Alarming media scenario in Chhattisgarh: Report of the Fact-Finding Team
Raipur (Chhattisgarh) : There is an old proverb – Two wrongs don’t make a right. This is what a three-member Fact Finding Team, headed by veteran journalist Pradeep Saurabh discovered during their nearly week-long visit to Chhattisgarh. Senior journalists Ajay Jha and Yashwant Singh were the other two members of the team that visited Raipur, Bilaspur, Jagdalpur and Bastar to uncover the truth amidst mounting complaints against the Chhattisgarh administration’s reign of terror. The arrests of Raipur-based journalists Sunil Namdev and Nilesh Sharma had intensified these concerns.
During their investigation, the team discovered that the Chhattisgarh government employs a carrot-and-stick approach to ensure favourable media coverage and prevent negative reporting on their alleged wrongdoings. They offer incentives to journalists and media organisations while using punitive measures against those who refuse to comply.
The case of Sunil Namdev, a former Raipur-based journalist of the Hindi channel AAJ TAK, exemplifies this policy. Initially, he enjoyed a cordial relationship with the incumbent state government but turned critical when their ties soured. While his unscrupulous journalism, which stooped to personal attacks against senior bureaucrats and Chief Minister Bhupesh Baghel, is not commendable, the actions taken against him by the authorities are highly condemnable.
The team visited Namdev’s demolished house on the outskirts of Raipur and met his wife, who is forced to live in tents during the scorching summer. The demolition seemed to have a personal agenda to silence the journalist. If the house was unauthorised, then the entire locality should have been subjected to similar action. It is puzzling why only one particular house was deemed illegal while neighbouring houses remained untouched.
The demolition was not the only issue; the foundations were also excavated. At the site, the team encountered a mason who was carrying out repairs and witnessed the police planting a packet of banned drugs in Namdev’s pocket before arresting him on drug possession charges. Framing a journalist in drug trafficking is unjustifiable when there are legal avenues available to address his transgressions. The mason expressed readiness to testify in court but feared harassment or arrest for speaking the truth. Interestingly, Namdev’s colleague, videojournalistSajid, was also arrested on the same night after the team visited Namdev’s demolished house. The team learnt Sajid used to object to and delete excessive content from Namdev’s videos, yet he was arrested merely for working with Namdev.
Namdev’s wife expressed fear for her husband’s life, particularly after his second arrest on May 31, 2023, which allegedly occurred in the early morning despite police records indicating a daytime arrest. Evidently, Namdev was targeted because he refused to learn the lesson after his first arrest that any negative reporting against the government was considered a punishable sin.
The family of Nilesh Sharma, who publishes a magazine, had gone into hiding out of fear and could not be located. He was arrested only because he kept in constant touch with Sunil Namdev.
The next day, the team attempted to meet Namdev and Sharma, who were imprisoned in Bilaspur Central Jail after their arrests in Raipur. Although the jail authorities were respectful to the team, they refused to allow the meeting, claiming they had prior information about the arrival of the Fact-Finding Team to the state and were alerted when it reached the prison premises. They said that they had received instructions from higher authorities to deny such a meeting.
The state government’s refusal to facilitate a meeting with the victims/accused is unacceptable if they have nothing to hide. It also indicates that the team’s movements were being monitored by state authorities. These actions contradict the freedom of speech promised by the constitution.
Discussions with journalists in Chhattisgarh revealed a pervasive sense of fear among them. While they were willing to talk, they insisted on anonymity, fearing that testifying against the government could land them in police custody or jail. They live in constant fear, with their voices silenced and their pens rendered impotent. Compliance is rewarded through various means.

However, this does not justify journalists disregarding established media ethics and norms for any reason.
Simultaneously, the Chhattisgarh government is guilty of intimidating the media and attempting to stifle it. The team calls on the state government to immediately release all journalists arrested on baseless charges and initiate an independent and competent investigation by an organisation like the Central Bureau of Investigation. Such a probe should address all allegations surrounding the government’s plans to incarcerate critical journalists and impose strict warnings on others until the assembly elections, thus preventing the exposure of their misdeeds in the media. The team demands immediate intervention of the Press Council of India, National Human Rights Commission, Union Home Ministry and the Union Ministry of Information and Broadcasting, besides the media unions and associations.

रायपुर (छत्तीसगढ़) : अनुभवी पत्रकार प्रदीप सौरभ की अध्यक्षता वाली तीन सदस्यीय तथ्यान्वेषी (फैक्ट फाइंडिंग) टीम ने छत्तीसगढ़ की अपनी लगभग सप्ताह भर की यात्रा के दौरान कई चीजों का पता लगाया। वरिष्ठ पत्रकार अजय झा और यशवंत सिंह उस टीम के दो अन्य सदस्य थे जिसने छत्तीसगढ़ प्रशासन के आतंक के खिलाफ बढ़ती शिकायतों का सच जानने के लिए रायपुर, बिलासपुर, जगदलपुर और बस्तर का दौरा किया। रायपुर स्थित पत्रकार सुनील नामदेव और नीलेश शर्मा की गिरफ्तारी ने इन चिंताओं को और बढ़ा दिया था।
अपनी जांच के दौरान, टीम ने पाया कि छत्तीसगढ़ सरकार अनुकूल मीडिया कवरेज सुनिश्चित करने और अपने कथित गलत कामों पर नकारात्मक रिपोर्टिंग को रोकने के लिए ललचाने और हड़काने का तरीका अपनाती है। अनुकूल कवरेज के लिए पत्रकारों और मीडिया संगठनों को तो प्रोत्साहन दिया जाता है लेकिन अनुकूल रिपोर्टिंग की शर्तें नहीं मानने वालों के खिलाफ दंडात्मक कार्रवाई भी की जाती है।
हिंदी चैनल आज तक के रायपुर स्थित पूर्व पत्रकार सुनील नामदेव का मामला इसी नीति का उदाहरण है। शुरू में, राज्य सरकार के साथ उनके मधुर संबंध थे, लेकिन जब संबंधों में खटास आई तो स्थिति बिगड़ गई। वैसे तो वरिष्ठ नौकरशाहों और मुख्यमंत्री भूपेश बघेल के खिलाफ व्यक्तिगत हमलों तक की उनकी अनैतिक पत्रकारिता की सराहना नहीं की जा सकती है, लेकिन उनके खिलाफ की गई अधिकारियों की कार्रवाई बेहद निंदनीय है।
टीम ने रायपुर के बाहरी इलाके में नामदेव के ध्वस्त कर दिये गये घर का दौरा किया और उनकी पत्नी से मुलाकात की, जो इस चिलचिलाती गर्मी में टेंट में रहने को मजबूर हैं। लगता है कि विध्वंस के पीछे पत्रकार को चुप कराने का कोई निजी एजेंडा था। अगर मकान अनधिकृत था तो पूरे मोहल्ले में ऐसी ही कार्रवाई होनी चाहिए थी। यह समझना मुश्किल है कि केवल एक खास घर को ही अवैध क्यों माना गया जबकि पड़ोस के घर अछूते रहे।
घर गिराना एकमात्र मुद्दा नहीं था; नींव की भी खुदाई की गई। मौके पर, टीम का सामना एक राजमिस्त्री से हुआ जो मरम्मत के काम कर रहा था और पुलिस को नामदेव की जेब में प्रतिबंधित नशे का पैकेट रखते हुए देखा है।
इसके बाद नामदेव को नशीली दवा रखने के आरोप में गिरफ्तार किया गया था। किसी पत्रकार को मादक पदार्थों की तस्करी में फंसाना अनुचित है। वह भी तब जब उसके अपराध की सजा दिलाने के लिए कानूनी रास्ते उपलब्ध हैं। राजमिस्त्री ने अदालत में गवाही देने और सच बताने की अपनी तैयारी भी व्यक्त की। लेकिन सच बोलने पर उत्पीड़न या गिरफ्तारी की आशंका भी जताई। यह दिलचस्प है कि नामदेव के सहयोगी वीडियो पत्रकार साजिद को भी उसी रात गिरफ्तार किया गया था, जब टीम ने नामदेव के ध्वस्त घर का दौरा किया था। टीम को पता चला कि साजिद नामदेव के वीडियो पर आपत्ति जताता था और नामदेव के वीडियो से काफी सामग्री हटा देता था, फिर भी उसे केवल नामदेव के साथ काम करने के लिए गिरफ्तार कर लिया गया।
नामदेव की पत्नी ने अपने पति की जान को लेकर डर जताया, खासकर 31 मई 2023 को उनकी दूसरी गिरफ्तारी के बाद, जो कथित तौर पर सुबह में हुई थी, जबकि पुलिस रिकॉर्ड में दिन में गिरफ्तारी दिखाई गई है। जाहिर है, नामदेव को निशाना बनाने का कारण यह है कि पहली गिरफ्तारी के बाद उन्होंने सबक सीखने से इनकार कर दिया था कि सरकार के खिलाफ किसी भी नकारात्मक रिपोर्टिंग को दंडनीय पाप माना जाता है।

अगले दिन, टीम ने नामदेव और शर्मा से मिलने का प्रयास किया, जो रायपुर से गिरफ्तार किये जाने के बाद बिलासपुर सेंट्रल जेल में कैद हैं। वैसे तो टीम के प्रति जेल अधिकारी का व्यवहार सम्मान वाला था, लेकिन उन्होंने मुलाकात की अनुमति देने से इनकार कर दिया। उनका दावा था कि राज्य में फैक्ट फाइंडिंग टीम के आने की जानकारी उन्हें पहले से थी और जब वह जेल परिसर में पहुंची तो उन्हें सतर्क कर दिया गया। उन्होंने कहा कि उच्च अधिकारियों से उन्हें मुलाकात से इनकार करने का निर्देश मिला है।
पीड़ितों/अभियुक्तों से मुलाकात से इनकार करने की राज्य सरकार की कार्रवाई अस्वीकार्य है। अगर उनके पास छिपाने के लिए कुछ नहीं है तो मिलने नहीं देने का कोई कारण नहीं है। इससे यह भी संकेत मिलता है कि टीम की गतिविधियों पर राज्य के अधिकारियों द्वारा निगरानी रखी जा रही थी। ये कार्रवाइयां संविधान द्वारा प्रदत्त अभिव्यक्ति की स्वतंत्रता का उल्लंघन करती हैं।
छत्तीसगढ़ में पत्रकारों से चर्चा में उनके बीच व्याप्त भय की व्यापक भावना का पता चला। वे बात करने के लिए तैयार थे, लेकिन नाम न छापने पर जोर दिया, उन्हें डर था कि सरकार के खिलाफ गवाही देने पर उन्हें पुलिस हिरासत या जेल में डाला जा सकता है। वे निरंतर भय में रहते हैं, उनकी आवाज़ बंद कर दी गई है और उनकी कलम अक्षम बना दी गई है। सरकारी इच्छा के अनुपालन को विभिन्न तरीकों से पुरस्कृत किया जाता है।
स्थानीय अधिकारियों के संभावित हस्तक्षेप के कारण, फैक्ट फाइंडिंग टीम को आखिरकार अपने दौरे के अंत में एक प्रेस कांफ्रेंस में अपनी रिपोर्ट जारी करने का
विचार छोड़ना पड़ा। ऐसा संभव प्रतीत हुआ कि अधिकारियों द्वारा स्थानीय पत्रकारों को प्रेस कॉन्फ्रेंस से दूर रहने या दंडनीय कार्रवाई के लिए तैयार रहने का निर्देश दिया जाएगा।
फैक्ट फाइंडिंग टीम का निष्कर्ष है कि छत्तीसगढ़ सरकार द्वारा अपनाई गई ललचाने और हड़काने की नीति मीडिया की स्वतंत्रता के लिए सीधा खतरा है। मीडिया एक दर्पण के रूप में काम करता है जिसे अपने सामने आने वाली घटनाओं के आधार पर अच्छे, बुरे और बदसूरत को प्रतिबिंबित करना चाहिए। हालाँकि, यह किसी भी कारण से स्थापित मीडिया नैतिकता और मानदंडों की अवहेलना करने वाले पत्रकारों को उचित नहीं ठहराता है।
साथ ही छत्तीसगढ़ सरकार मीडिया को डराने-धमकाने और उसका गला घोंटने की कोशिश की दोषी है। टीम राज्य सरकार से निराधार आरोपों पर गिरफ्तार किए गए सभी पत्रकारों को तुरंत रिहा करने और केंद्रीय जांच ब्यूरो जैसे संगठन द्वारा एक स्वतंत्र और सक्षम जांच शुरू करने का आह्वान करती है। इस तरह की जांच से सरकार की आलोचना करने वाले पत्रकारों को जेल में डालने और विधानसभा चुनावों तक दूसरों को सख्त चेतावनी देने की सरकार की योजना जिससे मीडिया में उनके कुकर्मों के उजागर होने से रोका जा सके – जैसे सभी आरोपों का समाधान होना चाहिए। टीम भारतीय प्रेस परिषद, राष्ट्रीय मानवाधिकार आयोग, केंद्रीय गृह मंत्रालय और केंद्रीय सूचना एवं प्रसारण मंत्रालय के अलावा मीडिया यूनियनों और संघों से तत्काल हस्तक्षेप की मांग करती है।
