This is to bring to your kind attention that at the Indian Institute of Mass Communication (IIMC), New Delhi, a premier government institution of media and journalism studies of the country, run by the Ministry of Information and Broadcasting, Government of India, rampant Dalit atrocities (including sexual harassment of a Dalit woman) have been taking place with full backing of the administrators helming the affairs including the Chairperson and the Director General of IIMC.
As recently as 30th of September 2016, in abject violation of Indian Law and Constitution, IIMC has arbitrarily and illegally decided to terminate the services of more than 25 Dalit manual laborers / safai karamcharis who had dedicatedly been working at IIMC for more than the past ten years (some more than fifteen years) under dismal contractual working conditions with a meager salary of 6000/- to 8000/- Indian rupees per month. On the eve of 30th of September, 2016 without any prior intimation or notice, the above mentioned Dalit laborers were verbally ordered by the Additional Director General with the approval of the competent authority i.e. Director General to stop coming to job permanently from next day onwards i.e. 1st of October, 2016. Ironically such a grave injustice was meted out to them just a day before the Swachh Bharat Abhiyan drive and Gandhi Jayanti.
Clearly, the termination of the services of the above mentioned Dalit laborers was a motivated move which in actuality was designed to ‘punish’ and ‘teach a lesson’ to a Dalit contractual laborer, Ms. Minaxi who for the past one year has relentlessly been fighting for justice against a rape committed upon her by a highly influential permanent employee of IIMC, Mr. Sagar Rana who happens to be the son of the Official Driver of the Secretary, Ministry of Information and Broadcasting. This is kindly also to be noted that the complainant Ms. Minaxi and her family in the past have consistently been intimidated, harassed and humiliated by the various influential officials and babus of IIMC and Ministry of Information and Broadcasting which a few months back was reported by the section of the national media. Similarly, this time again after sacking her from the job, she has been publically humiliated, threatened and stopped from even entering in the campus by the IIMC administration.
As per the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, any workplace by no means can terminate the services of the woman complainant until the final verdict is delivered by the Court of Law. This entire ploy of terminating the services of all contractual Dalit laborers in the name of ‘routine change’ of contractor (which has happened previously as well for many times but each time the new contractor retained the existing laborers as per the contract-understanding with IIMC administration) is essentially and evidently a clever maneuvering designed by the castiest-patriarchal forces operating at the highest echelons of IIMC to harass and ‘punish’ a Dalit woman, who ‘dared’ to file a rape case against an upper caste influential permanent employee of IIMC, to such an extent that she feels threatened, alienated and ultimately compelled to withdraw the case.
This matter is not just confined to the grave injustice being meted out with the justice-seeking innocent Dalit rape victim but also about the livelihood of the scores of fellow-Dalit laborers toiling for years at IIMC.
