Respected Sir,
I want to draw the kind attention of the Honorable Prime Minister towards the arbitrary cadre restructuring going on in the EPFO Ministry of Labor Govt. of India. The restructuring is being done not for the entire organization but only in the favor of a particularly group of officers i.e. Group A officer of 1999 batch APFCs. In presently proposed cadre restructuring, the committee increased the cadre of RPFC (for Group A officer of 1999 batch) 5 times (500%) and for other cadre no substantive proposal has been made.
Mr Shyam Beer Tonk who is a RPFC-II from the EPFO from 1999 batch of APFCs, is now posted as OSD of the Minister of Labor and Employment resident of Hyderabad from the Minister’s region. Through Mr. Shyam Beer Tonk, OSD all the Group A officers of his batch, have somehow managed the Minister Of Labor And Employment and some of the CBT members by hook or crook and is misguiding the entire decision making body about the cadre restricting. After the transfer of Mr K K Jalan IAS Ex CPFC now the Secretary in other department, who had rejected the cadre restricting draft proposal, Mr Shyam BeerTonk managed the situation and has got a new draft prepared/accepted by Cadre Restructuring Committee on 09/02/2016 and today on 12/02/2016, he is in Hyderabad to get the signature of minister on the said proposal.
They have also managed the CBT to pass the proposal in meeting scheduled to be held on 16/02/2016 in Hyderabad. Today Group B, C, D Staffs/Union tried to meet the Minister in Hyderabad, to represent their cause, but the access was denied by the persons surrounding him. It seems that the Minister and the Cadre Restructuring Committee and some of the CBT members are mere a puppet in the hands of the above mentioned officers. The question arise why the OSD, Minister, CBT members and committee are working so hastily and the answer is only to keep the interest of Group A cadre particularly for 1999 batch, who are already getting time bound scales and promotions. Whereas the Group B Officers who were also selected by UPSC in 1999, have not got even a single promotion. Moreover in the current Cadre restructuring proposals, no Time Bound Scale or promotion for this Group-B cadre is being proposed.
The situation of the Group C and D staff is also the same who are actually working hard for the organization and are instrumental in providing service to the EPF subscribers. Mr K K Jalan IAS Ex CPFC now posted as Secretary in other department is well acquainted about the matter who had rejected the restructuring proposal due to the above discrepancies. Therefore through this letter I request to Mr. Narendra Modi JI Honble Prime Minister to kindly interfere in the matter and direct the concerned minister/Officials to prepare such cadre restructuring proposal which is in the interest of all the staff members and organization as a whole, otherwise the deprived cadres of the organization will suffer irreparable loss In regime of the Best P M.
