इलाहाबाद हाई कोर्ट की लखनऊ बेंच के डिप्टी रजिस्ट्रार राम किशोर वर्मा द्वारा उन्नाव के कई लोगों से मुकदमों में मदद करने के नाम पर की गयी ठगी की चीफ जस्टिस डॉ डी वाई चंद्रचूड को शिकायत भेजी गयी है. आईपीएस अफसर अमिताभ ठाकुर ने ईमेल से भेजी शिकायत में कहा है कि उन्नाव के बृजेश कुमार, आसिफ खलिक, दुर्गेश कुमार सोनी और विवेक श्रीवास्तव ने उन्हें बताया कि मुकदमों के सिलसिले में संपर्क में आये श्री वर्मा ने मुकदमों में मदद के नाम पर बृजेश कुमार से आरटीजीएस से 98 हज़ार सहित 1.98 लाख, आसिफ खलिक से 80,000 और दुर्गेश सोनी से 1.36 लाख मुकदमे में मदद और 4 लाख रुपये गाजीपुर कोर्ट में भर्ती के नाम पर ठग लिए.
पीड़ितों ने बताया कि एक तो श्री वर्मा रुपये वापस नहीं कर रहे और मांगने पर उलटे पुलिसवालों के जरिये मुकदमों में फंसाने की धमकी देते हैं. श्री ठाकुर ने चीफ जस्टिस से प्रशासनिक प्रमुख के रूप में इस मामले की जांच करा कर पीड़ितों को न्याय देने और दोषी को दण्डित करने की प्रार्थना की है.

Subject- Regarding alleged improprieties of Sri Ram Kishore Verma, said Deputy Registrar in Lucknow bench
Respected Sir,
1. That the petitioner Amitabh Thakur presents this representation as regards the alleged improprieties of one Mr Ram Kishore Verma, a said Deputy Registrar in Lucknow bench of the Hon’ble Allahabad High Court.
2. That a few people Sri Brijesh Kumar s/o Sri Shambhu Dayal, 351, Civil Lines, Unnao # 094151-54698, Sri Asif Khaliq s/o Sri Khaliq Ahmad, 116, Taki Nagar, Unnao #093055-93701, Sri Durgesh Kumar Soni s/o Sri Ram Narain Soni, village and post Magarwara, Unnao and Sri Vivek Srivastava s/o Sri Santosh Srivastava, 1031, Civil Lines, Unnao # 088088-71000 came to the petitioner’s residence 5/426, Viram Khand, Gomti Nagar, Lucknow at around 05.00 PM on 25/12/2014 (Thursday)
3. That these people presented several serious facts about one person Sri Ram Kishore Verma r/o Alok Nagar, near Macaulay school, Kalyanpur, Lucknow # 080049-05032, 094154-08794 who sits in one of the offices of the Registry in the Lucknow bench of the Hon’ble High Court and claims and is possibly a Deputy Registrar there.
4. That these people told that Sri Soni is a relative of Sri Verma while the others came in contact with him in context of their cases pending before the Hon’ble High Court, for which they regularly visited the Hon’ble Court and got befriended to him
5. That the petitioner was told that Sri Verma made tall promises of helping them not only in their pending Court cases but also as regards other matters in various other departments, which these people started believing and in due course of time, Sri Verma obtained money from them in the name of helping them in their court cases
6. That Sri Brijesh Kumar told that he gave Sri Verma rupees 01 lakh cash in the Hon’ble Court premises around an year back and he also transferred Rs. 98 thousand through RTGS online transaction from his bank account (SBI account in Unnao) to Sri Verma’s account (possibly Axis Bank account) for helping in his case
7. That Sri Asif Khaliq told that he had given Rs. 80 thousand to Sri Verma in the name of getting his cases swiftly disposed
8. That Sri Durgesh Soni told that he had given Rs. 1.36 lakh some 3.5 years ago in 2011 in the name of swift disposal of his case and Rs. 4 lakh in 2011 for getting his son Sri Aasu Sonu appointed in Ghazipur District court in some forthcoming job-examination, where Sri Aasu appeared in the exam but did not get selected
9. That Sri Vivek Srivastava told that he was witness to many of these transactions and was also privy to most of these facts and happenings
10. That these people told the petitioner that all the promises made by Sri Verma proved false and they have been running after Sri Verma to return back the money but Sri Verma is consistently delaying the matter.
11. That they also told that on many occasions Sri Verma has also threatened them that he will get them ruined by implicating them in false cases through his high connections as being the Deputy Registrar of the Hon’ble High Court
12. That these people had come to the petitioner because they had heard about him and wanted his support in this matter
13. That the petitioner asked them to present a written complaint to him which they agreed. The petitioner drafted a complaint in the presence of and with assistance of these people and all the four persons signed the complaint. A copy of the signed complaint is being presented as Annexure No 1 while a copy of the computer-typed complaint is being presented as Annexure No 2
14. That after having presented the complaint, the complainants got extremely jittery because they were told by their family-members and well-wishers that complaining against Sri Verma would prove extremely ruining and dangerous to them.
15. That more than once these people contacted the petitioner on phone and even came to his house the next morning on 26/12/2014 to pray not to send a formal complaint because they feared Sri Verma and his clout
16. That but being a person who never believes in taking things quietly and who strongly believes that people aggrieved by various forms and facets of maladministration, corrupt practices, administrative high-handedness and all other forms of improprieties done by people in authority must strongly resist them with all possible might without any fear of persecution, the petitioner decided that he would not abide by the complainants’ directions but would present the facts that have already come in his notice and possession to the appropriate forum
17. That the factor that tilted in favour of overruling these people’s dictates was the immense faith that the petitioner reposes in the wisdom and justice of the Hon’ble High Court and Your Lordship as the worthy custodian of this seat of Justice
18. That if it were a matter related with any other administrative wing, the petitioner might have stopped midway thinking that his complaint might result in unwarranted ill-effects on the aggrieved persons for which the petitioner might hold himself responsible, but he knows for sure that in this particular case, Your Lordship will ensure not only complete justice and strong action in the matter being presented but would also ensure that no unwarranted and untoward harm occurs to these frightened persons
19. That the petitioner also feels that justice delivered to these people will send very positive strong message all around for more such aggrieved persons to come forward against the various forms of corrupt practices often alleged in administrative wings (like Registry) of various judicial forums, including that of this Hon’ble Court
20. That the petitioner does not know personally as to how far are the complaints made by these people correct but the general demeanour and the overall action, including the fact that these people showed the petitioner a few video-recordings of a person in black-coat being called Sri Verma by these people, taking money from one of them and talking about bribe-money and the various services he would render in lieu, make the petitioner feel very strongly about the genuineness of the complaint
21. That the petitioner is sure that if the facts presented by these people is enquired with due compassion and sensitivity, these people would be able to overcome their fear as regards their personal harm and will come out with all the relevant facts along with the required evidences and hence he hereby presents this complaint before Your Lordship for taking all the necessary action as the administrative head of this Hon’ble Judicial forum to provide complete justice in this matter, under the various provisions of law.

कृपया निवेदन है कि हम बृजेश कुमार पुत्र श्री शम्भू दयाल, निवासी 351, सिविल लाइंस, उन्नाव # 094151-54698, आसिफ खलिक पुत्र श्री खालिक अहमद, 116, तकी नगर, उन्नाव # 093055-93701, तथा दुर्गेश कुमार सोनी पुत्र श्री राम नारायण सोनी ग्राम व पोस्ट मगरवारा जिला उन्नाव हैं.
हम सभी लोग श्री राम किशोर वर्मा जो इलाहाबाद हाई कोर्ट, लखनऊ बेंच में कार्यरत हैं और हाई कोर्ट में डिप्टी रजिस्ट्रार ऑफिस में बैठते हैं तथा जिनका निवास आलोक नगर, मैकाले स्कूल के पास, कल्यानपुर, लखनऊ # 080049-05032, 094154-08794 में है और जिन्होंने अपने घर के बाहर बोर्ड पर डिप्टी रजिस्ट्रार, हाई कोर्ट लिखा है, से काफी परेशान हैं और इस सम्बन्ध में आपकी न्यायिक मदद चाहते हैं.
संक्षेप में मामला यह है कि हममे से दुर्गेश सोनी श्री राम किशोर वर्मा के रिश्तेदार हैं और पहले वे श्री वर्मा के जाल में फंसे. आगे हम लोगों के अलग-अलग मामलों में कुछ मुकदमे हाई कोर्ट में चल रहे हैं. हम लोग इन्ही मुकदमों के सिलसिले में हाई कोर्ट जाते थे, जहां श्री वर्मा से मुलाक़ात हुई. हमारे चेहरे और स्थिति को देख कर श्री वर्मा समझ गए कि हम परेशानी में हैं और उन्होंने धीरे-धीरे हमें अपने जाल में फंसाना शुरू कर दिया.
उन्होंने हमें अपने बारे में काफी बड़ी-बड़ी बातें कहीं और हमें कई प्रकार से सब्ज-बाग़ दिखाया. उन्होंने कहा कि मैं तुम्हारा जिस विभाग में कहोगे, जैसा काम कहोगे वैसा काम करवा दूंगा. उन्होंने यह भी कहा कि मैं हाई कोर्ट में भी आप लोगों के पेंडिंग काम करवा सकता हूँ और यहाँ कई लोग मेरे परिचित हैं.
चूँकि हम परेशान लोग हैं और अपने मुकदमों का जल्द फैसला चाहते थे, अतः हम उनके लगातार दिए जा रहे झांसों में आ गए. इसके बाद श्री वर्मा ने हममे से सभी से अलग-अलग समय में इन मुकदमों में सरकारी वकील के नाम पर पैसे लिए. बृजेश कुमार से एक बार में आज से लगभग एक साल पहले हाई कोर्ट प्रांगन में 1 लाख नकद लिए एवं अपने बैंक खाते में 98 हज़ार रुपये RTGS Axis online transaction के माध्यम से करवाया. इस प्रकार श्री वर्मा ने बृजेश कुमार से 1.98 लाख (एक लाख अट्ठानवे हज़ार) रुपये लिए हैं. इसके बाद आसिफ खलिक से 80,000 (अस्सी हज़ार) रुपये यह कहते हुए लिया कि आपके मुकदमे का जल्द निबटारा करा देंगे.
दुर्गेश सोनी से 1.36 लाख (एक लाख छतीस हज़ार) रुपये मुकदमे के जल्द निबटारे के नाम पर करीब 3.5 साल पहले वर्ष 2011 में लिए और इसके बाद 4 लाख रुपये गाजीपुर जिले में कोर्ट की भर्ती के नाम पर वर्ष 2011 में लिए जिसमे उनका बेटा आसू सोनी गाजीपुर भर्ती के लिए गया और परीक्षा भी दिया लेकिन उसका परीक्षा में नहीं हुआ. इसके बाद से हम तीनों लगातार उनके घर और ऑफिस का चक्कर मार रहे हैं पर उन्होंने अब तक पैसा नहीं दिया है. उलटे हमें वे धमकी देते हैं कि मैं हाई कोर्ट का अफसर हूँ, तुम्हे चुटकी में पुलिस से कह कर फंसा दूंगा.
हम अपने आरोपों के सम्बन्ध में जरुरत पड़ने पर तमाम साक्ष्य भी प्रस्तुत करेंगे क्योंकि हमारे पास इन बातों के बारे में वोईस तथा वीडियो रिकॉर्डिंग है. साथ ही हममे से कुछ के पास उनको दिए गए पैसे का बैंक ट्रांजेक्शन ब्यौरा भी है. इसके अलावा श्री विवेक श्रीवास्तव पुत्र श्री संतोष श्रीवास्तव निवासी 1031, सिविल लाइंस, उन्नाव # 088088-71000 तथा कुछ अन्य मित्र भी इन सभी बातों के अलग-अलग समय के गवाह हैं जिनमे कुछ के सामने ही श्री वर्मा ने पैसे लिए हैं.
हमने आपके विषय में सुन रखा है और अतः हम इस मामले में आपसे हमारी मदद करने की गुजारिश करते हैं, ताकि हमारा पैसा मिल सके और श्री वर्मा को उनके अपराधों का सही दंड मिले. हम गरीब और कमजोर लोग हैं, अतः हम यह भी चाहेंगे कि इस मामले में हमारा किसी तरह से नुकसान नहीं हो क्योंकि श्री वर्मा हमेशा हमें अपने पोस्ट का धौंस दिखाते रहते हैं.
