ankho me dhul jhokne ke mamle me ek curruption jo asia ke 1st cast iron plant me ho raha hai , aap ke WASTAGE OF PUBLIC MONEY AT SAILGRROWTH WORKS,KULTI

1. SAIL Growth Works, Kulti is under the clutch of corruption and crores of Public money is being wasted by adopting various unfairmeans in almost all the spheres without any restrain from the corporate level of SAIL.
2. Violating or ignoring the Orders of Director (Finance),SAIL and the Executive Director of SAIL Growth Division ,the Executives and Non-Executives of SAIL are being allowed to enjoy Company’s Electricity at trifling rates without determining the actual consumption of Electricity in each Qrs, Bunglow, Private Schools, Officers Club, Guest House etc rendering loss of electricity charge amounting Rs 20 Lacks approx per month.
3. At the behest of the Executive Director, Growth Division a Contractor was appointed for supply of Power Meters and installation of those at the Qrs & Bunglows under SAIL Growth Works, Kulti. But, surprisingly after installation of 129 Power Meters in various Bunglows and Qrs . But ,the said job was stopped with vested interest of a particular officer who has been enjoying huge Qty of Electricity at his Bunglow ( Comprising 3 Bunglows) and a particular Privately owned English Medium School running commercially on the land and Buildings occupied by an Executive defying the order/orders of the then IISCO Board with vested interest.
4. That without controlling the expenditure on account of Electricity Charges expenditure is been lavishly by losing SGW,Kulti huge sum.
5. That in the name of Awarding contract jobs to Contractors for running various Departments under SAIL Growth Works and for supply of materials regularly violations of contract or supply procedures is envisaged. That without having requisite /prescribed experiences contractors are being selected arbitrarily by the SGW Management hiking abnormally the cost of contract and even 60-100% hike in contract value have been given abnormally to the selected contractors and the suppliers at the cost of Public finance. Nepotism is going on in course of awarding jobs to contractors.
6. That crores of money in on Account CSR fund is being misutilised lavishly by the SGW Management without serving the purpose and objective of CSR Fund.
7. The SGW Management has been incurring huge expenditure by re-constructing Boundry walls and fencing throughout the Kulti Township unnecessarily by spending Crores of Public Money with vested interest.
8. That by expending huge expenditure by renovating a Bunglow a Sign Board has been displayed as MAHILA SAMAJ surreptitiously, where no Mahila was ever seen, but regular spending of money is being made on that account falsely.
9. That Company’s Ration Shop Building near Kathpul ,Kulti was renovated by incurring huge cost in the name of Proposed “Old Age Home” and inaugurated formally by the Management. But no activities at the site are seen.
10. That Century old Children Park adjacent to Kulti Club has been amputed for construction of a proposed Marriage Hall to be run commercially without getting any permission from the concerned Land Revenue Department or the Municipality. Even without getting any permission from the Forest Department a considerable number of Big Grown Trees were cut down arbitrarily and whimsically by particular Officers.
11. That without floating any Tender, construction of the proposed Marriage Hall on the land of SAIL has been awarded to a selected contractor violating every Rules and norms of Contract awarding procedures. So money contract jobs have been awarded to a few selected Contractors showing Emergency Basis.
12. The lands and Buildings under SAIL Growth Works are being swallowed regularly by a group of corrupted Officers with vested interest. The Kulti Club, Guest House and the most prestigious General Manager’s Bunglow are being misutilized and become the money etching Centres of a few corrupted Officers. It is learnt from source that the aforesaid are being taken on lease by a Executive in camouflage or in Benami.
13. That with any executing any lawful Lease Agreement as per condition laid down by the then IISCO Board a Particular Officer and his family members have been running a Privately owned English Medium School running commercially on the land & Buildings by dint of a fake and forged document of Lease Agreement in respect of that School and Crores of Fund are being received by that School since 1989 .
14. That the said Privately owned English Medium School has been allowed to enjoy free electricity to the tune of Rs 1.5 Lacks per month by the SAIL Authority and numerous Qrs and Bunglows have been allowed to live in by the Teachers and employees of the Priyadarshini Public School without paying either rental or electricity charges defying the conditions of paying those charges while approval by the IISCO Board.
15. By expending about 20 Lacs of money of SAIL Growth Works , Century old Rabindra Library adjacent to Kulti Sammilanee was renovated with high cost and renamed as Rabindra Kala Kendra which was inaugurated about 4 years back by holding a opening ceremony in presence of various dignitaries in the field of culture, literature and Govt authorities. But all the old books with Racks and Almirahs were found missing. Upto date the so called Rabindra Kala Kendra has been remaining under Lock & Key.
16. Kulti Sammilanee the reputed Century old cultural Centre of Kulti Township has turned into a Ghost House. All Chairs, Screens of the Auditorium and the Machines for Cinema Showing including doors and windows have been allowed to be stolen with active support of the corrupted Officers of the SAIL Growth Works Management.
17. That in huge number of Company’s Qrs are being misutilised by the Management and in lieu of hush money outsiders are allowed to stay in those Qrs with the support of the SGW Management.
18. That surreptitiously Old furniture Tables , Chairs, Sofa ,Type Writers, Computers, AC Machines and various tools and tackles were removed by an Executive of SGW Management with the help CISF for personal gains.
19. That wastage of Public money/or extravagant expenditure on luxury at SAIL Growth Works, Kulti. Household Furniture including 12 Station Multigame, Refrigerators, geyser, vacuum Cleaner, Aqua Guards,18 Nos of AC Machines, LCD TV etc purchased by the SAIL Growth Works Management in the year 2010 only . Total cost of those is Rs 10, 19,011.00 (Rupees ten lakhs nineteen thousand eleven only) between May to July 2010 only. That in the General Manager’s Bunglow where Sri V.S.Dimri, the last G.M of IISCO, Kulti Works stayed upto 2003 was well furnished with costly furniture, Refrigerators, AC Machines ,TV Set and electronic gadgets. Generally the GM Bunglow used to be maintained with extra ordinary care and all the household teak wood furniture including the electronic gadgets were fully in working condition after vacating the Bunglow and handed over by the last G.M. of IISCO, Kulti Works.
20. That after reopening of the Works in 2007 in the name of SAIL Growth Works Kulti upto date that G.M.Bunglow was not allotted to or occupied by any top Executive of SAIL Growth Works or SAIL Growth Division. That G.M’s Bunglow has been remaining vacant upto date. But, it is gathered that despite existence of old costly furniture new household furniture and Electronic gadgets were purchased and/or installed in the name of G.M’s Bunglow raising question : Where the old costly furniture and electronic gadgets gone ?
21. That regular stealing at vacant Qrs and Bunglows are being made by stripping those Bunglows and Qrs by removing doors, windows, Rain Water Pipes, fencing CI Pipes and sanitary fixtures etc with the tacit consent of the SGW Management. But the said Management has not taken any preventing steps to stop recurrence of those stealing.
22. That a HIGH POWER Enquiry Committee should be constituted to reveal the truth and to take offenders into book by awarding exemplary punishment to save the Public Sector unit from destruction.
