उत्तर प्रदेश स्टेट इंडस्ट्रियल डेवलपमेंट कारपोरेशन (यूपीएसआईडीसी) के विवादित चीफ इंजीनियर अरुण मिश्रा ने हिंदुस्तान टाइम्स अखबार को लीगल नोटिस भेज दिया है. हिंदुस्तान टाइम्स में कानपुर डेटलाइन से रिपोर्टर हैदर नकवी ने एक रिपोर्ट छापी कि कैसे एक लाख रुपये महीने तनख्वाह पाने वाला एक बाबू (यानि अरुण मिश्रा) देश के शीर्षस्थ वकीलों को अपना मुकदमा लड़ने के लिए हायर करने की क्षमता रखता है. ये शीर्षस्थ वकील हैं सोली सोराबजी, हरीश साल्वे, मुकुल रोहतगी और अन्य.

ज्ञात हो कि अरुण मिश्रा को सीबीआई ने 2011 में गिरफ्तार किया था. उस पर 65 से ज्यादा फर्जी बैंक एकाउंट संचालित करने का आरोप था. ऐसा माना जा रहा है कि उसने ब्लैक मनी को ह्वाइट करने के मकसद से विभिन्न शहरों के कई बैंकों में फर्जी बैंक एकाउंट खुलवा रखे थे. आय से अधिक संपत्ति के आरोपी अरुण मिश्रा जब तनख्वाह ही महीने का एक लाख रुपये पाता है तो वह कैसे इतने महंगे वकीलों को फीस देता होगा. इन वकीलों के बारे में सब जानते हैं कि ये एक एक सुनवाई के दौरान उपस्थित होने के लाखों रुपये लेते हैं. अरुण मिश्रा के खिलाफ ढेर सारे केस हाई कोर्ट और सु्पीम कोर्ट में चल रहे हैं.
अरुण मिश्रा अपने को बचाने के लिए इन टाप वकीलों की सेवाएं ले रहा है. लेकिन इस सेवा लेने से एक सवाल खड़ा हो गया है कि वह इन्हें पैसा कहां से देता होगा? क्या अरुण मिश्रा से केंद्रीय एजेंसियों को यह नहीं पूछना चाहिए कि आखिर वह इतने बड़े बड़े वकीलों को प्रत्येक पेशी पर लाखों रुपये कहां से देता है? ज्ञात हो कि 2011 में सीबीआई ने अरुण मिश्रा को दिल्ली के पृथ्वीराज रोड और देहरादून में संपत्तियों को जब्त किया था. पृथ्वीराज रोड वाली लुटियन जोन इलाके की अकेली प्रापर्टी की कीमत करीब 300 करोड़ रुपये से ज्यादा है. ऐसे में यह समझा जा सकता है कि यह महाभ्रष्टाचारी अरुण मिश्रा कहां से अपने टाप लेवल के वकीलों को फीस देता होगा. पहले हिंदुस्तान टाइम्स में छपी पूरी खबर पढ़िए… उसके ठीक बाद अरुण मिश्रा द्वारा अखबार को भेजे गए लीगल नोटिस को बांचिए…

A bevy of legal luminaries have appeared multiple times in the Supreme Court and the Allahabad high court individually over the past three years to defend Arun Mishra, chief engineer with the UPSIDC.

What do India’s top lawyers — Soli Sorabjee, Harish Salve, Mukul Rohatgi and others — have in common? They have all defended a mid-level bureaucrat in Uttar Pradesh who is accused of amassing disproportionate assets worth crores and running scores of fake bank accounts.
A bevy of legal luminaries have appeared multiple times in the Supreme Court and the Allahabad high court individually over the past three years to defend Arun Mishra, chief engineer with the UP State Industrial Development Corporation (UPSIDC).
The unusual part — Mishra draws a monthly salary of just over Rs 1 lakh while it is understood that the lawyers often charge a fee ranging between five and twenty lakh per day. Despite repeated attempts, Mishra was not available for comment. A peon at his office said he wasn’t available and it wasn’t clear when he would arrive. The CBI arrested him in 2011 for allegedly operating 65 fake bank accounts with the Punjab National Bank, Dehradun, where he is supposed to have parked black money.
In 2011 also, the Enforcement Directorate (ED) seized his properties on Prithviraj Road in Delhi’s Lutyens Zone, and Dehradun. The Prithviraj Road property, apparently bought in the name of a company called Ajanta Merchants, where his wife and father are listed as directors, is alone worth an estimated Rs 300 crore.
Among his other alleged properties the ED is investigating, are 60 acres of land in UPSIDC Industrial Park on Kursi Road in Barabanki and the Asia School of Engineering and Management on another 52 acres of land. Court records show he and his family have two palatial houses in upscale Gomti Nagar of Lucknow, five properties in Dehradun and 100 acres of land in Barabanki. After the CBI investigation into the Dehradun fake accounts case, the SIT filed an FIR against Mishra over his alleged disproportionate assets in 2011 and the probe is ongoing.
The bureaucrat also faced charges in the 2007 Tronica City scam in Ghaziabad, where officers allegedly gave away more than 400 plots at throwaway prices. Mishra had joined UPSIDC as assistant engineer in 1986 and became chief engineer in 2002 — superseding many others — at a time he held the coveted charge of managing director of the corporation.
In the high court, he was defended by Shanti Bhushan, who apparently would fly down to Allahabad whenever there was a hearing, sources said. Soli Sorabjee, Harish Salve, Abhishek Manu Singhvi, Gopal Subramaniam, Nageshwar Rao, Shanti Bhushan argued against his dismissal, at different stages, in the Supreme Court, which stayed the high court’s order. Mishra rejoined as UPSIDC chief engineer within a month, in September 2014.
Rohatgi, now the country’s attorney general, appeared for Mishra in the SC in the case related to the CBI probe against him. In 2016 Mishra was deprived of his powers as UPSIDC chief engineer and was restricted to oversee development work in nine revenue divisions. He then hired Kapil Sibal to fight his case in the SC.
Salman Khurshid appeared for Mishra in the SC in a case wherein the Allahabad HC had passed different orders relating to his alleged forged mark sheets and engineering degrees.
TAINTED TRACK RECORD

-In August 2014, Mishra was dismissed from UPSIDC on the orders of Allahabad high court for getting his job on forged degrees. But he moved the Supreme Court challenging the high court’s decision.
