आईपीएस अफसर अमिताभ ठाकुर दिल्ली दंगों में दिल्ली पुलिस की भूमिका, परेशानियों, प्रदर्शन तथा चुनौती के संबंध में अध्ययन करेंगे. वे यह अध्ययन अपनी व्यक्तिगत हैसियत में करेंगे.
अमिताभ अपने अध्ययन में इन दंगों के पूर्व बन रही स्थितियों, परिस्थितियों तथा घटनाओं का अध्ययन करेंगे. साथ ही वे दंगों के दौरान की स्थितियों एवं तथ्यों तथा दंगों के बाद उत्पन्न हुई परिस्थितियों, मनःस्थिति तथा प्रभाव का भी अध्ययन करेंगे.
उनके अध्ययन का मुख्य फलक इन सभी स्थितियों एवं परिस्थितियों में दिल्ली पुलिस की भूमिका, स्थिति, क्रिया-प्रतिक्रिया, चुनौती तथा परेशानियों पर अध्ययन किया जाना होगा. साथ ही इस पूरी अवधि में दिल्ली पुलिस के प्रदर्शन तथा भूमिका के संबंध में लोगों की प्रतिक्रिया तथा संतुष्टि के संबंध में भी अध्ययन किया जायेगा. यह एक अकादमिक अध्ययन होगा, जिसका उद्देश्य मौके पर प्राप्त तथ्यों के क्रम में कतिपय निष्कर्ष प्राप्त करना तथा भविष्य में ऐसी स्थितियों का बेहतर ढंग से मुकाबला कर सकने योग्य क्षमता विकसित करने के संबंध में अपने सुझाव देना होगा.
अमिताभ के अनुसार चूँकि अभी दिल्ली की परिस्थितियां तनावपूर्ण हैं, अतः वे स्थितियों के अनुकूल हो जाने पर अप्रैल 2020 के प्रथम सप्ताह में दिल्ली पुलिस कमिश्नर को अवगत कराते हुए यह अध्ययन करने दिल्ली जायेंगे.
वे इस हेतु गृह मंत्रालय तथा बीपीआरडी, नयी दिल्ली से भी संपर्क कर उनका सहयोग मांगेंगे.
Amitabh Thakur to study role of Delhi Police in Delhi riots
IPS officer Amitabh Thakur shall be undertaking a study of the role, performance, challenges and difficulties of Delhi Police during the Delhi riots.
During the study, Amitabh shall be studying the situation, incidences and circumstances prior to these riots. He shall also be studying the facts and incidences that happened during the riots along with the circumstances and impact of the riots.
The primary focus of his study shall be to look into the various facts, circumstances, actions and reactions, challenges and difficulties faced by Delhi Police during this period, along with the public reaction about the role and performance of Delhi Police all through this process. It shall be an academic study, where the main aim would be come to certain definite conclusions from the facts on the ground and to make suggestions for capacity building for better policing in such circumstances in the future.
As per Amitabh, since the present situation in Delhi is tense, hence he shall be going to Delhi in first week of April 2020 after intimating the Delhi Police Commissioner. He shall also be communicating with the Ministry of Home Affairs, Government of India and Bureau of Police Research and Documentation, New Delhi to facilitate and support the studies.
