अमिताभ ठाकुर ने उत्तर प्रदेश के जेलों में कैदियों के बैरेक आवंटन तथा जेल में मजदूरी में भ्रष्टाचार की लोकायुक्त जस्टिस संजय मिश्रा को शिकायत भेजी है.
अमिताभ ने कहा कि उत्तर प्रदेश जेल मैन्युअल के प्रस्तर 19 के अनुसार जेल में आये नए कैदी को न्यूनतम 10 दिन क्वारंटाइन में रखा जाना अनिवार्य है और फिर एक के बाद एक कैदी को बैरेक आवंटन की व्यवस्था है. इसके विपरीत यूपी के जेलों में पैसे पर मनमाने ढंग से कैदियों को बैरेक आवंटन होता है. मनचाहे बैरेक आवंटन की सामान्य दर 2000 से 2500 रुपये प्रति कैदी बताई जाती है.
इसी तरह कैदियों से जेल में काम लेने अथवा उन्हें बैरेक में आराम करने को छोड़ देने के भी पैसे लगते हैं.
अमिताभ ने कहा कि उनके पास इन आरोपों से जुड़े सबूत भी हैं. अतः उन्होंने इस संबंध में जाँच कर कार्यवाही की मांग की है. अमिताभ सात माह लखनऊ जेल में थे.
Amitabh Thakur has presented a complaint to Lokayukta Justice Sanjay Mishra regarding corruption in Uttar Pradesh Jails in allotment of Barracks to the prisoners.
Amitabh said that Para 19 of UP Jail Manual says that every prisoner must remain in quarantine Barrack for at least 10 days after coming to jail and then they shall be allotted Barrack one by one. Instead in UP Jails, Barracks are allotted to prisoners in a completely random and arbitrary manner after taking money from them. The usual rate of allotment of barrack in this manner is said to be Rs. 2000 to Rs. 2500 per prisoner.
Similarly, whether a prisoner will stay in his Barrack or will have to work in jail is decided by money.
Amitabh said he had evidence in this regard. Hence he has sought enquiry and action in the matter. Amitabh was in Lucknow jail for 07 months.
