उत्तर रेलवे, दिल्ली द्वारा एक्टिविस्ट डॉ नूतन ठाकुर को आरटीआई में दी गयी सूचना के अनुसार 01 अप्रैल 2010 से अब तक कुल 114 ट्रेन दुर्घटनाएं हुई हैं. इनमे 110 मामलों में जाँच समिति की जाँच पूरी हो गयी है जबकि 04 मामलों में जाँच आख्या आनी बाकी है. इन ट्रेन दुर्घटनाओं में कुल 226 लोगों की मौत हुई जबकि 365 लोग घायल हुए. इन रेल दुर्घटनाओं में रेलवे के कुल 27.2 करोड़ रुपये की क्षति पहुँचने की बात बताई गयी है.
सबसे अधिक हताहत 19 अगस्त 2017 को उत्कल एक्सप्रेस के 13 डब्बों के मुज़फ्फरनगर जिले के खतौली स्टेशन पर पटरी से उतरने से हुए जिसमे 25 लोगों की मौत हुई जबकि 105 घायल हुए थे. इस मामले में अभी जाँच रिपोर्ट आनी शेष है. 20 मार्च 2015 को देहरादून वाराणसी एक्सप्रेस के रायबरेली के बछरावां स्टेशन के पास पटरी से उतरने से 39 लोगों की मौत तथा 38 लोग घायल हुए थे. इस मामले में 03 रेलवे कर्मियों का पद कम किया गया था.
नूतन को दी गयी सूचना के अनुसार इन 110 मामलों में 79, अर्थात लगभग 70% मामलों में, कोई रेलकर्मी दुर्घटना के लिए जिम्मेदार नहीं पाया गया. शेष मामलों में 172 रेलकर्मी दण्डित किये गए जिसमे 24 रेलकर्मी बर्खास्त किये गए जबकि 4 को अनिवार्य सेवानिवृत्ति दी गयी. दुर्घटना के विभिन्न कारणों में गैर-जिम्मेदार ड्राइविंग के कारण 66 दुर्घटनाएं घटी पायी गयी जबकि 01 मामले में हाथी के अचानक आने से घटना घटी.
RTI: 144 train accidents, 226 dead, 365 injured in NR in 07 years
As per the RTI information provided by Northern Railways (NR), Delhi to activist Dr Nutan Thakur, from 01 April 2010 till date, 114 train accidents took place in NR. Among these, enquiry has been completed in 110 cases while in 04 cases, enquiry reports are still awaited. The total number of deaths in these accidents was 226 while 365 persons got injured. The total loss caused to Railway department through these accidents has been estimated to be Rs. 27.2 crores.
The biggest casualty took place when 13 coaches of Utkal Express derailed near Khatauli station in Muzaffarnagar district on 19 August 2017 when 25 people were killed and 105 injured. The enquiry report in this case is awaited. 39 people were killed and 38 injured when the Dehradun Varanasi Express derailed near Bhachhrawan railway station in Raebareli district on 20 March 2015. 03 junior personnel were given reduction to lower grade after the enquiry.
As per the information provided to Nutan, of these 110 cases, in 79, i.e. around 70% of total cases, no railway staff was found responsible for the train accident. In other cases, a total 172 railway personnel were given different punishments including dismissal in 24 cases and compulsory retirement in 4 cases. Among the various reasons, in 66 cases negligent driving by vehicles was found the reason of train accident, while in 01 case, elephant dashing was found to be the reason.
