लखनऊ : आईपीएस अफसर अमिताभ ठाकुर ने उत्तर प्रदेश में आईएएस, आईपीएस, पीसीएस और पीपीएस अधिकारियों और थानाध्यक्षों के अल्प अवधि के कार्यकाल में ही अत्यंत तीव्र गति से स्थानांतरण के सम्बन्ध में जनहित याचिका दायर किये जाने के लिए राज्य सरकार से अनुमति मांगी है.
प्रमुख सचिव गृह को भेजे अपने प्रत्यावेदन में उन्होंने कहा है कि राज्य सरकार ने 26 दिसंबर 2010 को शासनादेश जारी कर डीजीपी से थानाध्यक्ष तक न्यूनतम 2 वर्ष का कार्यकाल तय किया था. इसके बाद टीएसआर सुब्रमण्यम केस में सुप्रीम कोर्ट आदेश के अनुपालन में केंद्र सरकार ने आईएएस, आईपीएस कैडर नियमों में संशोधन कर न्यूनतम 2 वर्ष का कार्यकाल बनाया. इसके बाद भी इन जिम्मेदार अधिकारियों का तेजी से तबादला हो रहा है, जिससे जनहित प्रभावित होता है. अतः पूर्व में हाई कोर्ट के एक आदेश के क्रम में पीआईएल दायर करने के लिए अनुमति चाहिए.

IPS seeks permission to file PIL in rapid IAS, IPS transfers
IPS officer Amitabh Thakur has sought permission from the State government to file PIL as regards rapid and frequent transfers of IAS, IPS, PCS, PPS officers and Police station incharge.
In his representation to Principal Secretary Home, Sri Thakur said that the State government itself passed two Government orders on 26 December 2010 fixing 2 years as minimum tenure of all police officers from Station Officer to DGP. Again after the Supreme Court order in TSR Subramaniam case, the Government of India amended the IAS, IPS Cadre Rules to make 2 years as the mandatory minimum tenure.
He said that despite these legal provisions, these responsible officers are being transferred every day, leading to definite effect on governance and accordingly sought permission for filing PIL in compliance of an earlier High Court order asking him to take government permission before filing PILs.
