IPS urges no further extension on property return in Lokpal Act

IPS officer Amitabh Thakur has demanded that no further extension be given for providing the annual property return under the Lokpal and Lokayukta Act 2013. In his letter to Secretary, Department of Personnel and Training (DOPT), Government of India, he said that sub-section 4 of section 44 of the Act asks each public servant to provide annual property returns of himself, spouse and dependents, while sub section 6 asks the Department to present this information on the respective Departmental websites.

Amitabh said the DOPT on 01 August 2014 first asked IAS and IPS officers to provide property returns for 2014 by 15 September 2014 but since then the last date has been extended 05 times. Last time, it was extended on 11 October 2015 fixing 15 April 2016 for providing information for 2014 and 2015, but it is being widely speculated that the date will extend further. He said the repeated extension of date despite strict legal requirement is not appropriate and it shall not be extended any further, saying that he would move to Court if it happens. He has also requested for the property returns to be put on Departmental websites.

लोकपाल एक्ट में संपत्ति ब्यौरा की तारीख न बढाने की मांग

आईपीएस अफसर अमिताभ ठाकुर ने लोकपाल और लोकायुक्त एक्ट 2013 के तहत वार्षिक संपत्ति विवरण दिए जाने की तारीख अब और नहीं बढाए जाने की मांग की है. भारत सरकार के कार्मिक और प्रशिक्षण विभाग (डीओपीटी) के सचिव को भेजे अपने पत्र में उन्होंने कहा कि 2013 में पारित इस एक्ट की धारा 44 की उपधारा 4 में हर लोक सेवक को अपने, अपनी पत्नी या पति और स्वयं पर आधारित लोगों के चल और अचल संपत्ति का पूरा विवरण देना है जबकि उपधारा 6 के अनुसार इस विवरण को सम्बंधित मंत्रालय के वेबसाइट पर डाले जाने की व्यवस्था है.

अमिताभ ने कहा कि डीओपीटी ने 01 अगस्त 2014 को पहली बार आईएएस तथा आईपीएस के अफसरों को वर्ष 2014 का विवरण 15 सितम्बर 2014 तक देने के आदेश दिए लेकिन उसके बाद यह समयसीमा 05 बार बढ़ाई जा चुकी है. अंतिम बार 11 अक्टूबर 2015 को 2014 और 2015 के लिए अंतिम तारीख 15 अप्रैल 2016 तय की गयी है लेकिन इस बात की चर्चा है कि यह तारीख एक बार फिर बढ़ाई जाएगी. उन्होंने कहा कि इस प्रकार एक क़ानून के तहत निश्चित तिथि को बार-बार बढ़ाया जाना उचित नहीं है और अब इसे किसी कीमत पर नहीं बढ़ाया जाये और कहा है कि तारीख बढ़ाए जाने पर वह इसके खिलाफ कोर्ट जायेंगे. साथ ही उन्होंने इन सूचनाओं को उपधारा 6 के अनुसार सम्बंधित मंत्रालय के वेबसाइट पर भी जाने की मांग की है.
