चुनाव आयोग ने बहुजन समाज पार्टी (बसपा) द्वारा भारतीय जनता पार्टी, कांग्रेस, समाजवादी पार्टी सहित सभी महत्वपूर्ण राजनैतिक दलों द्वारा नोटबंदी की अवधि सहित वर्ष 2016-17 में जमा की गयी नकद धनराशि का विवरण सार्वजनिक करने का प्रस्ताव ठुकरा दिया था. ये तथ्य नोटबंदी के बाद बसपा द्वारा दिल्ली के करोल बाग़ स्थित यूनियन बैंक ऑफ़ इंडिया के पार्टी अकाउंट में 02 दिसंबर से 09 दिसंबर 2016 के बीच 104 करोड़ रुपये के पुराने नोट जमा कराये जाने के सम्बन्ध में इलाहाबाद हाई कोर्ट के जाँच के आदेश के संबंध में आरटीआई एक्टिविस्ट डॉ नूतन ठाकुर को आयोग द्वारा दिए गए अभिलेखों से सामने आया है.
आयोग ने बसपा को 02 मार्च 2017 को नोटिस जारी किया था जिसपर पार्टी के राष्ट्रीय महासचिव सतीश चंद्र मिश्रा ने 03 मार्च के पत्र द्वारा आयोग से निवेदन किया था कि मीडिया की खबरों के अनुसार नोटबंदी के बाद सभी बड़े राजनैतिक दलों ने बसपा से कई गुणा ज्यादा नकद धनराशि बैंकों में जमा कराया है. मात्र बसपा को नोटिस देने को भेदभावकारी बताते हुए उन्होंने कहा था कि पार्टी फण्ड में पारदर्शिता और उत्तरदायित्व लाने और सभी पार्टियों में समानता के लिए सभी बड़े राजनैतिक दलों से पिछले 12 महीने के नकद जमाराशि का हिसाब माँगा जाये.
आयोग ने इस प्रस्ताव को नज़रंदाज़ कर दिया और बाद में अपने आदेश दिनांक 04 मई 2017 द्वारा बसपा द्वारा व्यवहारिक परेशानी की बात कहे जाने को स्वीकार करते हुए प्रकरण को समाप्त कर दिया. नूतन ने कहा कि यह दुखद है कि आयोग ने एक राजनैतिक दल द्वारा लाये गए ऐसे प्रस्ताव को ठुकरा दिया जो चुनावी शुचिता में सहायक होता.
ECI ignored BSP plea for parties to disclose cash deposit
The Election Commission of India had completely ignored the request made by Bahujan Samaj Party (BSP) to issue formal notices to all major political parties like Bhartiya Janata Party, Congress and Samajwadi Party to disclose the details of their total Cash deposits in their party bank accounts during 2016-17, covering the demonetization period.
This fact has emerged from the Commission response to RTI activist Dr Nutan Thakur, who had sought the Commission’s documents related to the High Court order about enquiring into the Rs. 104 crores cash money deposit by BSP between 02 to 09 December 2016 in the Party’s bank account in Karol Bagh branch, New Delhi.
The Commission had issued notice to BSP on 02 March 2017 to which its National General Secretary Satish Chandra Mishra had responded on 03 March saying that as per Media reports large amount of case has been deposited by all major national and regional parties, which is many times more than the BSP deposit. Calling the move discriminatory, he had said that to ensure transparency and accountability in party funds and for fair treatment all major political parties must be asked to disclose the cash deposited by them during the last 12 months.
The Commission ignored this plea, and later through its order dated 04 May, it accepted the BSP’s explanation of peculiar circumstances and practical difficulties and dropped the matter. Nutan said it was worrisome that the Commission chose to ignore such an important point being raised by a political party itself.
