कार्मिक एवं प्रशिक्षण विभाग (डीओपीटी), भारत सरकार द्वारा दी गयी सूचना के अनुसार पूर्व केंद्रीय गृह सचिव अनिल गोस्वामी द्वारा शारदा घोटाले के आरोपी पूर्व केंद्रीय मंत्री मतंग सिंह की गिरफ्तारी कथित रूप से रुकवाने के लिए सीबीआई पर दवाब बनाने की भूमिका के सम्बन्ध में भेजी गयी शिकायत केंद्र सरकार के स्तर पर समाप्त कर दी गयी थी.
उस समय मामले के चर्चा में आने पर श्री गोस्वामी को फ़रवरी 2015 में तत्काल स्वैच्छिक सेवानिवृत्ति दे दी गयी थी. यूपी कैडर के आईपीएस अफसर ने 02 फ़रवरी 2015 को केंद्र सरकार को दी गयी शिकायत में कहा था कि गृह सचिव जैसे जिम्मेदार पद पर इस तरह के आचरण के लिए स्वैच्छिक सेवानिवृत्ति पर्याप्त नहीं है. अतः उन्होंने श्री गोस्वामी की भूमिका की जांच कर अग्रिम कार्यवाही किये जाने की मांग की थी.
हाल में आरटीआई में मांगी गयी सूचना पर केसी राजू, अनु सचिव, डीओपीटी ने अमिताभ को बताया कि उनकी शिकायत 17 फ़रवरी 2015 को विभाग में प्राप्त हुई थी. यह शिकायत कैबिनेट सचिवालय को अग्रसारित की गयी थी, जिस पर सचिवों के समूह ने 11 फ़रवरी 2016 की बैठक में मामले में कोई अग्रिम कार्यवाही नहीं करने का निर्णय लिया.
श्री राजू ने डीओपीटी की पत्रावली को गोपनीय तथा आरटीआई एक्ट की धारा 8(1)(जे) में व्यक्तिगत सूचना बताते हुए देने से मना कर दिया.
Complaint on ex Union Home Secy in Saradha scam dropped
As per the information provided by Department of Personnel and Training (DOPT), Government of India, the complaint regarding the alleged improper role of ex Home Secretary Anil Goswami in putting unwarranted pressure on the CBI during the arrest process of Saradha accused Matang Sinh was dropped by the Government of India.
When this matter had come in limelight, Sri Goswami had been given voluntary retirement in Februrary 2015. At that time, UP Cadre IPS officer Amitabh Thakur had sent a complaint dated 02 February 2015 saying that Sri Goswami’s conduct prima-facie comes as criminal and administrative misconduct for which voluntary resignation is not enough. He had requested the matter to be enquired.
In a recent RTI reply, K C Raju, Under Secretary, DOPT told Amitabh that his complaint was received in DOPT on 17 February 2015. The complaint was forwarded to the Cabinet Secretariat, where the Group of Secretaries decided in its meeting dated 11 February 2016 not to pursue the matter any further.
He refused to provide copy of the file as being confidential and exempted under section 8(1)(j) of RTI Act as being personal information.
