Dear Comrades

You may have received a circular from one Hemant Tiwari, posing as IFWJ secretary (North), dated 18 December  2015 .He calls the Mathura session (November 29 and 30) of  the IFWJ working committee as unconstitutional and illegal. Tiwari has used Paramanand Pandey’s Email ID used for issuing Majithia Wage board circulars.

Tiwari has called a meeting of the IFWJ national council at Agra/Varanasi.

Kindly note Rule 24 (a) of the IFWJ Constitution .It says: “The meeting is valid if it is called by the Secretary-General or by one of the Secretaries with the approval in writing of the Secretary General; in either case in consultation with and the approval of the President.”

The President, Com. K. Vikram Rao, has not permitted Tiwari to hold such a parallel meeting. Tiwari’s circular does not mention if he has the approval of Com. Paramanand Pandey for calling the so-called meeting.

Therefore, Tiwari’s notice of NC meeting is uncalled for, illegal, unconstitutional and invalid. Any IFWJ member attending it invites termination of his /her primary membership for anti- IFWJ act.

Meanwhile the President is issuing a show-cause notice to the Secretary-General for misusing his mail ([email protected]) to help Tiwari to issue anti-IFWJ circular. The president also wishes to exercise his powers under rule 22(d) to replace the Secretary General on grounds of his loss of confidence, breach of trust and abuse of his office.

We are reproducing below the messages from comrades who names are mentioned in Tiwari’s circulars. For instance U.P. Working Journalists Union office- bearers of  Kashi Patrakar Sangh (President B.B. Yadav, Cell-: 9453179036) and divisional convener of UPWJU Agra unit (Com. Santosh Chaturvedi Cell-: 94104-46333) say that they are not at all involved/ associated with Tiwari’s so-called NC Meeting at Varanasi or Agra.

UPWJU President Haseeb Siddiqi says: “The UPWJU has nothing to do with Tiwari or his circular.

IFWJ vice- president Manoj Das completely dissociates himself from Tiwari’s circular. He wants strict disciplinary action against Tiwari. Chhatisgarh union president Arvind Awasthi reminds the IFWJ president that the working Committee at Mathura had authorized the president to take disciplinary steps against disruptors. Uttarakhand union president Shankardutt Sharma deplores Tiwari circular and demands action. Rajasthan union president Jaiman wants immediate action against Tiwari. So do the unions of A.P., Haryana, Bihar, Gujrat, Tamil Nadu, Kerala, and M.P. The Jammu union’s Uday Chand says that Rehamtullah Rouniyal is not a member of the Working Committee but IFWJ president had invited Rehamtullah as a special invitees and he attended the Mathura meeting. Krishna Mohan Jha (Bhopal) was not invited because Paramanand Pandey had suspended Jha (date 9 August 2014) for anti-IFWJ activities. The M.P. Working Journalists Union removed his (Jha’s) name from its list. V. Pandian, a special invitee, and K. Asadhullah were no more members of the Working Committee because Paramanand Pandey had derecognized their Chennai Union of Journalists and asked Asadhullah and Pandian to join the Working Journalists Union of Tamil Nadu. (Pandey’s letter is on IFWJ records).

Reproduced here is Karnataka union president N.Raju’s Email: “I have received an Email from the fake email id [email protected],which says that the Mathura Working Committee meeting was illegal and unconstitutional. I (N Raju ) President of the Karnataka Union of Working Journalists (KUWJ) would like to say on record that the KUWJ and its  members, particularly G V Bhovi (WC member), are not associated with the incidents mentioned in the factious email. The Working Committee meeting at Mathura was very much Constitutional and legal. I would further like to ask the President to issue a show cause notice to both the Secretary General (as this email was previously used by him to send Majithia case details) and Mr Hemant Tiwari for this email”.

Paramanand Pandey sat and spoke on the stage on both the days (November 29 and 30). If the meeting was illegal, why did Pandey not leave the stage? All members sat through the Working Committee meeting at K.D, Dental College hall on 29th November and participated fully in the discussion.
