जहाँ गृह मंत्रालय, भारत सरकार ने कंगना रानौत को दी गयी वाई श्रेणी सुरक्षा का जोरशोर से प्रचार-प्रसार किया है, वहीं कुछ दिन पहले ही इस मंत्रालय ने सुरक्षा दिये गए लोगों के नाम सार्वजनिक करने का जोरदार विरोध किया था.
लखनऊ स्थित एक्टिविस्ट डॉ नूतन ठाकुर ने एक्स, वाई, जेड तथा जेड प्लस सुरक्षा प्रदत्त लोगों की सूची तथा अन्य संबंधित सूचना मांगी थी.
गृह मंत्रालय ने मात्र सुरक्षा प्रदत्त लोगों की कुल संख्या बताई किन्तु उन्होंने आरटीआई एक्ट की धारा 8(1)(जी) में सूचना जिसे प्रकट करने से किसी के जीवन या सुरक्षा को खतरा हो तथा 8(1)(जे) में व्यक्तिगत सूचना के नाम पर सुरक्षा दिए गए लोगों के नाम सार्वजनिक करने से इंकार कर दिया.
गृह मंत्रालय ने केंद्रीय सूचना आयोग के सामने भी वही बात कही जिससे सहमत होते हुए सूचना आयुक्त वाई के सिन्हा ने कहा कि सुरक्षा प्राप्त लोगों के नाम सार्वजनिक करने से सुरक्षा देने का उद्देश्य ही विफल हो जायेगा तथा इन लोगों की सुरक्षा के लिए खतरा बन सकता है.
नूतन ने कंगना का नाम सार्वजनिक करने तथा पूरी सूची को सामने लाने से मना करने की स्थिति को आपत्तिजनक बताया है.
MHA declares Kangana Y security, denies info on other’s security
While Ministry of Home Affairs, Government of India has announced grant of Y Category security to Kangana Ranaut with much fanfare, only few days ago, it had vehemently opposed providing names of those granted security cover.
Lucknow based activist Dr Nutan Thakur had sought list of persons who have been provided various security covers like X, Y, Z, Z plus etc and other related information.
MHA only provided total number of persons with different security categories, but opposed providing names of protectees under sections 8(1)(g), related with information, the disclosure of which would endanger the life or physical safety of any person and 8(1)(j), related with personal information.
MHA took the same stand before Central Information Commission as well. Information Commissioner Y K Sinha agreed to it saying that revelation of names of the protectees or other details will militate against the very objective of providing security cover and may constitute a threat to the safety and security of the protectee.
As per Nutan, making public Kangana’s grant of protection while opposing declaration of the list of other protectees is clearly objectionable.
