सूचना का अधिकार (संशोधन) विधेयक, 2019 पर रोक लगाने की अपील…

आदरणीय राष्ट्रपति जी,

हम आपसे आरटीआई संशोधन विधेयक, 2019 जो लोगों के सूचना के अधिकार को कम करने का प्रयास है, के प्रति आपकी सहमति न देने की अपील करते हैं। संशोधनों पर कोई सार्वजनिक विचार-विमर्श नहीं किया गया है और विधेयक को विस्तृत जांच के लिए किसी भी संसदीय समिति को नहीं भेजा गया है।

सूचना का अधिकार (संशोधन) विधेयक, 2019 का उद्देश्य सूचना आयोगों (जो आरटीआई कानून के तहत अंतिम रूप से निर्णायक हैं) की स्वायत्तता को खत्म करना है। सूचना आयुक्तों को 2005 में पारित आरटीआई अधिनियम के तहत एक निश्चित कार्यकाल की गारंटी दी गई थी। केंद्रीय सूचना आयोग और मुख्य राज्य सूचना आयुक्तों के वेतन, भत्ते और अन्य सेवा की शर्तें चुनाव आयुक्तों के स्तर पर तय की गई थीं।

संशोधन, केंद्र और राज्य सूचना आयोगों के सूचना आयुक्तों के कार्यकाल, वेतन, भत्ते और सेवा की अन्य शर्तों को संरक्षित करने के लिए केंद्र सरकार को सशक्त बनाने के लिए है। संशोधन विधेयक, यदि अधिनियमित किया जाता है, तो केंद्र सरकार को आयोगों पर नियंत्रण रखने की अनुमति देगा और प्रभावी ढंग से उन्हें ‘पिंजरे में बंद तोते’ जैसा बनाएगा।

राष्ट्रपति जी, लाखों भारतीय अपने मूल अधिकार और न्याय को सुरक्षित रखने के लिए अपने संघर्ष में हर साल आरटीआई का उपयोग करते हैं। देश में सर्वोच्च संवैधानिक प्राधिकरण के रूप में, हम आपसे सूचना के अधिकार की रक्षा के लिए खड़े होने का आग्रह करते हैं । सूचना का अधिकार हमारा संवैधानिक अधिकार है।

हम आपसे अपील करते हैं कि सूचना के अधिकार (संशोधन) विधेयक, 2019 के लिए आप अपनी सहमति न दें ।

सूचना के हमारे मौलिक अधिकार की रक्षा करना अब आपके हाथ में है।

Appeal to Withhold Assent to the Right to Information (Amendment) Bill, 2019

Respected Rashtrapati ji,

We appeal to you to withhold your assent to the RTI Amendment Bill, 2019 which seeks to undermine people’s right to information. No public consultations have been held on the amendments and the bill was not referred to any Parliamentary committee for detailed scrutiny.

The Right to Information (Amendment) Bill, 2019 is aimed at eroding the autonomy of information commissions, the final adjudicators under the RTI law. Information Commissioners were guaranteed a fixed tenure under the RTI Act passed in 2005. The salaries, allowances and other terms of service of the Chief and information commissions of the Central Information Commission and Chief State Information Commissioners were fixed at the level of election commissioners.

The amendments seek to empower the central government to prescribe the tenure, salaries, allowances and other terms of service of information commissioners of the Central and State Information Commissions. The amendment bill, if enacted, will allow the central government to exercise control over commissions and will effectively make them ‘caged parrots’.

Rashtrapati ji, millions of Indians use the RTI Act every year in their struggle to secure basic rights and justice. As the highest Constitutional authority in the country, we urge you to stand with people to protect their right to information, which is a Constitutional right.

We appeal to you to use your powers to withhold your assent to the Right to Information (Amendment) Bill, 2019.
