Complaint against IAS officer for criticizing disabled quota in civil services

National President of Azad Adhikar Sena Amitabh Thakur has presented a complaint before the Prime Minister of India, against IAS officer Smita Sabharwal of Telangana cadre, for her comments against disability quota in the civil services. He has sent a copy of the complaint to the Chief minister of Telangana.

In his complaint, he said that Smita Sabharwal openly criticized the government policy on quota to disabled people in the civil services, and questioned its propriety.

This is prime facie misconduct under rules 3, 6 and 7 of the All India services conduct rules 1968. Rule 3 of the conduct rules required proper conduct against all people including the weaker sections. Rule 6 is regards connection with the press and radio while Rule 7 is as regard criticism of the government policy.

Amitabh Thakur has sought appropriate action against the IAS officer for her degrading and improper remarks against the socially handicapped people.

The rule 3, 6 and 7 of all India services conduct rules 1968 are of utmost relevance in the given case.

It is quite obvious that the above three rules have been widely violated in the given case as Ms Sabharwal has not only behaved in a manner not responsive to the public, particularly to the vehicle section, she has not been cautious and has not shown good behaviour to people.

She has not refrained from doing things which are contrary to the given laws as regards the disabled persons. She has not maintainef discipline in the discharge of her duties.

She has violated rules 6 by connection with press and radio and comment on social media which had nothing to do with her official duty or bonafide discharge of her duties.

Similarly as regards rule 7, she has clearly violated rules 7 and has criticized the government policy. It is a clear government policy as regards disabled persons which is being publicly criticized by the given IAS officer.

In view of all these facts I, Amitabh Thakur, president of Azad Adhikar Sena seek immediate strong action against Ms Smita Sabharwal for the above violations of rules 3, 6 and 7 of the all India services conduct rules.
