायतकर्ता पर ही एल लाख दंड लगाने के प्रावधान से लोग शिकायत देने से घबराएंगे.
अतः उन्होंने मुख्यमंत्री से इन प्रस्तावित संशोधनों को जनहित के विरुद्ध होने के कारण तत्काल निरस्त करने की मांग की है.

In her letter to CM Akhilesh Yadav, she said that as per section 3, presently the Lokayukta is appointed by Chief Minister’s recommendation in consultation with High Court Chief Justice and Leader of Opposition, but the amendment proposes a Selection Committee with Chief Minister as Chairman having Vidhan Sabha Speaker, Leader of Opposition and a retired Supreme Court or High Court Judge named by the Chief Minister.
Similarly section 13 is being amended to introduce a cost of Rs. 1 lakh on the complainant himself.
Dr Thakur said that bringing retired Judge nominated by CM and Vidhan Sabha Speaker instead of the Chief Justice would affect the neutrality of selection process. Similarly the cost would frighten the complainants from coming forward.
Hence she has requested the Chief Minister to withdraw these proposed amendments as being against the larger public interest.
