Mayank Saxena : मेरे पिता चाहते थे कि मैं आईएएस बनूं, मैं सोचता था कि बन सकता हूं…फिर सच्चाई से साबका पड़ा…पिताजी को एक बार चुनाव की ड्यूटी पर लखनऊ के रमाबाई अम्बेडकर मैदान गया, तो एक आईएएस को सीएम रही एक दबंग महिला के पैरों में बैठ कर माफी मांगते देखा… उसके बाद पढ़ता और पता करता गया…अहसास हुआ कि आईएएस बन गया, तो या तो पैरों में पड़ा रहूंगा-व्यवस्था से मजबूरी में समझौता कर लूंगा या फिर रोज़ ट्रांसफर, सस्पेंशन, जांच होती रहेगी…और जीवन नर्क हो जाएगा…
कष्ट सहने का डर नहीं था, सच ये था कि दोनों की परिस्थितियों में लोगों के लिए काम करना या सच की जीत का स्वप्न असंभव था…यानी कि अंततः काम तो नहीं ही कर पाता… तो सपना छोड़ दिया…प्री निकला…पर मेन्स देने नहीं गया…घर पर भी झूठ बोला…कम से कम आज़ाद रहा…ये एक कड़वा सच है पर याद रखिएगा कि सिस्टम का हिस्सा बन कर, कोई सिस्टम नहीं बदला जा सकता है…आपको हमेशा से “To change the system, be in the system” का जो झूठ पढ़ाया गया है, उससे बाहर सच की दुनिया में आइए…
दुनिया की कोई भी क्रांति या बदलाव सिस्टम के अंदर बैठे लोगों ने नहीं किया…बाहर के लोगों ने क्रांति की, सिस्टम बदला और नए सिस्टम ने बदलाव किया…अंततः आप जेएनयू या इलाहाबाद या हैदराबाद विश्वविद्यालयों के हॉस्टलों में बैठ कर सिविस सर्विस की तैयारी करेंगे…आईएएस या आईपीएस बनेंगे…और फिर दंतेवाड़ा या गिरिडीह या चांदीपुर में आदिवासियों के साथ वही करेंगे, जो बाकी करते रहे…मैं ऐसे कई लोगों को जानता हूं, जो कैम्पस में लाल झंडा ले कर चलते थे और अब पुलिस या पैरामिलिट्री में बड़े पद पर हैं…आदिवासियों के गांव खाली कराते हैं…गोली चलवाते हैं…और रात को ओल्ड मांक के साथ सिस्टम को कोस कर पाप धो लेते हैं…

Parmanand Pandey : Why such mad race for Civil Services? All successful boys and girls for the Civil Services 2015 deserve to be heartily congratulated but it is also an occasion to reflect on the psyche of we Indians, who are still frozen in the time of the pre-independence era. Civil Services Examination is arguably the toughest examination to crack. Thousands of IITians, Medicos, Engineers of different streams, IIM educated boys and girls, besides graduates, post graduates, even PhDs in Science, Humanities, Commerce and Law appear in the Civil Services examination. Many university and college teachers also aspire to become civil servants. It has been reported in the newspapers that in 2015 examination of Civil Services, more than nine lakh candidates appeared, out of it approximately one thousand have been finally selected for various posts like; IAS, IPS, IRS, IRTS, IFS etc. It means only one person has got the final selection out of nearly 1000 who appeared in the examination. Earlier IFS was considered to be the most coveted service but now the selection in the IAS, IPS and IRS is preferred for obvious reasons.
There is no doubt that brilliant persons are required to execute the policies and programmes as framed by the Executive, which consists of the Prime Minister and his/her Cabinet at the Centre and the Chief Ministers and their Ministers in the States. What really amazes is that all round euphoria and exultation is found, in the family, relatives and among the people of the area over the selection of the talented persons in the civil services, who ultimately turn out to be the cogs in the wheels and lose their innovative and entrepreneurial capacity.
In fact, engineers, medicos and other professionals should be discouraged from appearing in the Civil Services Examination as they have to play only second fiddle to their political masters after selection. The best that they can do is to remain committed to the rule book and perform their duties honestly and efficiently, which also disappear very fast when they join their service. Some of them certainly show their brilliance in the initial days in their service but the with passage of time they get attuned to work in the most mechanical manner. On the other hand, if they had remained to their professions where they had been trained, their talents would have not gone totally waste.
The most distressing is that the young boys and girls who are selected to the Civil Services, they talk very high of the ethics, morality and probity but soon after entering into the service, they forget all ideals and get sucked head over heels in corruption. The general impression is that civil servants are corrupt and arrogant and consider themselves to be the masters, not public servants. It has also been seen that civil servants actually guide and tutor about the corruption to their political masters. How unfortunate!
The mad race for all government services shows two things: one is that the government job is a passport to risk free life and the second is the power and position they enjoy with hardly any strings attached to it. Both the considerations for government jobs are not good for any vibrant society. Policy makers and intellectuals, therefore, will have to give a serious thought over the role, duties and selection of the Civil Servants, who could help transform the country instead of securing their own and their progenies’ economic future.
